8 MERCHANTS SUBDIVISION Notes: 1. Control Operator (Dispatcher) must obtain permission from AMTRAK personnel before any trains are routed into the AMTRAK facility. Control Operators (Dispatchers) at the Control Center, Madison, Illinois, shall, unless assigned for immediate use, keep the Gratiot Turnout Switch 17 and 23 rd Street Turnout Switch 31 manually positioned and blocked normal. 2. Movement on the Old Main between Bremen Avenue and May Street is under the jurisdiction of the Madison Yardmaster. 3. Quiet Zone. Whistle Prohibition in effect at all crossings between Poplar Street (MP 2.60) and North Market (MP 5.00). 4. The locomotive horn will be sounded in accordance with GCOR 5.8.2, #7 at both public and private railroad crossings when operating on the NS A&E Main between State Street and Washington Avenue. 5. A hinged type fixed derail has been installed on the east rail of Freight Main One (1) at the south end clearance point marker. This derail will be locked in the OFF position with a Mechanical Department blue lock when not being used to provide protection. This derail is to be operated by Mechanical Department Employees only. Grand Avenue to Bremen 11 4 Wide, 20 6 High Bremen to West SH: (Merchants Bridge).11 4 Wide, 21 9 High SI-04 Train Make-up Restrictions: All Mixed Manifest freight trains with a length of 7500 feet or more and a weight of 10,000 tons or more must not enter the North End of the Madison Yard from the Merchants Bridge via the Madison Inbound Yard Lead. All trains performing shoving movements from Market Street (East SH, TA009) to the Madison Yard West Hump Lead via the Fuzz Track must have all loads next to the locomotive(s). Otherwise, the train must be pulled in using the afore mentioned route or yarded using an alternate route. SI-05 Tonnage Restrictions: Weight Restrictions on Merchants Bridge: The following types of equipment MAY NOT meet or pass any of these types of equipment on adjacent tracks within the superstructure ( Iron Works ) of the Merchants Bridge: 1. 6 axle locomotives. 2. Loaded rail cars having six or more axles. 3. Any car or piece of equipment which exceeds 286,000 lbs. LOADED SHORT WHEEL BASE ORE CARS ARE NOT PERMITTED ON THE MERCHANTS BRIDGE. Merchants Dispatcher must be notified of such movement by Carrier operating train. SI-06 FRA Excepted Track: Wye Connections Rock Island Junction on the West Belt Industrial Lead. 10 SI-07 Industrial Leads: Yardmasters issuing permission to anyone requesting to foul or occupy any track(s) within their jurisdiction must give notification to the person(s) requesting the permission of any conflicting movements, to include notification of any crews servicing customers in the area. Upon notification of conflicting movements along their route, the employee requesting the route must contact the crew(s) working in the area and conduct a rolling job briefing prior to joint use. West Belt Industrial Lead is 9.2 miles long and extends between May Street (Control Point TA-600) and the CMR Connection at the West end of Rock Island Junction. 1. The Merchants Dispatcher is in charge of movements between May Street (Control Point TA-600) and North Wye Switch at Rock Island Junction. Trains, Engines, Maintenance of Way Equipment or Employees must not occupy the track or establish working limits until issued Verbal Permission from the TRRA Merchants Dispatcher. Verbal Permission must include the limits and the time the Permission is granted. 2. Speeds: Maximum speed from May Street to Carrie Avenue is 20mph. Maximum speed from Carrie Avenue to CMR Connection is 10mph. 3. Sidings: Carrie Avenue Siding is Mile Post 1.29 and is 1600 feet long. Pillsbury Siding is at Mile Post 2.79 and is 3148 feet long. Pagedale Siding is at Mile Post 7.11 and is 1430 feet long. 4. Impaired Clearances: Natural Bridge Road, Bi-State Bridge, and Walton Road. Maximum Clearance under viaducts: Carrie Avenue to West End 4 th Rail Industrial Lead 20 6 High West End 4 th Rail Industrial Lead to North Wye Switch 21 6 High 5. Crews of trains arriving at May Street on foreign routes must communicate with the Merchants Dispatcher before entering TRRA routes, regardless of any proceed indication displayed on any signal governing entry to the TRRA route being used to determine that any proceed signal indication applies to their train. In addition, the following will apply: a. Movements on the NS tracks at May Street are authorized by the NS Yardmaster at Luther (Humboldt Tower) who must be contacted to obtain route before fouling NS tracks. b. On single track between Carrie Avenue and the North Wye Switch at Rock Island Junction, Westward TRRA movements must be reported to the Merchants Dispatcher after they have cleared Rock Island Junction or the North or South Wye Switches. All Eastward movements must be authorized by the Merchants Dispatcher. When authorized, trains must proceed immediately Subdivision Timetables 4

