2 CONDITIONS CONSIDERED DURING ORGANIZATIONAL STRUCTURE DEVELOPMENT Conditions taken into account during the development of the organizational structure for operation management in the Belene NPP project : The organizational structure shall comply with the regulatory framework in the field of nuclear energy use and labor legislation in the Republic of Bulgaria. The operational management structure shall explicitly lay down the subordination order of managers and personnel and responsibility for their actions. The operational management structure shall envisage independence of the operating personnel ensuring safe control of the technological process, from the administrators, who are not directly responsible for the plant safe operation. 3 CONDITIONS CONSIDERED DURING ORGANIZATIONAL STRUCTURE DEVELOPMENT (2) The operational management activities shall be carried out directly by the plant management and the managing staff of the operation unit. The tasks execution requires interaction with the personnel from other Belene NPP units. The Belene NPP operation shall be performed by personnel of sufficient number and qualification, who knows and is aware of the design basis, the safety analyses, the design and operational documents of the power units under all operational states and emergency conditions.

4 OPERATIONAL STRUCTURE REQUIREMENTS Requirements set forth to the operational structure of Belene NPP: The safety provision during Belene NPP operation shall be a permanent and primary task posed to the operational structure. The operational structure shall ensure reliable and economical operation of the facilities in the plant under all modes of operation. During the entire operational lifetime of the plant, the required conditions for meeting the boundaries for safe operation of the system and facilities shall be provided.

6 Operation Unit Main Functions Providing, in compliance with the requirements of Technical Specification for Power Unit Safe Operation and the operating instructions, the safe control of the technological processes and equipment enlisted for electricity and heat generation, under normal operation modes (startup, operating modes, tripping); Providing, in compliance with the requirements of the Accident Remediation Instruction and Beyond Design Basis Accidents Manual, the operative control of the facilities and monitoring their conditions when managing accidents to decrease the consequences thereof; Ensuring the fulfillment of the rules established for nuclear fuel and radioactive wastes management; Ensuring nuclear, radiation, environmental, fire, technical and general industrial safety when fulfilling process operations and all types of activities with the facilities.

7 Maintenance and Repair Unit Main Functions Performing activities on eliminating defects on facilities, maintenance, repair, technical renewal, modernization, reconstruction of facilities and systems, replacement of facilities with expired design lifetime, ensuring implementation of technical control activities on repair quality; Monitoring and maintaining the systems and facilities in operable state under normal operation conditions; Conducting scheduled testing, inspections and test trials of systems and facilities; Receiving and in-service inspections of the condition of the base metal and the weld joints; Ensuring the management of repairs of the power unit and the common plant facilities; Development and implementation of time standards for facilities maintenance and repair.

8 Nuclear and Radiation Safety Unit Main Functions Organization of nuclear fuel management activities during its transport and storage in accordance with the regulatory requirements in this area; Ensuring the monitoring of risk-related nuclear fuel handling; Participation in drafting and managing emergency measures at Belene NPP site and beyond it in order to mitigate the consequences of the accidents; Ensuring radiation analysis and radiation situation parameters monitoring when controlling the technological process and facilities, at the working places and at the territory; Monitoring upon fulfillment by the NPP personnel of the requirements of the radiation safety rules.

9 Personnel Training and Qualification Refreshment Unit Main Functions Organizing and systematically implementing a complex of measures on providing the necessary qualification level of the NPP personnel in compliance with the requirements of the effective regulatory documents; Organizing and systematically implementing a complex of measures on psychophysiological testing of NPP personnel; Developing and reviewing the educational materials and teaching aids for ensuring the training process and personnel qualification refreshment; Systematic analysis of the efficiency and quality of the training process and personnel qualification refreshment; Ensuring Belene NPP personnel licensing process.

10 Engineering Support Unit Main Function (2) Calculation of economical and technological indicators of Belene NPP operation; Investigating the violations in NPP operation and failures in power unit and common plant facilities operation; Organizing the activities on control, evaluation, prognostication and control of NPP components resource characteristics; Ensuring NPP water chemistry condition and maintenance monitoring, providing recommendations for corrective measures in case of water chemistry violation.

