The District is Florida s first fully accredited school system since 1962, and has more than 271,500 students and approximately 175,000 adult students in 234 schools, centers and technical colleges, and 93 charter schools. BCPS serves a diverse student population, representing 204 different countries and 191 different languages. Reporting directly to the Superintendent, the Chief Public Information Officer (PIO) serves as the District s spokesperson, and plays a key role on the Superintendent s Cabinet. The Chief Public Information Officer through the application of leading best practice principles in communication, public relations, and marketing, will continue to develop and execute innovative programs that champion a favorable public image and brand for the District. The PIO leads the Public Information Office in driving the District s Strategic Plan focus of Effective Communication for both internal and external stakeholders. The Public Information Office brings to life the many stories of BCPS in a cohesive and creative way through multiple outlets including the use of internal communication plans, media, social media, branding, and community partnerships. The ideal candidate will demonstrate a passion for the BCPS brand, along with experience in communication, public relations, and marketing principles. Minimum of eight (8) years of progressively more responsible experience in the field related to the title of the position with demonstrated capabilities in public and community relations, communications, and governmental affairs. OR EDUCATION: An earned bachelor s degree from an accredited institution. EXPERIENCE: Minimum of ten (10) years of progressively more responsible experience in the field related to the title of the position with demonstrated capabilities in public and community relations, communications, and governmental affairs. ADDITIONAL QUALIFICATIONS REQUIRED: Excellent writing ability. Experience serving as a spokesperson with extensive experience level in matters related to public relations & governmental affairs. Computer skills as required for the position. PREFERRED: Degree major in one of the following: political science, law, public administration, communications, journalism,

3 marketing, media communications, or related field. Candidates who have been Accredited in Public Relations (APR), by the Universal Accreditation Board (UAB), are preferred. Bilingual skills preferred. REPORTS TO: SUPERVISES: POSITION GOAL: Superintendent of Schools All employees as assigned Serve as the School District spokesperson. Plan and conduct a public relations program designed to create and maintain a favorable public image and brand for The School Board of Broward County, Florida. Facilitate and foster the relationship of the school district with local, state and national government and non-governmental organizations, and the broader stakeholder community. Generate support within the stakeholder community for the ongoing evolution of improved practices and approaches to educating the next generation by marketing the effectiveness of innovations currently in use. ESSENTIAL PERFORMANCE RESPONSIBILITIES: Through the application of Leading and/or Best Practice communication, public relations, government affairs and marketing principles the Chief Public Information Officer shall forward the mission of The School Board of Broward County, Florida through the following areas of accountability and performance responsibilities: A. Leadership and Management effectively establish robust, multi-dimensional public relations, government affairs and communications processes throughout the district based on Best Practices (research based, evidence based and/or leading business verified) by: 1. contributing leadership to the organization beyond assigned accountabilities to champion The School Board of Broward County s mission, vision and strategic plan, including the development and management of a district strategic plan for communications, public relations and government affairs. 2. organizing, leading, managing and supervising a team aligned with the duties and responsibilities of the function to achieve the goals established for the department. 3. establishing the effective use of Best Practices (research based, evidence based, business validated) throughout the departments and district in public relations, government affairs and communications. 4. establishing a strategy and plan with specific measurable targets for the PIO function. 5. developing and managing the department budget and all operational reporting functions as appropriate.