11 6. On the West Belt Industrial Lead at the Shreve Avenue highway grade crossing, a push-button control box has been installed for manual activation of the crossing gates and flashing light signals. This push-button control is only to be used for train movements on the ADM industry tracks. The control box is mounted to the side of a signal case on the east side of Shreve Avenue between the two ADM industry tracks and the two TRRA tracks. The push-button box is secured with a dual access lockout device for a TRRA lock and an ADM industry lock. Removal of either lock will allow access to push-button. To activate the crossing gates and flashing lights, first unlock and remove the TRRA Master Lock and dual access device. Push the RED button to begin activation. After completion of train movement across Shreve Avenue, push the GREEN button to raise the crossing gates and turn off the flashing light signals. Secure the push-button box as soon as possible after completion of the train move. A crewmember must remain at the crossing and be able to directly observe the push-button box whenever it is unlocked during a train movement. NOTE: When the warning system is activated with the RED push-button control, the gates and flashing lights will remain activated until the GREEN push-button is pressed. If the crossing gates and flashing lights do not begin operation with use of the push-button control, the movement should be made with flagging protection and notification of failure given immediately to Merchants Dispatcher. North Belt Industrial Lead extends 1.97 miles from Carrie Avenue on the West Belt Industrial Lead to BNSF Connection (1350 feet past Hall Street). Movements on the North Belt Industrial Lead are under the jurisdiction of the Madison Yardmaster. Maximum Speed between Carrie Ave and Antelope Street Curve is 20 mph. Connection to the NS Luther Yard is via Calvary Siding. The NS Bridge at Antelope Street has a vertical clearance of There is close clearance on the West side of the bridge (the outside of the curve). If employees are required to ride equipment under this bridge, they must ride on the East side of the equipment (the inside of the curve). The engine bell must be rung while passing houses located on the North side of the track between the West side of Hall Street and Antelope Street. Employees are prohibited from riding shoves across Hall Street. If necessary to shove across Hall Street, employees must dismount equipment West of the crossing and may re-mount only after the equipment has occupied the entire crossing. The 4 th Rail Industrial Lead extends from the switch just west of the Union Avenue Overpass to the End of Track approximately 1100 west of the crossover to the Main Line at Pickrel. It provides access to Gateway Sheets, ABB, the Sap Lead, and Madison Street Warehouse. Central Belt Industrial Lead extends from Bodine Industrial Drive to approximately 350 south of the South Wye Switch at Rock Island Junction. It provides access to Hilex Poly. The Railroad Crossing at Grade is protected by Stop Signs. There is an Impaired Clearance at Page Avenue Viaduct of 18 3 High. Commonwealth Industrial Lead is 1.28 miles long and extends between East SH (MP 8.42) and WR (MP 9.70) to the West of the Main Tracks. The area is under the jurisdiction of the Madison Yardmaster. The maximum authorized speed on all tracks inside the Granite City Complex is 5mph Subdivision Timetables 5

