1 CAREER OPPORTUNITY INTERNAL AUDIT CHIEF AUDITOR CONTROLLER S OFFICE COUNTY OF SANTA BARBARA SALARY: $104,615 $142,266 (DOE/DOQ) Salary range includes unit cash allowance of $6149, and a car allowance of $2,236 per year. This salary range reflects the negotiable range for hire. The Auditor-Controller s Office seeks an Internal Audit Chief (IA Chief) to be a service to management and our 25 decentralized County departments. The IA Chief will represent our department as a collaborative and team focused partner and conduct risk-based audits to ensure internal controls are in place. This position also conducts information technology and efficiency audits to identify and recommend improvements to processes that have a cost savings. In addition, this position will introduce entry level auditors to the business of auditing and develop a positive training curriculum and entry level brand for our department as the place to start an audit career. 2 THE DEPARTMENT The Auditor-Controller is the chief financial officer of the County and is elected by Santa Barbara County voters to provide accounting, budgeting and other financial services. THE JOB Public sector agencies are looking for ways to address financial issues our nation is facing. One of the initiatives that the County of Santa Barbara has undertaken is the Rebalancing and Resiliency Project. This project will look at opportunities to reduce redundancy, improve efficiencies and identify better ways to use information technology to cut costs, without reducing services; the Internal Audit Chief will participate in this effort. As the IA Chief you will be part of a team-driven approach to facilitating the implementation of enterprise risk management and efficiency improvements throughout the County, while working with the 25 decentralized departments as a business and management partner. We want our County internal clients to view our audit services as a welcome visit; an opportunity to improve, save funds, and reduce risk through improved processes, better use of information technology, and an understanding of internal controls. This position will be leading the development and implementation of risk-based audits, efficiency audits, compliance audits, and the development and training new auditors on the critical functions of internal auditing. This position is at-will and is an executive leadership position within the Auditor-Controller s Office. 3 THE IDEAL CANDIDATE Will be a Certified Public Accountant (CPA), and/or Certified Internal Auditor (CIA), and have the skills, knowledge and ability to LEADERSHIP / COMMUNICATION: u Supervise others, including leaders and professional staff. u Lead project teams with team membership from multiple departments. u Design and implement countywide customer service oriented solutions and initiatives. u Formulate and influence County policy. u Interface with and/or provide support to executive management and elected officials. u Interact with and make recommendations to decision makers. u Have strong oral, presentation and written communication skills. u Develop and train new recruits on auditing standards and practices. u Create synergy that will spark innovative ideas and solutions with staff. u Be action-orientated, adaptable, flexible, and have tenacity, courage, and confidence. OPERATIONAL / PROJECT MANAGEMENT ACUMEN: u Have strong information software application skills and experience (Excel, Word, SQL, databases, etc.). u Have problem solving, analytical, and organizational skills. u Have business process and systems oriented acumen. AUDIT / TECHNICAL ACUMEN: u Assess performance management principles, investigate complaints of fraud, waste and abuse, and perform other assurance and efficiency audits. u Ensure completion of required compliance audits. u Ability to identify internal control weaknesses and make recommendations for internal control improvements. u Have strong, clear, and tone-appropriate writing skills. u Juggle multiple assignments at one time and manage a variety of complexities. u Quickly learn operations of a given division or department and work with management to develop improvements. u Have the ability to see the big picture and think strategically with regard to political environment and customer impact. u Supervise audit staff who will aid in completing audit assignments. u Use your tech-savviness and ability to audit records and computer processes to ensure functionality and effectiveness. u Promote your ideas and persuade others, yet maintain objectivity when the situation warrants. u Have experience in implementing successful process improvements. u Lead countywide audits, projects, and initiatives from inception to execution. u Establish project outcomes and measurements. u Garner resources and prioritize allocation of resources. u Exercise a high-level of independent action and decision making that align with department values.

4 EMPLOYMENT STANDARDS: u A combination of training, education, and experience that is equivalent to the required knowledge, skills and abilities identified in this recruitment announcement. This typically includes a bachelor s degree in accounting, auditing, business administration, or related field; master s degree desirable, and u Progressively responsible professional experience in accounting and financial operations that included experience auditing processes, efficiencies and financial records for compliance, as well as making recommendations that result in cost savings and supervision of staff. u Experience overseeing the work of others, including training, development, directing and motivating staff. u Public sector agency experience ideal. u Possess a valid California Class C Driver s License upon hire. u Comprehensive knowledge and experience complying with applicable laws and accounting and audit standards.