4 6. managing performance, ensuring the effectiveness, supporting career development and evaluating the performance of assigned staff. 7. providing ongoing advice and counsel on public relations, government affairs, community relations and communications to the Superintendent and other key leaders within the SBBC organization. B. Community & Media Relations serve as the spokesperson for The School Board of Broward County, Florida through all appropriate channels, including community outreach, broadcast media, the internet, and social networks such as the use of Twitter, Facebook, Podcasts, and other next generation communication channels by: 8. directing the writing and editing of speeches, scripts, articles, reports, proclamations, resolutions, and correspondence for School Board Members, the Superintendent of Schools, and senior staff. 9. preparing and directing the writing, design, production, and/or distribution of publicity brochures, newsletters, booklets, flyers agendas, invitations and multimedia programs. 10. initiating the use of broadcast, internet, intranet and other mass media, next generation communications channels to support consistent information, messaging, consensus building and community understanding of issues related to The School Board of Broward County, Florida challenges and success. 11. establishing a consistent brand and image strategy for The School Board of Broward County, Florida; supporting and expanding the brand throughout available channels to promote the School District interests and ensure public awareness of the success of The School Board of Broward County, Florida. 12. generating awareness and support across stakeholder communities for the School District innovations, transformational strategies and evolving educational and business practices. 13. establishing and coordinating a public relations campaign that leverages The School Board of Broward County, Florida position as an education leader in the state/nation to enhance the stature, visibility and presence of School District and its team members in the community to support the positive image of The School Board of Broward County, Florida. 14. establishing feedback and monitoring mechanisms to measure and track the status of the SBBC image throughout stakeholder communities. 15. developing and promoting external, public and community relations information systems for the SBBC. 16. organizing and supervising news conferences and supervising the production and distribution of news releases. 17. maintaining basic financial literacy to articulate financial information to the community, the press and the media.

Legislative Platform & Agenda - coordinate the development of The School Board of Broward County legislative agenda and facilitate and champion the agenda for action throughout state, local, federal and non-governmental organizations (NGO) by: 18. planning, organizing, and directing the development and implementation of the SBBC platform and agenda for legislative and regulatory action through a collaborative approach with The School Board and SBBC leadership and stakeholders. 19. coordinating and directing department activities to facilitate legislative, business and community support for the SBBC, including developing an ongoing awareness and monitoring of legislative and regulatory trends impacting SBBC. 20. coordinating, directing, and participating in meetings with legislative, agency and NGO officials at the state, local and national level to promote SBBC s legislative agenda and interests. 21. developing and growing a personal network of contacts within the SBBC, state and national stakeholder community. 22. facilitating, supporting and advocating the financial and funding agenda of the SBBC throughout the legislative, agency and NGO community. D. Internal Communications - oversee the governance of branding within the SBBC enterprise, as well as governance and management of many internal communication vehicles, which may include the intranet, instant messaging, Twitter, internal system resources, and other next generation communication channels by: 23. developing and promoting internal communication systems for the SBBC. 24. establishing internal communications channels as appropriate to support a robust and consistent messaging environment throughout the SBBC system that aligns with and extends the SBBC mission, vision and Strategic Plan. 25. leveraging internal communications channels to support organizational change management initiatives as appropriate. 26. facilitating and supporting the effectiveness and efficiencies of communications efforts within District schools, divisions, departments and other areas. E. Stakeholder Support, Alignment & Coordination - manage and oversee processes that build awareness, perspective and alignment throughout the stakeholder community including the board, executive leadership and key change agents throughout the SBBC community by: 27. developing, initiating, and supporting awareness and alignment of key stakeholders throughout the SBBC community on key items of interest to SBBC and the legislative agenda.

6 28. developing resources to support and maintain the awareness and understanding of key members of the stakeholder community regarding the legislative and regulatory agenda, including the Board, senior leadership and other key influencers. 29. monitoring and analyzing legislative and community partnership programs, public relations programs and related resources for ongoing operational efficiency and effectiveness. 30. perform and promote all activities in compliance with equal employment and nondiscrimination policies of The School Board of Broward County, Florida. 31. participate successfully in the training programs offered to increase the individual s skill and proficiency related to the assignments. 32. review current developments, literature and technical sources of information related to job responsibility. 33. ensure adherence to good safety procedures. 34. follow local, state and federal laws, as well as School Board policies. 35. perform other duties as assigned by the Superintendent of Schools or designee. SIGNIFICANT CONTACTS frequency, contact, purpose, and desired end result: Proactively work with local, state and national government agencies, including elected officials as well as key representatives of all media to gain community and governmental support of the strategic objectives of The School Board of Broward County, Florida. PHYSICAL REQUIREMENTS: Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects. TERMS OF EMPLOYMENT: Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board. FLSA OVERTIME CATEGORY: Job is exempt from the overtime provisions of the Fair Labor Standards Act. EVALUATION: Performance will be evaluated in accordance with Board Policy.
