Please provide the location of fiber optic converters for each garage and lot. This information is not available. 3. Are you requiring the use of Transcore readers for the existing Roadway AVI? Bidders can propose to reuse the existing Transcore readers or the installation of new readers of their choosing as long as they integrate with the proposed PARCS solution and comply with RFP requirements. 4. What is the model number of existing Roadway AVI? Please refer to photos of the existing AVI readers at the end of this document. 5. Please confirm whether LPR is optional. LPR is optional for the Airport to purchase, but all bids must include pricing for an optional in lane License Plate Recognition system. 6. Do you have a place where the PARCS vendor can temporary store old equipment (booth, gates, pay stations) before they are disposed? Yes, in a to be determined location. 7. Please provide a final location for the booth in the grass area. Location of booth installations will be determined days before installation. 8. How many booths have to be relocated? Two. One in Lot D and one in Lot E. 9. Please confirm whether existing booths can be reused. Yes, they can be reused. 10. Is power and communication available for the 4 new POF stations in the terminal? If not, will the airport provide it? Bidders must include the cost of any and all electrical and low voltage work for the installation of all equipment, including any required conduit installation and termination of cabling. Power will be available within close proximity. No cat 6 currently exists and will need to be installed. 11. Please provide locations for the 4 POF stations in the terminal? Location of the 4 paystations inside the terminal is yet to be precisely determined and will be selected with the selected bidder. The goal is to install two POF machines on each side of the arrivals terminal. 1

2 12. On the walk through, it was mentioned that the airport is looking to display parking occupancy on the Airport website. Is the PARCS vendor required to provide an API to support this request? Yes. 13. Some of the loops were in bad shape, especial for outside lots. Do you want them replaced? Are all loops in working condition? Yes and yes. 14. Please provide a description of the LAZ Business Intelligence System. LAZ BI system is made up of multiple database sources. The PARCS solution must provide a direct data feed or API to provide all transaction, occupancy or other information to the LAZ data warehouse. 15. Please provide a list of 3 rd party aggregators and reservation systems that will be implemented by the airport. We do not have a list to provide, however, it is expected that the selected system must be able to integrate with any 3 rd party aggregator, as well as LAZgo/Bouncer, within reason, if required. Proposers should provide a list of 3 rd party online aggregators that they currently integrate with. 16. Documents/drawings/layouts for fiber/electrical runs Crossover lot full signs (4) in Lot A Roadway signs connected to software? Which ones, some were not operational Roadway AVI for ground transportation (5 6) for billing vendors on usage? We do not have this information. 17. Lot E AVI for shuttle busses? Quantity? Yes. 2 AVI readers, one entry and one exit. 18. POF's in airport terminal(4) how is power and control(cat 6) being provided? Would it be possible to have a set of as builts plan for the entire project As Built plans are not available. The awarded bidder must submit as built plans for the system that they install at the completion of the project. 21. What type of media is in the existing conduits that supports the Amano System? Can this be re used This information is not available. 22. How does the airport plan to coordinate the work in the islands would they shut them down or run parallel systems Please provide your installation plan recommendations. 2

