1 GEN-17 Interpretation of the assessment of fees and charges Category: General Issue date: Effective date: Revision number: 6 Supersedes: CEG-92-08, CEG-93-03, GEN-17 (rev. 5) 1.0 Purpose This bulletin provides an interpretation of the assessment of fees and charges for services set out in section 47 of the Electricity and Gas Inspection Regulations. These fees and charges are outlined in Schedule 1 of the Regulations. 2.0 References Electricity and Gas Inspection Regulations G-16 Recognition of Test Data From Gas Meter Test Facilities 3.0 Definitions Automatic meter reader (lecteur automatique de compteur) A device that collects, stores and/or transmits usage information from one or more meters. It is not a remote register. Auxiliary timing device (dispositif auxiliaire de synchronisation) A mechanical, electromechanical or electronic device that provides an input to a recording system at predetermined time intervals in order to determine demand billing. An auxiliary device is always located external to the source meter and forms part of a telemetering system. Data recorder (enregistreur de données) An auxiliary device or source meter component (e.g. pulse recorder) that receives and stores energy legal unit of measure (LUM) values or legally relevant (LR) energy data from one or more data initiators (e.g. pulse generators). The data recorder may process LR data or LUM values, provide a means of indication, and provide one or more interpretable outputs that can be converted into a processed LUM value.

2 Electronic volume conversion device (appareil électronique de conversion du volume) Element (élément) An electronic device designed for the primary purpose of converting a volume of gas measured at one set of conditions to a volume of gas expressed at another set of conditions. The device incorporates integral (internal or external) temperature and/or pressure measurement transducers. It may be directly mounted onto a single meter (with mechanical drive or magnetic drive coupling) or connected to a remotely located meter from which it is fed volumetric pulses. The device may perform additional functions such as supercompressibility correction, meter accuracy curve correction (linearization) and energy calculations. The combination of a voltage sensing unit (i.e. sensor or coil) with an associated current sensing unit (i.e. sensor or coil). Energy calculating meter (compteur calculateur d'énergie) A device that automatically converts a gas volume at base conditions into an energy value based on one of the following input methods: Input method 1 An input into an energy-calculating meter that represents the energy density value of the gas measured by associated instruments. Input method 2 Flow computer (débitmètre-ordinateur) Function (fonction) Mode A user-programmable input that is stored in an energy-calculating meter s memory. An electronic multi-channel device that calculates, totalizes, memorizes and displays timestamped data representing the following quantities of gas flowing through one or more pipe runs, expressed at line conditions and/or base conditions: gas volume (converted and nonconverted), flow rate, energy consumption, energy flow rate, etc. Calculations are performed using a combination of parameters that have a fixed value or are based on live inputs. The flow computer can also perform flow calculations using approved standard algorithms. Flow measurement input signals are obtained from one or more types of connected gas meters, and non-volumetric input signals are obtained from connected devices that measure differential and/or static pressure, line temperature, gas composition, relative density, etc. An operation within a device that provides the operational parameters that a specific meter has been designed for. These operations could include measurement and/or calculation functions or operational functions (e.g. time clock or calendar). Operating modes included in a multi-function device (e.g. normal, alternate and test). 2 of 26

