1 NV Energy Job Titles and Descriptions [18 CFR Section 358.7(f)(1)] 9/12/2013 Transmission Function Employees: Vice President, Transmission Responsible for management of transmission operations, including system operations for both SPPC and NPC, regional planning, billing, scheduling and business development and contracts. Executive, Grid Operations and Reliability Directs and guides the activities of Control Centers and associated engineering and technical support staffs. Ensures that the Sierra Pacific Power Company (SPPC) and Nevada Power Company (NPC) Electric System Control Centers are operated in a safe and reliable manner. Electric System Control Center functions include reliability and balancing for Nevada Power and Sierra Pacific Power Balancing Authority Areas, operation and control of Nevada Power s and Sierra Pacific Power s transmission and distribution systems, trouble dispatch for the Nevada Power system, the Energy Management Systems and other technical support systems for the Electric System Control Center. Director, Transmission Policy and Contracts Develops transmission solutions that meet customer needs while adapting to changing regulatory environments, managing risk, and maximizing existing system utilization. Directs the negotiation and administration of contracts both under the Company s Open Access Transmission Tariff (OATT) and pre-existing transmission agreements. Formulates strategies to support business profitability, customer satisfaction, and risk mitigation. Manages staff engaged in pre-scheduling, real-time scheduling, OASIS administration and settlement functions. Establishes controls and processes to comply with FERC s Standards of Conduct and OASIS posting requirements. Director, Transmission System Planning Directs activities relating to regional transmission expansion projects, reliability representation, data collection, and compliance with planning standards. Participates in the development of Company transmission policy and influences federal and regional policy to promote corporate goals. Page 1 of 5 9/12/2013

2 Manager, Interconnection and Transmission Service (OATT) Planning Manages the Interconnection and Transmission Service requests that are applied for through our Open Access Transmission Tariff. Coordinates with internal and external regional planning processes to insure the proper designs are proposed in compliance with the newly expanded FERC requirements. Participates in and/or supports the WestConnect processes and those of WECC under the Planning Coordination Committee. Manager, Network and Integrated Resource Plan Transmission Planning Manages the Network, Integrated Resource Plan and Renewable Energy Zone transmission planning functions for NVE to deliver cost effective reliable designs. Coordinates all required data submittals and documentation of compliance, writing and updating required policies, performing all studies and technical analysis. Prepares and presents a transmission plan to allow for access to high potential areas of renewable development. Oversees the timely creation of all required WECC base case submittals for both utilities. Manager, Transmission Strategy Researches and analyses the operational and business effects of complex policies and standards developed by regional organizations. Provides and implements recommendations and alternative transmission strategies. Ensures consistency in application and execution of processes to achieve compliance with respective transmission regulations, policies, and standards. Manager, Distribution Operations NPC Directs and ensures that all activities associated with NPCSPPC and NPC Distribution Control Center operations, including System Control Operations, ESCC Outage Management Technical Support, Trouble Dispatch, and Operations Engineering are conducted in a safe, reliable and efficient manner and in compliance with all applicable regulations. Manager of Transmission Business Ensures that significant transmission business initiatives and projects are prudently and efficiently managed, develops and enhances effective business processes within the Transmission Division to promote and support robust compliance with regulatory requirements and demonstrative evidence collection for cost recovery purposes and FERC/NERC compliance audits. Supervisor, ESCC Technical Support Supervise a technical staff of Energy Management System (EMS) and Outage Management System (OMS) analysts, database administrators and network application developers accountable for the effective provision of technical computing and application support of the System Control operation. Manager, Transmission Energy Management Management of the implementation and maintenance of a statewide coordinated energy management system (EMS) used to communicate with and control all major substations, generation plants and transmission lines located in Northern and Southern Nevada. The EMS is essential to safely and reliably deliver electricity to all customers and includes the functions of hardware maintenance, transaction management, Cyber Security, SCADA/DB and Network Application software, and ongoing system management. 3 Engineer Associate/ESCC Tech. Support Consultant (all levels) Leads installations, upgrades and maintenance of Electric System Control Center s Computer systems. These systems include the Energy Management Systems, Computer Infrastructure, Cyber Security, ESCC Applications, and Dispatcher Training Simulator Network Applications Analyst (all levels) Develops and maintains Network Applications for the efficient operation of the Transmission and Distribution networks. Regional Planning Engineer (all levels) Coordinates with other utilities analysis to ensure safe, efficient operation of the interconnected electric systems. Leads regional and national groups to protect the company s interests. Supplies expert technical advice to company management regarding regional transmission issues. Determines the most cost effective, competitive options for NVE regarding expanding the capabilities of the electric system. Gathers information