Scope of work Suitably authorised, accredited and experienced training providers ae hereby invited to facilitate in-house confined space entry level 1 and level 2 training courses at three of EWAT s plants Description of the services This tender is for the following training: Confined Spaces Entry (SAQA ID 4064) for a total of 60 people respectively situated at the following sites: Waterval (Kliprivier, GPS Co-ordinates: S, E) Jp Marais (Springs, GPS Co-ordinates: S, E) (Kempton Park, GPS Co-ordinates: S, E) 1.2. Administrative arrangements Training must conform with SAQA ID 4064 (Enter, work in, and exit a confined space in the water industry) and training providers has to be accredited in terms of the South African Qualifications Association (SAQA). Institutions must be accredited with The Services Sector Education and Training Authority (SETA) to perform the required training. The service provider has to be familiar with the regulations pertaining to confined spaces as contained in the Occupational Health and Safety Act (OHS), (Act 8 of 1993) and the implementation thereof. The level 1 and level 2 training must be presented over two (2) days comprising of a max of 1 candidates per session at each indicated site. Two sessions will take place at each site in two different moths, meaning a total of four (4) days of training will take place at each site. EWAT will provide the following and must not be quoted on: o o Venue; and Catering Traveling costs should be calculated /km limited to AA rates and the bidders head office closest to EWAT. No accommodation will be paid. The training provider will be required to supply and deliver all administrative tasks, training material (books/manuals/etc.) and issue a valid certificate of competence per person and registration of qualifying students with Energy and Water Sector Education and Training Authority (EWSETA) accreditation (credits).

2 Learning credits for all successful learners to be registered on the National Learner egistration Database (NLD). 2. BID EVALUATION The bid will be evaluated in three stages. The evaluation will be done as follows: Stage 1: Administrative esponsiveness Evaluation All the proposals will be evaluated against the Administrative responsiveness requirements as set out in the list of returnable documents. Stage 2: Functional Criteria Bidders complying with ALL the requirements on stage 1 will be evaluated against the Functional Evaluation Criteria as set out in Point 3. Bidders must score 70 points or more out of a total 0 points allocated for Functional criteria. Bidders that score less than 70 points will not be evaluated further. Bidders who obtain the required threshold points of 70 points or more will qualify for further evaluation. Stage 3: Preferential Point System In terms of regulation 6 of the Preferential Procurement egulations 17 pertaining to the Preferential Procurement Policy Framework Act, 00 (Act of 00), responsive bids will be adjudicated by the State on the 80/-preference point system in terms of which points are awarded to bidders on the basis of: - The bid price (maximum 80 points) - B-BBEE status level of contributor (maximum points) The following formula will be used to calculate the points for price: Ps = 80 Where Pt Pmin 1 Pmin Ps = Points scored for comparative price of bid under consideration Pt = Comparative price of bid under consideration Pmin = Comparative price of lowest acceptable bid A maximum of points may be allocated to a bidder for attaining their B-BBEE status level of contributor in accordance with the table below: B-BBEE Status Level of Contributor Number of Points

Quotation equirements: Work offered that DO NOT comply with the specifications will not be evaluated. The successful bidder must register on the EWAT vendors list.