3 Multiple-customer measuring system (système de mesure pour clients multiples) Metering system that fulfils one or both of the following criteria: a. A system that requires on-site central processing of metrological information for more than one metering point. b. A system that employs external sensors that are integral to the meter and that is generally used in multi-customer applications, but can operate as a stand-alone, singlepoint meter. Multi-rate register (enregistreur à tarifs multiples) Register A device including more than one register where, depending on a fixed set of conditions (e.g. time of day, calendar season, etc.), the metered quantity is stored in a specific register. Each register is associated with billing rates for the quantities stored under the specified rate conditions. (enregistreur) Electronic register A memory location internal or external to the meter where the value of a measured quantity is electronically recorded. Mechanical register A mechanical device internal or external to the meter where the value of a measured quantity is recorded and visually presented. Remote register (téléenregistreur) A remote slave display that contains only the information that is resident in the register of the primary measuring device to which it is connected. This remote register is typically hard-wired to the primary measuring device, but it can also obtain the information via other communications media such as fibre optics or radio signals. Request inspection (inspection sur demande) An inspection, other than verification, reverification, measuring apparatus certification, measurement dispute investigation or voltage inspection required under the Electricity and Gas Inspection Act and Regulations that is performed at the request of a contractor, purchaser, meter manufacturer or service organization. Rotary meter volume simulator (simulateur de volume pour compteurs à pistons rotatifs) A measuring apparatus used for the verification testing of mechanical and/or electronic rotary meter modules with any of the following capabilities: standard counter, temperature converting, pressure converting, and supercompressibility correcting. The apparatus simulates the rotating magnetic cup of the pressurized body of a rotary meter to provide a known volumetric input to the module under test. 3 of 26

4 Supercompressibility (surcompressibilité) Input method 1 An input into a supercompressibility correcting meter that utilizes a complete compositional analysis of the gas in the determination of the supercompressibility factor (Part IV, item 18(b)(i) of Schedule 1 of the Regulations). Input method 2 Telemetering system An input into a supercompressibility correcting meter that approximates the complete compositional analysis method by using combinations of relative density, heating value, carbon dioxide content, nitrogen content and methane content in the determination of the supercompressibility factor (Part IV, item 18(b)(ii) of Schedule 1 of the Regulations). (système de télémesure) Any devices and equipment used to duplicate and/or interpret source electricity or gas meter register readings at a distance. Telemetering systems include automatic meter readers and remote registers. Transducer (transducteur) A sensing element that provides an output quantity having a specified relation to the input quantity or measurement. Transducers may or may not be incorporated into the meter or device enclosure. Transmitter (émetteur) A device containing a sensing element or transducer and processing such that a proportional analogue output signal is generated (e.g. 0-20/4-20 ma, 0-5/1-5 Vdc, etc.), or a digital representation is provided and the output signal can be read by an independent device or test equipment. The transmitter is considered to be a non-integral device. It may or may not be contained in the meter or device enclosure. 4.0 Summary of the fees and charges in Schedule 1 of the Regulations 4.1 Electricity meters and metering installations Fees for the inspection of electricity meters and metering installations are set out in accordance with: Schedule 1, Part I, column II, for the operational location fee Schedule 1, Part I, column III, for the other location fee Note: The other location fees apply where verification or reverification testing is performed using certified measuring apparatus or standards at sites such as utility meter shops, service organization facilities, manufacturer facilities and Measurement Canada (MC) laboratories. 4 of 26

5 4.1.1 Electricity installations The fees charged must be based on the total number of transformers externally connected to the meter performing the function of transforming current or voltage to metering levels and thus causing the need to use the associated billing multiplier in calculating the actual usage. The fees must be applied for each transformer utilized in the installation and are set out in accordance with following item of the Regulations: Schedule 1, Part I, column II, item 16 If the installation has no transformer(s) (i.e., self-contained commercial installation), the fee set out in accordance with the following item of the Regulations must be applied: Schedule 1, Part I, column II, item Multiple-mode electronic devices Fees must be charged once for each quantity listed in 4.1, subject to verification or reverification testing, whether in an operational mode or through a data communication device (e.g. optical port). A fee is charged for verifying a measured quantity at the source only, not each time or at each place it appears Multiple-customer measuring system Installation inspections must be charged at $25 for each half hour (or part thereof) of the total time spent for conducting the inspection. 4.2 Electricity meter inspection or service For voltage tests, fees are set out in accordance with Schedule 1, Part II, column II of the Regulations. 4.3 Electricity measuring apparatus For electricity measuring apparatus accuracy, fees are set out in accordance with Schedule 1, Part III, column II of the Regulations Measuring apparatus certification In all cases, the fees for work performed in certifying measuring apparatus must be established in accordance with subsection 47(9) of the Regulations Calibration consoles Fees for contractor, manufacturer or service organization-owned calibration consoles are charged on a per item basis. Note: No additional fee is to be charged for related travel expenses or travel time New technology Where MC staff participates with an organization in the development of certification requirements or procedures for a new type of technology of electricity measuring apparatus, no fees or time must be charged to the owner for this work. 5 of 26