3 23. If fiber has been installed how old is the fiber While not precisely known, the current systems and cabling were installed roughly 10 years ago. 24. What type of fiber single mode or multi mode Please refer to the *Information related to the existing fiber connections section at the end of this document. 25. Type of terminations LC/ SC/ ST Unknown 26. Are there Civil Work Drawings indicating the locations of the existing power and data communication wiring available? If so, please provide those documents for each area. 27. In regard to the required attendant booth removal, is it acceptable to cut and cap the exposed power and data wires or do the wires have to be completely removed back to their origination points and the island conduit holes filled and top coated with concrete? Either option is acceptable, as long as they follow all applicable building codes and pass inspection by the airport and any/all state and local inspectors. 28. What is the contact information for the sub contracting companies who performed the original site work related to power and data infrastructure installation at the airport? Even recommendations for other sub contractors in RI would be helpful too. Some of the subcontractors involved in the original installation include Gaston Electric, DiPrete Engineering, and Cardi Corporation. Sanibel Electric is a preferred LAZ Parking electrical contractor for PARCS installations (Steve Mirabela, ). 29. Will there be liquidated damages for this project? If so, what is the criteria? Please refer to the information in the RFP document. 30. Is the airport acceptable due to the limited timeframe for installation to have lanes closed during Thanksgiving and Christmas Holidays? We expect all lanes to remain open during installation whenever possible. Bidder s installation plans should provide detail on lane closures. 31. As noted in the RFP Some work may entail off hours or weekends Are there any times, days or weeks we are restricted from work? If yes, what are those periods of restriction? 32. Is Certified Payroll Reporting, Prevailing Wage and or Union install required? Prevailing wage is required. There is no Union requirement. We do not understand your question regarding certified payroll reporting. 33. Please clarify Bluetooth i.e. integration / no 3 rd party? We are requesting both your Bluetooth integrations currently and successfully in use at an existing location. Bluetooth solutions must be embedded into your solution, not a 3 rd party Bluetooth bolt on layered into your solution. 3

4 34. Are EMV Terminals required? 35. Can we have a 4 week extension to the bid due date? 36. Will drawings be made available for data, electrical and lane layout? 37. Can you indicate locations of all of the Fiber connections? Please refer to the *Information related to the existing fiber connections section at the end of this document. 38. Can we have photos of the condition of the fiber connection points? Photos are not available. 39. Where will the 4 new POF units be located in the arrivals terminal? Location of the 4 paystations inside the terminal is yet to be precisely determined and will be selected with the selected bidder. 40. Where is the nearest electrical/data closet to the new POF locations? While not exactly determined, please assume runs will be in excess of 300 feet in length. 41. Can you indicate the installation locations of the two booths to be relocated? Location of booth installations will be determined days before installation. Please assume both booths will require a concrete pad installed as well as power and data connectivity. Can you 42. Related to item 7: the process for a customer to utilize the central cashier in the booth? There will be no central cashiers in booths or otherwise at any parking area with the installation of the new system. 43. Related to 7 and 8: Can you identify on a drawing any specific concrete civil work requested with approximate dimensions for pathway etc. and where the closest demarcation points for new conduit and electrical will be. Our expectation is for Bidders to provide us with their recommendations based on current site layouts. 44. What does the testing process consist of that LAZ parking will be undertaking for the Project as far as LAT SAT and operational testing? A pre install verification of all equipment will be completed. Quality Assurance testing will be completed post installation. 45. Can we get an electronic copy of the cost breakdown document? Yes, the file is included in this addendum. 4

Since the Project is being deployed at the Airport are there specific prevailing wage requirements for work as it relates to electrical, communication, civil, trenching, concrete and maintenance that we have to adhere to? Yes, prevailing wage is required for this project. 47. Access Via Bluetooth; (must be integrated into your solution not from a third party provider) a. What is meant by third party provider? All Bluetooth hardware is third party for all vendors We are requesting both your Bluetooth integrations currently and successfully in use at an existing location. Bluetooth solutions must be embedded into your solution, not a 3 rd party Bluetooth bolt on layered into your solution. 48. Page 5: Web Based Validation; a. How many merchants will be utilizing the mobile Web Val? Unknown. 49. Page 5: Revenue via Bluetooth, Smart Device Mobile Wallet (when available) a. Mobile wallet is this referring to Apple ipay, Google Pay and or Samsung wallet or something else? Yes, this applied to these sources and others. 50. Page 5: Bluetooth Ticket Integration (when available) a. Can you provide additional clarification? b. What is a Bluetooth ticket? c. Can you provide a use case scenario? A Bluetooth Ticket is a Transient transaction via Bluetooth. 51. Page 5: Integrated License Plate recognition system covering all entrance and exit lanes with further integration to existing LPR Inventory system a. Can you provide details on your current LPI system? The LPI will be a Genetec System. b. Is there an API available for integration? Bidders should confirm with Genetec if integrations are available with their PARC system 52. Page 6 System: The section calls out for batch processing a. This does not meet PCI PA DSS compliance guidelines. On page 12 /D/Credit Card: it indicates that Batch Credit Card will not be accepted. Can you confirm that batch processing is not required? This method can and does meet PCI Compliance standards. Please provide your solution to prevent any loss of transactions due to system outages (i.e., store and forward ) or network redundancy as to not lose connectivity. 53. Page 11 Software: This section indicates in some garages hotel valet and event software a. Can you provide additional clarification? All systems must include the capability to capture, store, invoice, and otherwise process transactions from potential hotel valet and event parking programs. b. Can you identify valet locations if any? There are no current valet locations. 54. The roadway AVI system per the walkthrough is to identify how many times assigned vehicles i.e. Hotel Bus shuttles enter the airport facility. 5