on the activities of other utilities and analyses how those actions affect NVE. Performs technical studies to determine safe capabilities of Western Interconnection systems. Network Planning Engineer/Consulting Engineer (all levels) Provides real-time and short term engineering study support to Transmission System Control Centers thereby allowing operators efficient, safe, and reliable operations of the transmission networks. Project Leader, Transmission Policy and Strategy Provides vision and leadership in the development and implementation of regional transmission strategies. Responsible for identifying critical transmission issues, providing transmission solutions and managing risk. Manages the growth of the transmission system by implementing business plans. Coordinates transmission delivery services for new and existing customers within the region. Consultant, Transmission Policy and Strategy Works with Project Leaders, Transmission Policy and Strategy to provide transmission solutions that meet customer needs. Provides implementation of the Company s vision in the development and implementation of regional transmission strategies. Responsible for implementing transmission issues, solutions, and managing risk. Coordinates transmission delivery services for new and existing customers within the region. Staff Consultant, Transmission Billing Manage, analyze, and administer billing for SPPC and NPC transmission customers. Work as part of transmission services team to identify and resolve billing issues. Prepare bills for new customers, as needed. Staff Consultant, Transmission Services Maintains the SPPC/NPC OASIS nodes; ensures Standards of Conduct (SOC) Orders are implemented by providing basic and updated training on the SOC; tracks required SOC postings. Monitors industry meetings that impact transmission scheduling at the WECC ISAS, NAESB, and NERC, attends the OASIS vendor WesTTrans meetings as the companies representative; recommends process improvement initiatives. 4 Senior, Contracts Agent Responsible for the acquisition of Company resources through the development, negotiation and administration of contracts and various agreements (QF, IPP, Joint Projects, interconnections, etc.) in accordance with Company tariffs and strategic direction, PUCN, FERC, WECC and NERC requirements as applicable. The primary responsibility for drafting, negotiation, administration of contract obligations and rights, interpretation, and dispute resolution for the most sensitive and complex of the Company s contracts. Contributes to the development and implementation of Company/Department strategy. Provides leadership and management expertise in assisting other departments in development of negotiation and management of contracts. Contracts Agent Responsible for the acquisition and management of Company contract resources and contracts for the provisions of company services. Participates in the development, negotiation and administration of transmission contracts in accordance with Company, PUCN, FERC, WECC and NERC requirements as applicable. Assists in dispute resolution. Interchange Specialist (including Administrator) (all levels) Responsible for processing, checkout, verification of Balancing Authority Area interchange for both SPPC and NPC systems. Responds to short-term requests for transmission service via OASIS, performs accounting of Balancing Authority Area inadvertent and loss compensation, reconciles and prepares reports for after-the-fact interchange. Includes both real-time and pre-schedule positions. Manager, Transmission Operations Manages all activities associated with statewide Transmission and Balancing operations, including transmission switching and clearances, load/resource balancing, system operator training and compliance activities, in conformance with safety and reliability standards and regulations. Supervisor, Transmission Operations Supervises all real-time operations activities associated with bulk Transmission and Balancing Authority Area operations for both NPC and SPPC transmission grid areas in conformance with safety and reliability standards and regulations. Operator, Grid Reliability (Balancing) and Emergency Relief (Grid) Responsible for real-time load and resource balancing and reliability of system grid for either SPPC or NPC. Operator, Transmission System (all levels) Responsible for real-time monitoring, switching and operation of SPPC or NPC transmission or sub-transmission systems. Operator, Distribution System (all levels) Responsible for real-time monitoring, switching and operation of SPPC or NPC distribution systems. Transmission Coordinator Applies advanced administrative skills to accomplish major accountabilities and ensure the efficient and successful operation of the NPC Transmission Line of business. Ensures accurate and timely processing of documents, reports, records, and data. Seeks to improve administrative work processes for greater efficiency. Page 4 of 5 9/12/2013

5 Student Intern (all levels) Assist transmission business development, transmission policy and strategy, transmission services, transmission planning and Transmission/Distribution Operations employees, as needed, on specific projects. Administrator Staff, Transmission Operations Coordinates and schedules the electric system element outages and associated switching to facilitate the effective maintenance and construction activities being performed on the NPC and SPPC Transmission facilities. Team Leader, Engineering Network Operations and Applications Supervises the activities of day-ahead and seasonal transmission outage planning and system operating studies, including the determination of TTC for such time horizons. Engineer, Network (various levels) Conducts day-ahead and seasonal transmission outage planning and system operating studies, including the determination of TTC for such time horizons. Supervisor, Transmission Training and Compliance Supervises the activities associated with NERC-required Operator and support staff training and transmission operations compliance documentation.