6 4.3.4 Rejected certification test results Fees must be charged to the owner as per section above, in cases where measuring apparatus certification test results are rejected Evaluation of test results by Measurement Canada No fees must be charged for work performed by MC engineering staff in evaluating the results of measuring apparatus tests Extension of certification No fees are charged for extending the certification of an electricity measuring apparatus. 4.4 Gas meters and metering installations Fees for the inspection of gas meters and metering installations are set out in accordance with: Schedule 1, Part IV, column II, for the operational location fee Schedule 1, Part IV, column III, for the other location fee Note: The other location fees apply where verification or reverification testing is performed using certified measuring apparatus or standards at sites such as utility meter shops, service organization facilities, manufacturer facilities and MC laboratories Multiple-mode electronic devices Fees must be charged once for each quantity listed in 4.4, subject to verification or reverification testing, whether in an operational mode or through a data communication device (e.g. optical port). A fee is charged for verifying a measured quantity at the source only, not each time or at each place it appears. 4.5 Gas meters presented for verification with test results from recognized test facilities When a gas meter is presented for verification or reverification with calibration test results from a recognized test facility (as listed in bulletin G-16), the fees to be charged must be established in accordance with section Gas meter inspection or service For relative density, water vapour, fees are set out in accordance with Schedule 1, Part V, column II. 4.7 Gas measuring apparatus For gas measuring apparatus accuracy, fees are set out in accordance with Schedule 1, Part IX, column II Measuring apparatus certification Except where stated otherwise, the fees for all work performed in certifying measuring apparatus must be established in accordance with subsection 47(10) of the Regulations. 6 of 26

7 4.7.2 Bell provers The applicable fees for all work performed in the certification of bell provers that are subject to the strapping process must be established on a per item basis. The per item fee must be applied for each distinct set of strapping results established using the cardinal points for a specific unit of measure (ft 3 or m 3 ) on the bell prover s scale. Note: No additional fee is to be charged for related travel expenses or travel time. Where a bell prover is of a size not listed in Schedule 1, Part IX, the per item fee for the closest size that is listed must apply. Note: For example, the per item fee for a 20 ft 3 bell prover would be equivalent to the per item fee for a 10 ft 3 bell prover (Schedule 1, Part IX, item 3) Production bell provers, transfer provers and sonic nozzle provers The applicable fees for all work performed in the certification of gas measuring apparatus such as production bell provers, transfer provers (rotary or turbine type) and sonic nozzle provers must be established on a per item basis. Note: No additional fee is to be charged for related travel expenses or travel time Rotary meter volume simulators The applicable fees for all work performed in the certification of rotary meter volume simulators must be established based on $25 for each half hour (or part thereof) of the total time spent, not to exceed $500. Note: No additional fee is to be charged for related travel expenses or travel time Reference meters The applicable fees for all work performed in the certification of one or more reference meters to be installed in a gas measuring apparatus must be based on $25 for each half hour (or part thereof) of the total time spent, not to exceed $500. Note: No additional fee is to be charged for related travel expenses or travel time Certification fee invoices The MC region or laboratory responsible for the issuance of the calibration certificate is also responsible for the issuance of certification fee invoices New technology Where MC staff participates with an organization in the development of certification requirements or procedures for a new type of technology of electricity measuring apparatus, no fees or time must be charged to the owner for this work. 7 of 26