6 a. Can the AVI readers be on one side only (entry or exit) as long as it quantifies how many vehicles came onto the site for billing purposes? Yes. The Equipment Summary lists 5 total AVI readers. This number can be adjusted up or down per your recommendation on how to setup and capture these transactions. b. Does the Roadway AVI reader system have to debit off an account? The system should be able to debit off a prefunded account or be able to generate transaction history and invoices. c. Does the Ground transportation deliverable need to integrate with an accounts receivable package? Yes, however you may propose an alternative solution. d. Will fees be collected via credit card on file? Yes, but must be PCI Compliant. 55. Please confirm that a fully hosted cloud based solution is not required. Specific reference to Cloud service layer for API integration, management, and administration of the system. A Hybrid solution with local and hosted servers and components is acceptable. The system is not required to be a fully Cloud based system. A Hybrid solution is acceptable. 56. Initial coordination for permits has identified that the permit process can take upwards of 4 to 6 weeks which means the current timeline as described in the RFP will be directly affected in addition to weather considerations and airport holiday schedules. a. Can the vendors propose a phased install with certain items delivered after the January 15 th completion date? We require the system to be installed and fully operational by January 15 th. 57. What is the driving factor for the January completion date for all installations? It is the timeline required for this project. 58. Are there blackout dates due to holidays, Airport events, etc. that we ll be required to stop work in the lanes? a. If so can you provide this schedule? N/A 59. What are the criteria for the dynamic rate requirement? By Occupancy, Day of week, Time of Day or all? All. 60. What is the existing LPR inventory system we are required to integrate with? I believe Genetec was mentioned, but wanted to confirm. Yes, Genetec is the LPI system in use. 6

7 61. What is the current make/model of the remote signage we are required to integrate with? Existing signage is not in service, integrating a new roadway signage system is a future project in development. Your proposed system needs to have the ability to integrate with a new, to be determined, roadway signage system in the future. 62. Is including a buy back number for the current equipment mandatory? Yes. 63. Due to the size and scope of the project, is there a possibility to get an extension on the due date as we will require another walk thru with our electrician after receiving answers to the following questions? 64. Are there labor requirements for the physical installation (ie. Prevailing wage, union, etc.)? Yes, prevailing wage is required for this project. 65. Are there hour regulations for the installation (off peak, normal, etc.) 66. Proposers shall include all necessary civil, electrical, mechanical and administrative services: Are there as built drawings showing the current design/configuration and would they be made available? 67. As there are some locations where new infra structure is required (Roadway Automated System, Parking Booth Installations, etc.) would LAZ consider removing the scope of infra structure from the base bid and consider negotiating with the successful bidder on that scope of work. This question is asked as the methodology to handle infra structure could impact a proposal (lane closures, blocking roadways, trenching, opening existing raceways to ensure reliability and finding new pathways. 68. Will the airport shutdown the entrance roads for conduit to be installed for the entrance and exit lane AVI readers for the Roadway Automated System? The Airport will provide these services and resources if required and approved. 69. Is there an exact location for the new parking booths in Lot D and Lot E? In addition are there existing pathways for electrical and data that can be shown on as builts? To be determined. The Airport reserves the right to change the location of this booth before installation at its discretion within reason. 70. Is the airport exempt from city permit fees? 71. Is the January 15, 2019 completion date set in stone? Are there concerns with weather and frozen conduits impacting the timeline and would LAZ consider postponing installation until the Spring? Weather and other conditions that may impede installation will be managed with the awarded bidder. No postponements will be applied at this time. 72. Dynamic Rate Capabilities Can you explain operational requirements for this? The system must have Dynamic Rate capabilities that allow for variable rate structures based on 7