12 SI-08 Misc. Special Instructions: 1. The entire Merchants Subdivision is within Yard Limits. 2. TRRA Crews using the north lead of the UP Lesperance Street Yard to access the Back Track must contact either the UP Yardmaster at Dupo or the Lesperance Street Yard Job (Dump Job) on radio channel 3232 prior to occupying the lead. TRRA crews routed to pull or deliver to UP 12th Street Yard will contact the TRRA West Belt Dispatcher, notifying of what track(s) the TRRA crew has been instructed to pull to/from the UP 12th Street Yard. The TRRA West Belt Dispatcher will in turn contact the UP Dupo, IL Yardmaster to obtain permission and any special instructions, if applicable, for the TRRA crew to enter/leave the UP 12th Street Yard. This information will be communicated to the TRRA crew by the TRRA West Belt Dispatcher. 3. At WR Tower, before making a Northward move on the NS, AO Smith Thoroughfare towards AO Smith Yard, you must have permission to occupy that track from the AO Smith Yardmaster or Trainmaster prior to passing the American Steel Lead Switch. The NS, AO Smith Yardmaster or Trainmaster may be reached on channel # on our locomotive radios and channel #6 on our #16 channel handsets. 4. TRRA switch crews must contact the NS Southern West Dispatcher at Decatur to secure a route to operate on the NS between AO Smith, 25 th Street, Hoyt Junction, Madison Avenue or Edwardsville Road. All hand throw switches on NS main tracks must be left in normal position. 5. Trains or Engines approaching the Edwardsville Road highway crossing in Granite City, IL are restricted to no more than 5mph and must not occupy the crossing until they ensure that the crossing gates are down and that the crossing is clear of all vehicular traffic. When crossing is completely occupied by engines or cars, normal speed may be resumed. 6. Trains or Engines approaching the Bremen Avenue road crossing on Track 1 going into or out of Lange- Stegman in St. Louis, MO are restricted to no more than 5 mph and must not occupy the crossing until they ensure that the crossing signals are operating and that the crossing is clear of all vehicular traffic. When crossing is completely occupied by engines or cars, normal speed may be resumed. 7. Employees are prohibited from riding the west side of equipment on Track #1 (next to the East Bound Main) between the Bremen Avenue road crossing and the North Market home signal. 8. Train crews are to contact the U.P. Dupo Yardmaster via radio channels or prior to entering the Anheuser Busch Railroad yard and verify that there are no foreign employees operating in the area. 9. Track #1 and Track #4, located in the industrial area between West Approach (CP TA 007) and North Market (CP TA 005) are under the jurisdiction of the TRRA Transportation officer on duty. Employees must gain authority from a TRRA Transportation officer prior to occupying or fouling either track 2014 Subdivision Timetables 6

14 ILLINOIS TRANSFER SUBDIVISION Notes: 1. Movements on the NS A&E Main track West of CP Junction may not enter Madison Yard without the permission of the TRRA Madison Yardmaster. 2. Movements on the Wiggins Industrial Lead between CP Junction and the A&S Switch at 19 th Street are under the jurisdiction of Madison Yardmaster. Movements on the Wiggins Industrial Lead between the A&S Switch at 19 th Street and Valley Junction are under the jurisdiction of the West Belt Dispatcher. 3. Rail cars less than forty (40) feet in coupled length will not be placed next to cars exceeding eighty-five (85) feet in length in trains or cuts of cars being delivered to the Alton & Southern Railroad. 4. When necessary to contact the Union Pacific Chester Subdivision Dispatcher for movements at Valley Junction, contact them on radio channel # by pressing *34 on the radio key pad. After doing so you should hear a tone, and the Dispatcher will soon answer. 