3 The goal of this initiative is to develop a tool to allow customers to electronically sign for packages: eliminating the need for recipients to be home to physically sign for packages reduce the number of Failed First Attempts (54 Million) improve the overall customer experience 5 Delivery failures result in significant costs to the Postal Service The inability to deliver a package is known as a Failed First Attempt (FFA). If the intended recipient is unavailable during the initial delivery attempt, a carrier will leave a Delivery Notice / Reminder / Receipt - PS Form 3849 at the delivery address and return the item to the local Post Office. 5 day hold for (Priority Mail Express only) 15 days for all other mail classes before being returned to sender 30 days for International items 6 3

Portrait page format for increased legibility. Increased ease of use for customers and carriers. Studied the feasibility of PS Form 3849 for national implementation. Ensured that carriers scanned and linked package barcode properly. Ensured customers can scan the QR Code and schedule redelivery. Acquired valuable feedback from customers and employees. 11 21 To reduce dog related injuries, the Postal Service launched a new electronic dog alert function in conjunction with Dog Bite Prevention Week in May O N M AY 13, 2017, the US Postal Service enhanced the Dog at Residence question within the Package Pickup application by adding an edit option to update the dog present status. This update provides up-to-date dog status information that will be used by the USPS carriers

15 Link Host Extra Service to Barcode Service at Retail 1 The host extra service barcode is scanned or manually entered from the label number and accepted. 2 The Domestic Return Receipt, PS Form 3811, barcode is scanned or the number is manually entered 3 Clerk confirms completion in retail system and proceeds with transaction. 29 Commercial or Online customers not purchasing the extra services at Retail locations use a separate Linking Process: Return Receipt barcodes will use Service Type Code (STC) 909 and must be linked in the Shipping Service File (SSF) to their companion mailpiece by: Placing the Return Receipt barcode in the Original Tracking Number field of the SSF along with the Over label Indicator field set to 02. 25 Commercial customers, with 10 or more locations, should contact their Business Service Network (BSN) to conduct a Bulk File upload for recurring pickups. Requests are sent to the local pickup office through MyPostOffice (MyPO)

26 Bulk proof of delivery allows mailers using privately printed labels to receive proof of delivery signature data electronically. The proof of delivery records are sent in a signature extract file format. Bulk proof of delivery records are available to mailers meeting the standards provided in Publication 199, Supplement for Bulk Proof of Delivery Services, available on RIBBS.
