1 We are very keen to participate in the tender RFP Cover Letter RFP No IFR18063 related to the provision of (Bidding Instructions) four Deployable Intelligence, Surveillance, e) Timelines Target Acquisition, and Reconnaissance (ISTAR) Shelters & Generators for the Portuguese Army. Referring to the RFP Cover Letter the prospective bidders have to submit their tenders by the 19th of November 2018, 23:59 hrs (Lux. Time) at the latest (Bid Closing Date). The RFP Bidding Instructions is updated as follows: - RFP Questions due: not later than Monday 26 November 2018, 23:59 hrs (Lux. time). - Bid Closing Date: Monday 3 December 2018, 23:59 hrs (Lux. time). - Public Bid Opening: Monday 10 December Offer validity Date: 31 May Bidding Instructions Part Qualification Form However, as the RFP was published yesterday (18th of October 2018) and your requirements are high, it will take us more time to prepare a best competitive offer within the time frame specified by you. Under this circumstance, we would kindly request for an extension of time for tender submission by at least 14 days. Which kind of certificate the Bidder has to present? Bidder shall demonstrate some kind of certification of accreditation on Information Security Management System, like for example in accordance with ISO/IEC 27001/2014. NATO UNCLASSIFIED Page 1 of 9

2 Serial 9 Information Security Management System Certification General General Is there a maximum budget we cannot exceed? Is it possible to bid as a Joint Venture? If yes, which is the procedure and how long the procedure takes to present as a Joint Venture? Bidders shall present their best proposal that meets all the requirements and purposes defined in the SOW. There is no predefined target in terms of budget. Joint Ventures may be acceptable as long as they are already properly registered as a single entity in the NSPA Source File. Note that Joint Ventures set-up specifically to address the requirement at-hand are unlikely to have the necessary record of satisfactory performance Bidding Instructions - Part 8 - ISO 3834 Quality Certificate With reference to ISO 3834 certification - Quality requirements for fusion welding of metallic materials, box SOW / Ref. = n.a means that it does not apply? n.a means no reference to the SOW but doesn t waive the Bidders to provide the due document for evaluation of their offer Bidding Instructions - Part Is it mandatory that the Bidder presents the ISO 3834 certificate? 3 8 - ISO 3834 Quality Certificate SOW SOW In the technical specification of the SOW on page 7 point: it is said: all items are expected to be use by the Portuguese army installed on existing 5 ton 4x4 heavy tactical vehicles (vehicles out of scope), and be ready to be air transportable on C-130 aircraft. I understand that the chassis or the base vehicle it is not included in the scope of this SOW, so this means that it is not necessary to include in the offer the price of the chassis because it is going to be provided by the customer. Could you confirm me if it is like this? In case it is not correct, I would be more than thankful to you if you indicate me the right understanding of this aspect of the tender documents Waterproof Shelters shall also be capable of being The chassis or a base adapter to the vehicle it is not included in the scope of this SOW, and shall be provided by the Customer. The container/shelter will connect to the heavy tactical vehicle though the ISO corners, thus it is important that the containers comply with the ISO requirements on dimensions, volume and corner fittings, as per SOW 3.2. Is it possible to load the Shelter on the aircraft through a pallet or independently thanks to the boarding kit ( longerons ). Air Conditioning Unit Contractor shall supply and install an air conditioning unit (ACU), dual zone, equipped with remote electronic control unit (ECU) panel with the controls as shown on Figure 19, The method used to load the container on an aircraft is not part of the scope of the project. However the shelter shall be ready to be used with common loading methods. To this end, the shelter shall follow the structural requirements defined in relevant ISO (refer to the SOW for additional information) and every internal feature shall be design and secured (including movable items) to support the G forces experienced during flight (refer to the SOW for additional information). As per SOW ( 3.10.) the ACU will condition the air of two distinct spaces: one working area with normal office requirements and a technical area with more demanding requirements (server). SOW Self Levelling Legs Pending answer The hydraulic system shall be capable to be operated manually under special circumstances, if required In order to provide Self Levelling Legs with low maintenance and high reliability, will it be possible to provide an Electromechanical system as an alternative to the Hydraulic one, obviously respecting all the requirements of the Sow? Pending answer Consider request not approved, for the time being. 1 Bidding Instructions - Part 5 - ISO 9001 Quality Certificate In case the Bidder has not the ISO 9001 for the design and production of containers for transport and other special uses and it subcontracts the shelter to a company that complies with the ISO 9001 for the design and production of containers for transport and other special uses. Yes. It is acceptable to present the ISO 9001 of the subcontractor who will manufacture the container. ISO 9001 for the design and production of containers for transport and other special uses. Would it be accepted to present the ISO 9001 of the subcontractor who will manufacture the container? 2 Bidding Instructions - Part 8 - ISO 3834 Quality Certificate In case the Bidder has not the ISO 3834 and it subcontracts the shelter to a company that complies with the ISO Would it be accepted to present the ISO 3834 of the subcontractor who will manufacture the container? 8 3 Bidding Instructions Part 9 Information Security Management System Certification Would be acceptable any of the following accreditations: 1. NATO Security Clearance (secret level); 2. Information security management system complying with GDPR (General Data Protection Regulation) according to Reg. UE 679/2016 Yes, it is required that the bidder demonstrates it has some information security management system in place. 4 SOW- Annex A Figures Are the picture provided in the SOW (ANNEX A), just for reference or they represent a mandatory requirement? For example, Figure 1: it shows a shelter with panels made of "corrugated sheet", is it requested this way or is it possible for example to provide a proper technical solution? Figure 1 only purpose is to define terminology. Other figure are for reference and shall be followed as much as possible. Bidder to present justification for deviations in its proposal. Please refer to : the SOW only requires flat panels on the inside. No other requirement is made to the external side. Wall shall have aluminium face ( ) 5 SOW Container Dimensions Is the container ISO 1C or ISO 1CC? There are different references in the SOW (Example: states ISO 1C and states ISO 1CC) Container dimension are clearly defined at Because the reduced length, the container does not fall under any category, but due to its reduce height (8ft) it may be considered 1C. 9 SOW 3.13 Air states that ACU shall be able to adjust 6 Conditioning Unit and maintain internal temperature between +10/+21 ºC and +24/+32 ºC; than and states the maximum cooling and heating capacity of the ACU. Which is the requirement to refer to, in order to develop the design? Please consider and are there for reference because of Draft Purchase Order Part 4 Delivery Terms and SOW Part 4 Delivery Terms stated that the contractor shall complete all the services within 5 months from contract award. The contractor shall complete all the services within 5 months from contract award. including time necessary for design approvals. SOW states that "No manufacturing shall take place without NSPA having reviewed and agreed to a shop drawing and equipment specifications". Does it means that the time lapsed from the submission of the shop drawings to NSPA till the approval does not count in the 5 months delivery obligation? Please refer to 2.2 Design Stage This design shall be closely coordinated with NSPA representatives, which in turn, will coordinate with the Customer. Contractor shall account in their timelines reasonable leeway for this coordination to take place. Bidder shall reflect this in its schedule.
