1 PURCHASING AND PROCUREMENT DIVISION City of Jacksonville Beach Purchasing and Procurement Division 1460A Shetter Avenue Jacksonville Beach FL Phone: Fax: The City of Jacksonville Beach is inviting bidders to furnish the following: Bid Invitation No Vacuum Switches and Capacitor Fuse Holders General: I. SCOPE It is the intent of this bid document to procure six (6), Joslyn High Voltage Vacuum Switches, Type JHV, Part # 3021C0549G62D, complete with cables and 100 Capacitor Fuse Holders G.E Part # 31F2808G1 for Beaches Energy Services. A. This Specification covers the purchase of replacement Joslyn Type ONLY JHV Part # 3021C0549G62D Vacuum Switches, complete with cables and Capacitor Fuse Holders Part # 31F2808G1. NO SUBSTITUTIONS ALLOWED for vacuum switches. See Attachment A showing existing vacuum switches, capacitors, controller, and rack. II. STANDARDS A. All outdoor vacuum switches shall ONLY be Joslyn Type JHV Part # 3021C0549G62D, complete with cables and Capacitor Fuse Holders Part# 31F2808G1 shall be designed, manufactured, assembled and tested in accordance with the latest applicable ANSI, NEMA, IEEE, and ASTM standards III. RATINGS A. The electrical ratings for these vacuum switches and fuse holders shall be adequate for normal operation on a grounded-wye connected, nominal 26.4kV system, that occasionally reaches an operating voltage of 27.2kV, phase-to-phase. B. Each three Joslyn Type JHV vacuum switches controls and wiring are to be such to ensure the switches operate together as a synchronized single, three-phase unit. IV. MATERIAL AND WORKMANSHIP A. The workmanship, design, and material shall be of the highest quality and most suitable for the application. The material shall be new, of recent manufacture, and free of defects. The equipment shall be manufactured to conform to the best engineering practices. B. All external hardware such as nuts, bolts, and washers, shall be type 304L stainless steel and shall be of U.S. manufacture.

2 C. All components internal and external shall be checked for security and tightness. D. The vacuum switches shall be of outdoor type construction. The footprint of the vacuum switches must be designed in such a manner to fit the existing structure bolts or be equipped with modified structures capable of fitting the structure. If modified structures are required, a detailed drawing must be submitted for approval. V. VACUUM SWITCH NAMEPLATE: A. The vacuum switch shall have nameplate located on the outside of the switch housing which contains the following information: 1. Manufacturer. 2. Manufacturer Type. 3. Date of Manufacture. 4. Serial Number (Shall be a dedicated number). 5. Rated Maximum operating voltage. VI. DELIVERY: A. The manufacturer shall ship the vacuum switches F.O.B. Jacksonville Beach, Florida. The delivery location(s) shall be furnished prior to shipment. (See Delivery Paragraph on Page before Technical Specifications. ) B. The manufacturer shall assume responsibility for safe arrival of the vacuum switches and handle all claims if damaged in shipment. C. All equipment furnished hereunder which requires packaging shall be clearly labeled with the following: 1. City of Jacksonville Beach Purchase Order Number. 2. Substation Name. 3. Item Number which corresponds to the suppliers "Bill of Material". 4. Description of the contents enclosed. D. Any package which contains more than one (1) item shall have a separate packing list attached for the specific contents of that package. E. All packages shall be either on pallets or bundled in an acceptable manner for off-loading. F. The method of packing shall be such as to adequately protect the contents from any damage that might reasonably be encountered in transportation and handling.

3 G. Packing crates shall be such that prolonged outdoor storage will not result in deterioration of crates or damage to the contents. H. Any equipment which requires protection from the weather shall utilize packing material such that it will provide weatherproof protection for a period of up to one (1) year in outdoor storage areas. I. Any packages that require indoor storage shall be clearly marked. J. Prior to shipment, the customer shall receive a complete packing list of all the items to be shipped in order for the customer to verify complete shipment. VII. SERVICES OF A FIELD ENGINEER: A. The customer will install vacuum switches and associated cables. B. The manufacturer may provide the services of a Field Engineer at the job site for one eight hour day. The Field Engineer shall inspect the equipment to verify that it has been installed properly and shall supervise and assist in the check out/repair and proper operation of the controls for the capacitor bank operation. C. The Field Engineer shall be thoroughly knowledgeable and experienced in the installation, operation and maintenance of the capacitor bank controls. See attachment C-1 for control model/type. D. The customer reserves the right to delete the services of the Field Engineer or any part thereof after purchase under the Purchase Order and deduct that amount from the payment schedule. VIII. TUTORIAL A. At such time as the owner may direct, the Field engineer shall be made available for a period of two (2) days for each type of vacuum switch and control to instruct the owner's personnel in the proper operation, adjustment, testing, and maintenance of the equipment. The customer will provide assistance in checkout and repair of the controls if required. IX. DRAWINGS, INSTRUCTION BOOKS, TESTS, AND DATA A. DRAWINGS All drawings, data sheets etc. will be returned to the manufacturer if the following requirements are not met. 1. The manufacturer shall submit to the owner, drawings (24" x 36"), including outline, wiring and schematic diagrams of the control equipment and interconnection diagrams.

4 NOTE: The manufacturer shall be responsible for the design of all the drawings. The Owner will provide some existing prints and drawings to help the manufacturer with his design, but the manufacturer is responsible for the design of all the drawings. 2. The drawings shall be submitted to the Relay Substation Supervisor for approval prior to manufacture of the equipment. Approval drawings shall be received within 60 days ARO. A preliminary outline drawing showing dimensions, weights, and center of gravity shall be submitted within 30 days ARO. 3. Each drawing shall include the City of Jacksonville Beach purchase order number and the name of the City of Jacksonville Beach substation. 4. All final drawings shall be submitted in both 24" x 36" hard copies and a formatted CD for use on the City of Jacksonville Beach Auto Cad System. A DWG type conversion file is acceptable. B. INSTRUCTIONS 1. The manufacturer shall supply six (6) instruction books, which shall contain information on receiving, storing, maintenance and assembly of the vacuum switch. 2. The manufacturer shall include a complete set of final drawings in a pocket-type page in the back of the instruction books. The OEM drawings shall be 8 1/2" x 11" drawings and included in the instruction books. 3. The manufacturer shall supply an instruction book for each Vacuum Switch shipped to the customer. 4. Instruction books shall include but not be limited to the following: a) Table of contents and index tabs. b) Specifications, Test Data, and Curves. c) Description of the Equipment. d) Operating Instructions. e) Instructions in the methods of receiving, inspection, storage, and handling. f) Complete installation and maintenance instructions. g) Assembly drawings. h) Parts lists. i) Schedule of required lubricants. j) Nameplate information and shop order numbers for each item of equipment and component part thereof.

5 k) List of recommended spare parts l) Separate sheet defining measurements to be performed by customer on installation of the vacuum switches. m) Separate sheet providing a summary of all vacuum switch and mechanism adjustment values with allowable limits. 5. The face sheet of each instruction book is to be identified with the serial number and City of Jacksonville Beach purchase order number. The job order number is not an acceptable substitute for the serial number. C. TESTS AND DATA 6. The manufacturer shall supply information on the power factor of the bushing, when applicable, as individual units and as installed in the vacuum switches. 7. The manufacturer shall supply the results of all production tests made on each individual vacuum switch before it is shipped from the factory. (Motion Analyzer; Contact Resistance; HiPot; Megger; etc.) Shipping: Quantities: All Vacuum Switches shall be delivered in open top trailers. This is a one-time purchase of these switches and fuse holders.