5. Six axle locomotives are prohibited from moving to or from the Eastern Connection from the north via the Granite City Cutoff (Market Street) under any circumstances. Movements with six axle locomotives to or from the Eastern Connection must be made from the west via East SH. Wiggins Industrial Lead breaks out at CP Jct. (MP 1.26) and extends 6.5 miles through Wiggins #2 and Wiggins #5 yard to MacArthur Bridge Sub, Springfield Connection at (MP 3.63). Movements on the Wiggins Industrial Lead between CP Junction and the A&S Switch at 19 th Street are under the jurisdiction of Madison Yardmaster. Movements on the Wiggins Industrial Lead between the A&S Switch at 19 th Street and Valley Junction are under the jurisdiction of the West Belt Dispatcher. Maximum Speed is 20 mph between the Levee Wye Switch and the North end Wiggins #5 (Including Track #25 at Wiggins #2 Yard) At Illinois Route 3 (Mississippi Avenue), Sauget, Illinois, the grade crossing warning system has been modified. A crossing Hold signal with radio control is now in service on the eastside of Route 3, governing Westward movements across Route 3. The Hold signal has two signal units mounted on one high-pole mast. The upper signal unit is turned toward the Monsanto Industry track inside the fenced area. The lower signal unit is aligned toward the Old Main and Cotton Belt tracks. Switching movements may now be made East of the Hold signal without unnecessary activation of the flashing lights and crossing gates at Route 3. When a Westward movement is needed past the Hold signal and across Route 3, the train crew will activate the warning system using the on-board engine radio in the following manner: a. Using the TRRA Merchants radio channel ( ), enter the crossing DOT number (which is marked on the East side of the signal house at Rte. 3), followed by [1], then [#] on the numeric keypad of the radio. Therefore, for Route 3 the correct keypad entry for activation would be [ #]. If this activation code is entered correctly, the train crew will hear a short acknowledge tone back from the crossing radio, and the crossing warning system will begin activation. The Hold signal, which is normally Red, will change to a Lunar signal, thirty (30) seconds after activation of the warning system begins Subdivision Timetables 9

16 The Westward movement then has an additional thirty (30) seconds to pass the Hold signal and begin entry into the crossing area. Otherwise, the timer will expire, the Hold signal will return to Red, and the crossing warning system will de-activate. b. After activation with the radio controller, if it becomes necessary to de-activate the crossing warning system because the movement will not pass the Hold signal, the train crew can either let the two thirty (30) second timers expire (60 seconds total) or enter the de-activate code on the engine radio: Enter the crossing DOT number, followed by [9], then [#]. The correct keypad entry to de-activate would be [ #]. c. If the crossing warning system fails to activate by radio control, the following steps must be taken: Immediately report the failure to the West Belt Dispatcher. Governed by Restricted Speed, slowly begin Westward movement past the Hold signal, stopping before fouling Route 3. The crossing warning system will automatically activate. Then a crew member will check and ensure that a minimum of thirty (30) seconds passes before the movement is allowed to continue Westward across Route 3. d. This change to the crossing warning system governs Westward movements only. Crossing warning system activation for Eastward movements is still automatically controlled by motion sensor circuits. The speed on tracks 5 through 8 at Wiggins 5 Yard is 5mph. No 6-axle locomotives are permitted in tracks 5 through 8. Permanent Hinged Type Derails have been installed at both the north and south entrance of the Wiggins Levee Track. These derails are equipped with a #104 TRRA switch lock. Conologue Industrial Lead extends 1.34 miles from the North Cotton Belt Wye Switch (Wiggins Industrial Lead MP 5.37) southward to the end of track. Movements on the Conologue Industrial Lead are under the jurisdiction of the Madison Yardmaster. Trains or Engines approaching the Monsanto Avenue highway crossing on the Conologue Industrial Lead in Sauget, IL are restricted to no more than 5 mph and must not occupy the crossing until they ensure that the flashing light signals are operating and that the crossing is clear of all vehicular traffic. When crossing is completely occupied by engines or cars, normal speed may be resumed. The ALS Crossing South of Cotton Belt Wye is protected by automatic interlocking. In the event of irregularity of operation, instructions are posted in box stenciled T.R.R.A. at the crossing and locked with standard switch lock for operating the switch key controller. SI-08 Misc. Special Instructions 1. Entire Illinois Transfer Subdivision is within Yard Limits. 2. All Westward movements on the Eastern Connection toward the signal at Granite City Cutoff should contact the Merchants Dispatcher before crossing Washington Street Subdivision Timetables 10