8 occupancy, demand, another data with real time rate change abilities. 73. VoIP Intercoms Does LAZ have a preferred vendor? Intercoms must be SIP compliant. 74. Does the airport have a redundant network (ISP) as a means to prevent system going off line (specifically for credit card processing) Yes. 75. Cost Breakdown Sheet can we receive this document in Excel Format? Quantities are listed on this form differ from actuals (can you verify) The updated electronic file is attached to this addendum. 76. Entrance Lane (Garage A) Level 1, can you confirm how many entry lanes are here? Equipment sheet shows 2 entries and 1 nested entry lane. There are 5 entry lanes, one of which is to the nested area on level 1 and another is a gate arm at the bottom of the ramp leading to level 3. Refer to the attached Equipment Summary file. 77. Access Only Lanes Calls out barcode specifically, but do you want prox as well in all lanes? Yes, Prox card access is also required. Refer to the attached Equipment Summary file. 78. Access Control Does LAZ and RIAC have current access control credentials? If so, what are they (bit count, frequency, etc.) and are you wishing to re use or replace them? We would like to re use existing credentials, if possible. Yes. Current system is Amano McGann, bidders should research file format requirements and availability. 80. Loyalty Program There is a current loyalty program; what is the plan for existing points/benefits? Will you be looking to transfer this information or will you be closing out those parkers accounts and having them start fresh? Existing Loyalty Points must be transferred to their new accounts in the new system. 81. Lot D Can you confirm you want to turn the right entry lane into a fully utilized solution (transient and access). Currently it is access only. This lane will remain as contract access only. Refer to the attached Equipment Summary file. 82. Current fiber did not seem to be identified, does RIAC/LAZ have details on existing fiber? Please refer to the *Information related to the existing fiber connections section at the end of this document. 8

9 83. Do the cash/credit paystations (Pay on Foot) need to accept coins? Any cash accepting POF machine should NOT accept coins. 84. VoIP Intercoms Is a master station on site required or do all intercoms go to a centralized monitoring (remote) center? Intercoms should have to ability to call any domestic phone number we choose. 85. Spare Parts Are you wanting a list of spare parts in the RFP Response or to include pricing for recommended spare parts in the base bid? Does LAZ want any spare full lane equipment (entry device/exit device) to be included? Please refer to the Cost Breakdown spreadsheet. 86. With a completely new parking system, doesn t it make good sense to purchase two new booths for weather shelters? The existing booths have significant rust on them. Bidders have the option to quote the booth installation work by reusing existing booths or by supplying new booths, or both. 87. Can you confirm the airport will be providing traffic control and lane closures as required. The Airport will provide these services and resources if required and approved. 88. Can you clarify how you would expect Bluetooth to work? Does LAZ/RIAC have an existing mobile app for users that would talk to the entry device via Bluetooth? No, there isn t a current mobile app but we expect your system to provide a white labeled mobile app or an SDK that can enable us to embed the communication functionality into an airport or other mobile app. 89. Can you confirm your current credit card processor? IMS/First Data *Information related to the existing fiber connections The current servers are in the Airport s data center (DC). They use a pair of fiber from the DC to TR 115. From there it goes to the parking garage office to a back room over fiber; there should be a fiber patch panel on the side wall in TR 115 that goes to the parking office. There are most likely a few copper to fiber or single mode to multimode media converters in use as well. We verified that the servers in the DC connect via fiber from the DC to TR 115. From there it goes from TR 115 to room 310 in the parking office in the garage. Once it enters room 310 the fiber is converted to copper with a media converter. The copper line runs into the ceiling so we couldn t trace it from there. Beyond that we don t know where all the gates and booths come back to the garage. 9
