5 Joint Transport and Trade Facilitation Strategy Three overarching goals: establish competitive corridors across the CAREC region; facilitate efficient movement of people and goods through CAREC corridors and across borders; and develop sustainable, safe, user-friendly transport and trade networks. TF component required adoption of results-based approach to monitor time and cost savings as key indicators

6 Customs Cooperation Committee (CCC) Composed of heads of customs agencies in 10 CAREC countries Five priority areas: Simplification and harmonization of customs procedures and documentation; ICT customs modernization and data exchange; Risk management and post-entry audit; Joint customs control; and Regional transit development Annual meetings review each country s progress on 5 priority areas

7 Corridors Performance Measurement and Monitoring (CPMM) Objectives 1. To compare relative performance of cargo transport over different CAREC corridors; 2. To identify border crossing points (BCPs) that are difficult to cross; 3. To determine causes of long delays at BCPs; and 4. To understand movement of cargo in Central Asia.

15 1st Qtr 2011 Findings BCPs are major bottlenecks Major delays at BCPs due to waiting time in queue (average of 5.6 hrs) loading and unloading of goods and cargo (average of 5.7 hrs) customs clearance (average of 1.9 hrs) Major contributors to total cost in clearing BCPs: loading and unloading fees (average of $105) custom clearance (average of $91) repair/tire replacement (average of $76) detours (average of $19)
