Introduction MCCS commenced business in 1993 as a small UK based Mechanical Completion and Commissioning company working mainly in the North Sea and Southern Europe on various projects from FPSO s / process platforms / upgrades to the hook up and commissioning of new builds. MCCS has since developed internationally, and in 2001 moved its head office to Kuala Lumpur Malaysia while still retaining branch offices in both the UK and Spain. Over the last 17 years in Asia the company has established itself as a specialist contractor providing expertise in mechanical completion, commissioning, process system testing and maintenance with involvement in major projects throughout the Asia/Pacific region and the Middle East. Our ability to advise and assist the client in the most varied projects has cemented our reputation as a professional provider of cost effective and innovative solutions to the industry.

Mission Statement MCCS aims to be the best specialist contractor providing Mechanical Completion and Commissioning services to the petro-chemical and associated industries worldwide. Thisisdoneby: Employing the most dedicated and professional team specialising in the work. Utilising the latest software based control systems which are subject to continuous review and updates. The ability to advise and assist clients in achieving the best solutions, in a spirit of co-operation and with common purpose of completion and budget.

Commissioning Commissioning is considered to be the energisation of mechanically completed equipment and systems including dynamic trials of systems and sub-systems and providing handover of respective data giving proof of mechanical completion and commissioning whether it be onshore oroffshore. Some examples include the running and entire testing of the power generation systems, testing of emergency shutdown and control systems and dynamic trials on oil and gas export systems prior to load out to minimize the offshore or site scope.

Mechanical Completion Mechanical Completion Is considered by MCCS to be the interface between construction and commissioning and includes all interfaces to the systems whether the systems are module or plant wide. Terminology differs from Client to Client and Project to Project. The MCCS understanding of Mechanical Completion may also include pre-commissioning depending on the Clients contract terminology. The MCCS goal is to reduce costs in advising and assisting the Client in how to achieve successful Mechanical Completion by using techniques which have a proven track record in delivering effective and efficient results.

Project Management Complete overseeing of major construction and equipment installation from the early planning and design phase, including the sometimes troublesome Mechanical Completion period, to the commissioning and systems readiness to receive first Oil or Gas which can involve the added pressure of production shutdowns. The MCCS team has the record of achieving these tasks within schedule and under budget with planning founded on proven experience followed by day to day control of its business aimed at commitment to service, the client and to quality.

Pipeline & VesselServices Nitrogen and Helium Leak Testing Complete service for leak testing of pipe work and related equipment on process systems during the construction or post shutdown phase for onshore & offshore projects Services include : Preparation of Leak Test packages and test procedures - N2/He Gas and testing equipment supply Safe and efficient Pressurisation and leak testing of the system Complete reinstatement of systems - Data compilation and handover to the Client. Nitrogen Purging Pumping high volumes of nitrogen for removal of oxygen from the system to prevent possible explosive combination when performing shutdown work or prior to introducing hydrocarbons into the system. Purging and flushing can be provided to remove hydrocarbon liquids trapped in the process piping system prior to any shutdown.

Pipeline & VesselServices Strength-testing / Hydrotesting High pressure testing of process piping systems using water or other safe mediums to prove integrity of the piping construction work. The work includes the flushing, pressure testing and reinstatement including processing of the required documentation with the Client QA/QC group. Flange Management Services MCCS trained and qualified teams Engineering Construction Industry Training Board (ECITB) certified providing a flange management system in a controlled manner that helps to minimise downtime cost, eliminate issues such as leakage, maintain accident free records as well as increase Clients production and profitability. MCCS also offer tailored service packages to customers and end users.

Pipeline & VesselServices Bolting Services Torquing and Tensioning of flanges during the construction period to a high standard using our own equipment. We will provide verification and reinstatement of all flanges and valves incorporated in system prior to hydro testing and nitrogen/ helium leak testing. All flange data is monitored through an MCCS software package and documented to provide Joint Completion Certification at the point the joint has been perfectly assembled. Our Flange Management Software is used for the planning, management and implementation to ensure the correct tightening methods, tools selection, torque and tension values are applied correctly to Flanges and joints. Flange and joint tags provide up to date information on all flanged joints that have been completed under the flange management program in order to provide quick verification and traceability.

Pipeline & VesselServices Drying Removing all moisture from the piping system after hydro testing or flushing and cleaning. This precedes the Nitrogen/Helium leak testing prior to the introduction of hydrocarbons. Drying is achieved by using a vacuum drying pump or by pumping dry air though the system. High pressure jetting High pressure internal jetting of process piping, tanks and vessel systems to remove all debris that may have accumulated during the construction or shut down phase. Chemical Cleaning and Oil Flushing Chemical removal of internal scale using biodegradable chemicals and our own circulating and storage equipment. Hot or cold flushing of Lube oil systems especially on Turbo Compression and Turbo Generation units and wellhead and ballast hydraulic control systems. This includes the separation of waste for treatment and safe disposal within the strict guidelines of environmental legislation. Camera Inspection Internal Optical inspection of process piping using a Fiberoptic camera system to inspect piping, valves and process equipment.

PUMA 3 Database A mechanical completion and commissioning database which can self generate all required checklists and punch lists records. The system can import data from multiple external sources and can be easily shared to avoid multiple input of information. The system has a proven track record of over 20 successful projects Worldwide. At completion of the project, all records can be handed over to the client in electronic documentary form.

Offshore Hook-up MCCS will provide all the necessary personnel, planning, engineering, equipment and marine spreads to perform this service whether it be pre assembled units (PAU s) for onshore remote plants or offshore production, wellhead or accommodation platforms. The service includes, butisnotlimitedto, thefollowing : Provision of complete MarineSpread Provision of tools andequipment Provision of management and work force Onshore preparationofsafetyand Quality Manuals Pre mobilisation training of Personnel Preparation of planning, Job Cards, Work Packs etc. Preparation of all necessaryprocedures All Risk assessmentstudies Liaison with the onshore fabricator prior to load out to maximize on information

Safety Records Safety as First Priority As a service providingcompany in the Oil and Gas industry, MCCS Safety Objective is commitment to Safety as First Priority approach, by using P-E-A-R (People, Environment, Asset & Reputation) Incident Prevention as guidelines including compliance to the Client s Golden Rules of Safety. In the challenging and adverse environment encountered in all phases of our business, it is MCCS Safety Target to eliminate accidents and work related injuries by implementing the Risk Control s measures as identified in the project Risk Assessment.
