1 INFORMATION OF THE HUMAN RESOURCES AND SAFETY CELL B.E.S.T.Undertaking (Information under section 4 of Chapter II of RTI Act, 2005)

2 CHAPTER II - (Right to information and obligation of public authorities) 4.(b)(i) : The particular of its organization, function and duties The particular of department: Name of the department Human Resources & Safety Cell Address 4 th floor, Vidyut Bldg., Pathakwadi, Mumbai Contact No The function and duties of department: Human Resources: 1) Preparation of Common Seniority list of grade T2 to T7 to implement Common Promotion Policy. 2) To Prepare and update the list of vacancies in each grade, every month. 3) To Fill up vacancies by inviting application from eligible internal employees. 4) If no suitable candidate is available within E. S. branch, invite application from employees of BEST Undertaking from other branches. 5) If no suitable candidates are available in BEST Undertaking, arrange inviting application through employment exchange/ advertisement. 6) To maintain the ratio of internal / relaxed qualification and external / prescribed qualification. 7) To arrange for written test and interview.

3 8) To declare the result and prepare waiting list with the approval of competent authority. 9) To issue the promotional / posting I.D. s in favour of employees on the waiting list. Safety Cell: 1) To prepare detailed Safety manual for each activity in complaince with the statutory requirements, manufacturer s recommendations, BIS standard and other relevant standard and codes. 2) To provide safe working environment and evolving framework for occupational safety. 3) To provide adequate training to all employees to generate awareness about safety related issues.(through TIE Dept.) 4) To establish system for accident reporting, investigation, analysis, and implementation of recommendations to avoid recurrence of the same. 5) To fill in periodic and other returns to the statutory bodies as required under various Acts and Rules within the stipulated time. 6) To establish system for periodic monitoring and review of the safety by the management. 7) To update Safety code book for the various activities of departments and to arrange for publishing and distributing the same. 8) To arrange joint safety committee meetings for promoting cooperation between employees and management with ultimate aim of making safe and healthy atmosphere. 4.(b)(ii) : The powers and duties of officers and employees:

The power and duties of Deputy Chief Engineer : The Dy. Chief Engineer shall be the in-charge of the H.R. and safetycell and shall be responsible for the smooth and efficient working of the cell. He shall supervise the following work done by the member of staff of HR Cell: 1) Prepare Common Seniority list of grade T2 to T7 to implement Common Promotion Policy. 2) Prepare and update the list of vacancies of each grade every month. 3) Fill up vacancies by inviting application from eligible internal employees of each branch through a circular giving qualification, experience etc. for relevant post under different trade. 4) If no suitable candidates are available in E. S. branch, invite application from employees of BEST Undertaking.

5 5) If no suitable candidates are available in BEST Undertaking, arrange inviuting application through employment exchange/ advertisement. 6) Maintain the ratio of internal / relaxed qualification and external / prescribed qualification. 7) Arrange for written test and interview. 8) Declare the result and prepare waiting list with the approval of competent authority i.e. Head of E.S. branch to whom power of appointment has been delegated by G.M. 9) Issue the promotional / posting I.D. s in favour of employees on the waiting list in the various departments and copy to concern department, CPM, TK, Audit, EDP, Medical etc. 10) Attending meetings pertaining to the departmental matters and as directed by Chief Engr. from time to time. 11) Preparation of Annual Report, Establishment Schedule and Budget estimates pertaining to the Cell. 12) Being Joint Safety Committee Chairman, conducting lectures, training and seminars for the employees with the help of DETIE. 13) Dealing with major issues and staff matters of the Cell. 14) He shall enforce all regulations, Standing orders, Safety Rules, and other departmental Safety Rules, instructions issued from time to time.

6 15) Periodic inspection of departmental register, records and activities. 16) Creating awareness of Safety among the general public and staff members of Electric Supply Branch with the help of DETIE. 2. The power and duties of Superintendent Engineer of HR Cell : 1) To keep control over the seniority list of each grade i.e. from T2 to T7 occurred in various departments of E.S.Branch. 2) He shall be the responsible of issuing circular for inviting application from eligible internal employees of E.S.Branch, employees from BEST Undertaking or through employment exchange/ advertisement as the case may be to fill up the vacancies of various department. 3) Arrange for written test and interview for different Trades/posts with the help of subordinate staff. 4) Prepare the result of successful candidates with the help of subordinate staff. 5) Prepare waiting list of successful candidates. 6) Sending external candidate for Medical Test. 7) Get the promotional/posting ID s prepared with the help of subordinate staff. 8) He shall also help the DCE(HR&S) to keep control over the working of HR Cell.

7 2. The power and duties of Assistant Engineer : He shall be responsible to the Dy. Chief Engineer of Safety Cell for all the work allotted to him. 1. Arrangement / collection of document regarding Safety Practices: 2. Meetings with different departments. organizations & submitting reports thereof. 3. Arranging of joint safety committee meetings in consultation of DCE(Safety). 4. To inspect the accident sites and to analyze the cause of accident (Electrical, non electrical, fatal, non fatal ) then to find out the prevention of the same in future. 5. Suggestions and recommendations for Personal Protective Equipment. 6. Market search for Safety gadgets available in market which are useful for day to day work in various departments, sections of electric supply branch. 7. Preparing specification of Safety gadgets, inspection and ensuring the quality of the same materials. 8. Attending the Safety programs and other departmental and organization meetings as directed by DCE Safety. 9. Managing the office equipments and furniture for Cell. Monitoring/supervising their servicing/maintenance etc. 10. Preparation of annual Report to CEA after analyzing the accidents. 11. Furnishing details for preparing Administrative Reports, budgets estimates and establishment schedule etc. 12. To guide assistants (Charge Engineers) 3. The power and duties of Charge Engineer : He shall be responsible to the Assistant Engineer of Safety Cell for all the work allotted to him. 1)To assist the top officers in all their office, departmental and outdoor works. 2)To visit accident sites. 3)To market search for latest safety gadgets. 4)To assist head of department in celebration of National Safety Week. 5)House keeping etc.

The power and duties of A.A.M.(ES): To look after all administrative work such as : 1) Sanction of leave of staff. 2) Signing negative attendance 3) Staff on roll/ vacancy statement 4) EDEI / Distribution loss allowances statement 5) Looking after inventory items 6) Drafting of various types of notes, etc. 7) Looking after work pertaining to establishment, etc. 5. The power and duties of Shop Recorder : 1) Dispatch work 2) Preparation of negative attendance of staff 3) Staff on roll/ vacancy statement 4) EDEI / Distribution loss allowances statement 5) Looking after inventory items 6) Arranging various stationeries from Depot Stores of MM Department, 7) Looking after work pertaining to administrative work etc. 4.(b)(iii) : The procedure followed in the decision making process, including channels of supervision and accountability: The proposals for preparation of seniority list, filling in of vacancies in different grade etc are put up by the dept. to the management for sanction/approval. After the approval, the proposals are executed under the over all supervision of Dy. Chief Engineer. Every officer is accountable for the work executed under his control. 4.(b)(iv) : The norms set by it for the discharge of it s functions:
