Progressive Filing Model FOR AIR

Paper manifest filing today - overview Preliminary Note: Explanation of bills house vs. master vs. simple (simplified) Shipper 1 HAWB 1 HAWB 2 Shipper 1 Shipper 3 HAWB 3 House AWB = contract between a forwarder and a shipper. A single MAWB may have multiple HAWBs underneath it. Forwarder MASTER AWB = contract between an aircraft operator and an indirect air carrier (forwarder) Aircraft Operator Shipper Simple AWB = Direct contract between an aircraft operator and a shipper Aircraft Operator 14

Paper manifest filing today - overview Preliminary Note: Explanation of bills house vs. master vs. simple (simplified) Shipper 1 HAWB 1 HAWB 2 Shipper 1 House AWB Forwarder Master AWB Aircraft Operator Shipper 3 HAWB 3 Shipper Data required for targeting shipments is found at the House Bill or Simple Bill level i.e., at the SHIPPER LEVEL Simple MAWB Aircraft Operator 15

Paper manifest filing today - overview The single manifest delivered to CBP today is actually a combination of many independent documents: CBP Office at Port of Departure Flight Manifest AES Citation Information MASTER AWBS House AWBs Simple AWBs AES Citation Information 16

How does Progressive Filing work? 1. Progressive Filing breaks the paper manifest package into its individual components i.e., its individual electronic data subsets and allows each component to be transmitted individually. ACE Automated Export Manifest House AWB data Simple AWB data AES Citation Information MASTER AWB data Manifest Info Part 1 Carrier identityand warehouse location Manifest Info Part 2 Flight and split information 17

How does Progressive Filing work? 2. The subsets are usually available in the order depicted below from house air waybill data at the earliest point, to flight manifest data at the very latest. EARLY in the supply chain Shipment Creation Shipment Consolidation Shipment Tender to Carrier LATE in the supply chain House AWB data Simple AWB data MASTER AWB data Manifest (Part 1) Carrier & Location Manifest (Part 2) Flight and Split Information 18

How does Progressive Filing work? Note 1: The orange dotted line indicates the point at which the costs to intercept a shipment increase significantly (i.e., any time after a carrierhas initiated the build-up / ramp transport / staging / loading process) EARLY in the supply chain Shipment Creation Shipment Consolidation Shipment Tender to Carrier LATE in the supply chain House AWB data Simple AWB data MASTER AWB data Manifest (Part 1) Carrier & Location Manifest (Part 2) Flight and Split Information 19

How does Progressive Filing work? Note 2: Each of these data subsets matches an existing industry standard message, making adoption of Progressive Filing and implementation of electronic export manifesting easier and less burdensome for air carriers and freight forwarders. EARLY in the supply chain Shipment Creation Shipment Consolidation Shipment Tender to Carrier LATE in the supply chain House AWB data FHL/FZB messages Simple AWB data FWB message MASTER AWB data Manifest (Part 1) Carrier & Location FSU (GAC) message Manifest (Part 2) Flight and Split Information FFM message 20

How does Progressive Filing work? Note 3: The Progressive Filing model is in full accordance with the Trade Act of 2002 mandate to place electronic data requirements on the party in the best position to provide the data EARLY in the supply chain Shipment Creation Shipment Consolidation Shipment Tender to Carrier LATE in the supply chain House AWB data Forwarder owned data transmitted by forwarder Simple AWB data MASTER AWB data Manifest (Part 1) Carrier & Location Carrier-owned data provided by the carrier Manifest (Part 2) Flight and Split Information 21

How does Progressive Filing work? Note 4: A party who prefers single filing instead of progressive filing would be able to consolidate all data and submit it at one time, either via a CBP-proprietary message or by submitting all industry messages simultaneously. EARLY in the supply chain Shipment Creation Shipment Consolidation Shipment Tender to Carrier LATE in the supply chain House AWB data MASTER AWB data Manifest (Part 1) Carrier & Location Simple AWB data Manifest (Part 2) Flight and Split Information 22

How does Progressive Filing work? 3. By allowing independent transmissions of each data subset, Progressive Filing allows substantive shipment data to be delivered for targeting very early in the process. This is identical to the decoupling concept found in the very successful ACAS program. ACE Automated Export Manifest House AWB data Simple AWB data AES Citation Information MASTER AWB data Manifest (Part 1) Carrier & Location Manifest (Part 2) Flight and Split Information 23

How does Progressive Filing work? Note 4: The PURPOSE of each Progressive Filing data transmission is notated below ACE Automated Export Manifest House AWB data Simple AWB data AES Citation Information Purpose: 1. Substantive Targeting - shipper / consignee info - origin / destination info 2. Link to upstream AES info 3. Link to downstream MAWB # MASTER AWB data Purpose: Additional info on MAWB-level agents and routing Manifest (Part 1) Carrier & Location Purpose: Indication of which carrier has possession of the shipment and the location for inspection Manifest (Part 2) Flight and Split Information Purpose: 1. Provision of flight-level data elements (to manifest system AND to AES) 2. Confirmation of export 24

The progressive filing model put forth by carriers would provide for real-time electronic targeting for all shipments 4. Should CBP targeting detect a high risk shipment, a hold message can be issued at any point in the chain. ACE Automated Export Manifest House AWB data AES Citation Information Simple AWB data MASTER AWB data Manifest (Part 1) Carrier & Location Manifest (Part 2) Flight and Split Information The orange dotted line indicates the point in the chain where shipment interception becomes much more expensive and disruptive. 25

What is AWB & e-awb? The Air Waybill (AWB) is a critical air cargo document that constitutes the contract of carriage between the shipper (forwarder) and the carrier (airline) e-awb consignment moving with an electronically concluded contract of carriage with no accompanying paper air waybill as proof of the contract No paper AWB transported in the aircraft to destination. It is acceptable in an eawb environment to print out by exception the AWB data contained in the electronic record.

Six steps to implement e-awb 01 Join the multilateral e-awb Agreement 02 Ensure your technology supports e-awb 03 Ensure high-quality electronic messages 04 Ensure business processes are in place 05 Rolling out e-awb 06 Report e-awb shipments?

The major benefits of the e-awb? There are many benefits to utilizing the e-awb. A few of the benefits are: Reduced costs: such as no printing costs, no archiving, less paper usage Better reliability: no lost documents, minimized waiting time Green alternative to reducing paper

HELP US, HELP YOU e-awb s help reduce the risk of incorrect data capture, by us the GHA, since the information you provide is fed into the carriers system through FWB messages. (providing the data input is accurate) Ever had a lost document pouch? By going e-awb you can now scan and upload all needed documentation and never worry about the document pouch not being available.

It seems like the common issues are caused by discrepancies between the EDI messages from the Freight Forwarder to the Carrier, making the acceptance process cumbersome for the GHA as due to the lack of paper documentation to check against. Thus, our agents don t really have the means to validate the electronic information contained on the AWB.

Some ground handlers have reported experiencing some discrepancies between the FWB and the carrier s booking (wrong destination, routing, etc.) which resulted in incorrect routing or other shipping errors, which resulted in the GHA being recharged for routing errors.

It all begins with the first step 1. Sign the IATA Multilateral Agreement

Request activation from your airline partners 1. An Activation Notice should be completed for each airline. 2. Activation locations should be supplied to complete the form as each location needs to be activated 3. The airline will supply a finalized activation form

The IATA Matchmaker website can be used to manage activations 1. Can be reached at 2. Helpful in managing and organizing activations

Conduct an EDI message testing period to validate transmission and format Freight Forwarder EDI System Airline FWB Once test period is over, start e-awb

enabling eawb for all

Background Electronic Air Waybill (eawb) is an IATA Board monitored activity, with target of 62% by end of 2017 There is significant increase in e-awb adoption by large global freight forwarders To accelerate wider e-awb adoption, the next step is to engage small and medium forwarders, who generate appx. 25% of the total AWBs issued There is reluctance from small and medium sized forwarders to adopt e-awb mainly due to technology investment required for electronic messaging So IATA decided to make available an industry tool, called eawblink, to help small and medium sized forwarders to become e-awb capable.

eawb Portal for SME eawblink is a desktop solution to enable small and medium sized freight forwarders to send and receive e-awb data Administered by IATA, this tool will enable freight forwarders to: capture/import e-awb data and to transmit this data to their Airline partners by using IATA standard electronic messages. receive and process electronic status update messages for their shipments. The goal of eawblink is to enable small and medium forwarders to switch to e-awb and help the industry achieve 100%
