1 APPLICATION OF TRANSPORTATION PROJECT PRIORITIZATION TOOL DRAFT RESULTS Andy Pickard PE, AICP Principal Transportation Engineer Hampton Roads Transportation Planning Organization Transportation Technical Advisory Committee September 1,

2 Background At its meeting on July 21,, the TPO Board approved the transportation project prioritization report and associated methodology. The Board also requested that the prioritization i i i of projects be placed on their September 15 meeting agenda in preparation for the 11 General Assembly. HRTPO staff have been working with VDOT and local staff to prepare for this meeting. 2

3 Prioritization framework reminders Outcome from prioritization tool is an estimate of how well projects perform from a Regional perspective Regional is defined as of or pertaining to a region of considerable extent; not merely local (source: dictionary.com) Pi Prioritization ii i tool was designed d with ih three components: Project Utility, Economic Vitality, and Project Viability. A single score is produced for each component; scores are not added together. 3

Projects are not compared across categories (e.g., g, transit is not compared to highways) Highway and Bridge / Tunnel projects are further grouped according to like systems (e.g., Interstates are not mixed with secondary roads) Transit, Intermodal, Highway, and Bridge/Tunnel modules of prioritization tool were used. Prioritization of some projects for the SYIP/TIP which are not capacityexpanding projects is being conducted in the current UPWP under Task , Prioritizing Conformity-Exempt Candidate Projects for SYIP/TIP. 4

5 Review: Component Definitions Project Prioritization Components Project Utility Considers the project s ability to solve an existing transportation issue, which could be correlated to congestion, safety, infrastructure condition, or ridership. Project Viability Indicates the readiness of the project to be constructed based on available funding and completion of required documentation. Economic Vitality Considers a project s ability to support regional plans for future development and economic growth of the region. 5

9 Issue: New facilities Issue: Model does not provide opportunity to reward congestion points related to a change in volume to capacity (v/c) ratio resulting from new facilities. Solution: HRTPO staff is currently incorporating impact of new facilities on existing network v/c ratio. Results on following slides are a work-in-progress. 9

10 Prioritization: Rail D R A F T HRTPO Board and public have shown tremendous support of High Speed and Intercity Passenger Rail (HSIPR) for the region. HSIPR not evaluated through prioritization tool as there are not multiple competing options under consideration. Include High Speed and Intercity Passenger Rail as a priority to reflect Board support of HSIPR efforts.

33 LRTP Subcommittee The LRTP Subcommittee met on Friday, August 27 to discuss the prioritization tool. Review of Project Viability component revealed that it is not reflective of the progress of projects. This component will need further review and modification. 33

34 Recommended actions for TTAC Recommendation from LRTP Subcommittee: If the HRTPO Board states that the prioritization tool/results need more work, refer the matter back to the TTAC, with subsequent referral to the LRTP subcommittee for tool adjustments. TTAC provide comments to HRTPO staff by Thursday, September 2. 34