All trains operating over the South Approach to and from Carrol Street will be restricted to not more than fifty (50) cars, not to exceed a maximum of 3,500 trailing tons. b. All empty cars are to be placed at the rear of the train. c. Pusher locomotives will not be used when any portion of the train is on the MacArthur Bridge. d. 22 EADS SUBDIVISION Notes: 1. A crossing gate is installed at the Stock Yard Crossing on the Eads Main Track, Brooklyn, Illinois, with normal position against movement on the Stock Yard Lead. Permission must be obtained from the Merchants Dispatcher, who will arrange for positive protection against conflicting movements before granting such authority. After the movement has cleared the crossing, the gate must be returned to normal position, locked, and the Merchants Dispatcher so advised. 2. A restricting signal at Q Tower for movements to the M&O Industrial Lead gives permission to proceed to the end of double track at Trendley Avenue. Permission to proceed past Trendley Avenue must be received from West Belt Dispatcher. Crews of trains arriving Q Tower on foreign routes must communicate with the appropriate TRRA Dispatcher, via radio, before entering TRRA routes, regardless of any Proceed indication displayed on any signal governing entry to the TRRA route to be used. 3. On the Eads Main Subdivision, a new radio-controlled switch machine has been installed and is in service on the Hole-In-The-Wall switch (MP 0.26) on the northbound main, north of Trendley Avenue, replacing the hand throw switch. The switch is identified as #71 and is equipped with targets and two lights that indicate the following: Green target indicates Normal Position, lined toward M&O Jct. Yellow target indicates Reverse Position, lined for the Northbound Main Red light indicates track circuit occupancy White light indicates switch is locked out by the manual Lockout Switch The new power operated switch can be controlled locally by pushbutton or remotely by radio. The switch is locked out from any control by a track circuit whenever on-track equipment is within 40 feet from the point of switch. REMOTE CONTROL BY RADIO Radios used must be equipped with an active DTMF keypad and TRRA Merchants Channel ( ). Each switch machine is programmed with its own unique operating code. While pressing the PTT or Transmit button on the radio, the first keystroke required will always be the # key. The # key would then be followed by three numbers. The first two numbers identify the individual switch or crossover, and the third number identifies the action requested. The action codes are as follows: 1 = NORMAL switch throw 2 = TOGGLE switch throw (each toggle command moves switch points to opposite side) 3 = REVERSE switch throw Example for Switch #71: Normal throw = #711 (Switch 71, Action 1) Reverse throw = #713 (Switch 71, Action 3) Toggle switch = #712 (Switch 71, Action 2) 2014 Subdivision Timetables 16

23 LOCAL CONTROL BY PUSHBUTTON To operate the switch locally by pushbutton: a. Visually inspect the switch points for any possible obstruction. b. Unlock (if so equipped) and lift the door cover of the pushbutton box marked OPERATE. There are two pushbuttons inside, NORMAL and REVERSE. c. Press the appropriate pushbutton. Do not hold the pushbutton in. Once the machine starts the throw cycle, release the pushbutton. After the switch machine shuts off, visually inspect the points again to verify the proper closure. d. Lower the pushbutton box door and replace the lock (if equipped). 24 Movements between Q Tower and M&O Junction are under the jurisdiction of the West Belt Dispatcher. At M&O Junction/Hole-in-the-Wall, crews of trains moving to routes beyond Q Tower controlled by UP must advise the TRRA Dispatcher of the track over which the UP Dispatcher will handle them. Movement toward Q Tower from M&O Junction or from UP Junction switch must not be made without permission from the West Belt Dispatcher. Movements southward from M&O Junction must not be made without permission from the Yardmaster. SI-08 Misc. Special Instructions: 1.