8 4.7.8 Rejected certification test results In cases where the reference meter and/or gas measuring apparatus certification test results are rejected, applicable fees must be charged to the owner Administrative work No additional fees are to be applied for administrative work such as processing requests for calibration services, review of test results, generation of reports and calibration certificates, etc. This work is considered to be part of the work performed in the certification of a reference meter and/or gas measuring apparatus for which fees are already prescribed. 4.8 Request inspection For charges for inspector s time and expenses, they are set out in accordance with Schedule 1, Part VI, column II. 4.9 Audits For the audit function, fees are set out in accordance with Schedule 1, Part VII, column II Quality monitoring The following fees must be applied: Level 1: As per 4.1 and 4.4 Level 2: 2/3 fees in 4.1 and 4.4 Level 3: 1/3 fees in 4.1 and Devices subject to a sealing moratorium Fees are set out in accordance with: Schedule 1, Part I, item 19, for electricity devices not sealed. Schedule 1, Part IV, item 32, for gas devices not sealed. 5.0 Devices presented for approval-of-type evaluation 5.1 General Subsection 47(11) of the Regulations prescribes the fees to be charged for electricity and gas devices presented for approval-of-type evaluation. The fees for the determination of conformance of a device to the specifications include the time required for set-up of test equipment, the performance of the evaluation, and the documentation of results and associated communications with the approval applicant. 8 of 26

9 The fees for approval-of-type work are $25 for each half hour (or part thereof) of the total time spent for the: preparation of the approval evaluation work (must include document reading, communications with the client, set-up and prequalifying of the test equipment, etc.); evaluation of the device (must include any time spent on witness testing, etc.); documentation of results (must include preparation and writing of the notice of approval, etc.). Note: When the examiner travels to client premises to evaluate a device, no travel expenses are to be charged to the client. 5.2 Evaluations at another location Where the approval-of-type work is carried out at another location, the Approval and Calibration Services Laboratory is to charge only for the time spent on the determination of device conformance as defined under section 5.1 above, which does not include costs associated with travel, accommodations and meals. 6.0 Revisions The purpose of revision 6 was to: remove some definitions in section 3.0; revise the reference tables to make them more accessible; revise the document to conform to new document format requirements. The purpose of revision 5 was to: remove from section 2.0 Terminology the definitions for apportionment billing system and controller (no longer applicable); revise the definition for auxiliary timing device ; add a definition for data recorder in consideration of new electricity requirements; and add a definition for rotary meter volume simulator ; add clarifications for fees to be charged for the certification of reference meters and gas measuring apparatus of the rotary volume meter simulator type; add clarifications for fees to be charged for the certification of bell provers that are subject to the strapping process; make minor corrections to Tables 3, 4 and 5; reword parts of for clarification. The purpose of revision 4 was to: revise the reference tables to make them more accessible; make minor revisions to the text. The purpose of revision 3 was to: add clarifications on fees to be charged for: the verification (or reverification) of gas meters presented with test results from recognized test facilities; the certification of gas measuring apparatus such as bell provers, transfer provers (rotary or turbine type) and sonic nozzle provers; the certification of electricity measuring apparatus; the inspection of multiple-customer measuring system installations; electricity and gas devices presented for approval-of-type evaluation. amend some definitions in section 2.0 Terminology; 9 of 26

10 remove Annex 2 from the bulletin that refers to the assessment of fees when using sampling plans. The purpose of revision 2 was to: add section 3.5, which was missing in the French version; remove section 3: Quantities and Functions, this section will be included in bulletin GEN-25 Policy for the Approval, Initial Verification and Reverification for Electricity and Gas Meters Legal Units of Measurement and Functions used for Billing@; make changes to Annex 1: Fees Generic Reference Table for Gas Meters; make minor revisions to the text. The purpose of revision 1 was to: add section 3.5 and Annex II, related to the fees for verification or reverification of meters by sampling; make minor revisions to the text. 10 of 26