11 Quality Assurance Unit Main Functions Maintain and improve the NPP operations Quality Assurance System, coordination, methodical support and control of the NPP units activities in this area; To organize NPP internal system for supervision for compliance with the major rules requirements to ensure NPP operation, regulatory documents for nuclear, radiation, fire and technical safety, occupational safety and health, with industrial and sanitary, construction and special codes in terms of Belene NPP industrial buildings and structures operation; To determine requirements to keeping operative personnel field documentation; to monitor the compliance with these requirements.

12 STAFF PARAMETERS DETERMINED IN THE BELENE NPP TECHNICAL DESIGN Total number of personnel, specialists: 682 Positions in the personnel structure : 270 Positions requiring higher engineering education: 200 Number of specialists with secondary technical education : 310 The operating personnel work is organized in six shifts. The process support staff work is organized in five shifts. A schedule of the shift personnel will be arranged on an annual basis so that one of the shifts could always be included in the refreshment training programs of the NPP Training Center.

14 INITIAL CONDITIONS TO START RECRUITMENT PROCESS Initial conditions to start Belene NPP personnel recruitment and training process: Approved Belene NPP Technical Design. Timely establishment of the Belene NPP organizational structure in accordance with the approved Technical Design. Establishment of a structure for personnel recruitment and training with the Belene NPP organizational structure in accordance with the approved Technical Design. Application of a system for Belene NPP personnel recruitment, training and qualification refreshment. Regulatory framework update covering personnel recruitment and training for a new NPP. Adjustment of the national higher education and secondary technical education systems to the requirements set forth to personnel ensuing from the Belene NPP Technical Design.

16 SOURCES OF STAFF RECRUITMENT FOR THE BELENE NPP Staff recruitment sources for the Belene NPP could be: Higher educational institutions in the R. of Bulgaria offering training of specialists with higher education in the area of nuclear technologies and nuclear sciences with such disciplines as physical sciences, electric power industry and chemical technologies, such as: Sofia Technical University specialities: Heat and Nuclear Engineering and Nuclear Engineering ; Sofia University St. Clement of Ochrid specialities: Nuclear Energy Technology and Electric Power Engineering, Nuclear Chemistry, Physics of Atomic Nucleus and Elementary Particles, Nuclear Engineering and Energy Technology, Nuclear Energy Technology and Nuclear Engineering; Plovdiv University of Paisius of Hilendar specialities: Nuclear Engineering and Applied Nuclear Physics; Sofia University of Chemical Technology and Metallurgy speciality: Chemical Technologies in Nuclear Engineering; The University of Ruse ; Technical University of Varna; Specialists from the Kozloduy NPP who wish to improve their professionalism if they are offered an opportunity to work with plant and equipment of new generation.

17 ACTIVITIES AS PER THE INTEGRATED OVERALL TIME- SCHEDULE to the 18 th month prepare document packages required to obtain a license for specialized training by NRA; to 24 th month accept for operation the plant Training Centre and obtain a license for specialized training by NRA; to the 24 th month start of the initial specialized training of the Belene NPP personnel The Time-Schedule is complied with the requirements of the NRA Regulation on the terms and procedure for obtaining vocational qualification and the procedure for issuing licenses for specialized training and individual licenses for the use of nuclear power. To provide for the stages of the Belene NPP commissioning it is necessary to start the recruitment and ensuring access to individual work of the required personnel at the stage of plant construction.

18 CONCLUSIONS The operating organization shall be able to effectively apply modern economic approaches when managing its staff, regardless of the political reality, which may exist during the 60 year design lifetime of Belene Nuclear Power Plant. Organizations interested in working with the operating organization on the recruitment and training of personnel for the Belene NPP shall be ready to quickly and efficiently resolve the problems encountered in the process of plant staffing.
