2 THE Business What is noise?: Noise emanates from many different sources, most outdoor noise is mainly generated by construction and transportation systems (the issue here) Data collection obligation: EU NOISE directive. Noise data (Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002 relating to the assessment and management of environmental noise) Report obligation: EEA (European Environment Agency) title: DF4_DF8: Strategic noise maps for major roads, major railways, major airports and agglomerations details on EEA Reportnet: INSPIRE obligation: data specification (DS): Human Health (HH) => contour mapping of NOISE

3 THE Data DATA: Strategic Maps (indicative) not directly measurement of NOISE => Traffic intensity measurement (traffic counts: rail, roads, ways, airports) Criteria mapping: Per agglomeration 100,000 inhabitants For overall major roads 3 millions vehicles per year For overall major railways 30,000 trains per year For major airports 50,000 air traffic movements per year Countries and State main responsible for the collection of NOISE data Reporting: NOISE reporting every few years (contour maps) => EU reporting: EEA Data reporting in DK (data process simplified) : 1. Shape files for each theme from the contributors 2. Imported to spatial database (Progress DB) with simple automatic validation procedure 3. Automatic updated contours maps when new data is added (drafts in a test environment) 4. Visual inspection and quality assurance of the contour maps on screen of a technical NOISE expert 5. Then approved: Contours maps sent into production link NOISE DK:

5 Double reporting 2 EU report obligations in relation to NOISE (Strategic noise contour maps): EEA: DF4_DF8: Strategic noise contour maps for INSPIRE: DS HH (Strategic noise contour maps for Notes about EEA DF4_DF8 (Noise maps): The reporting formats are designed to meet a minimum achievable standard which takes into account the diversity of approaches to managing spatial data which currently exists across Member States The specifications detailed in this document will be adapted to the INSPIRE guidelines specifications as soon as they become available and official (are available now). Metadata compliant with Inspire specifications ( geoportal.ec.europa.eu/) has been provided, including aspects of accuracy, coordinate system, methodology and source.

6 Double reporting Facts: Parts of the NOISE data reporting to EEA are exactly the same which should available and accessible with INSPIRE view and download service DG Environment both responsible for: NOISE EU reporting obligations INSPIRE obligation More coordination in the future?! The goal must be: no double reporting of exactly the same datasets use INSPIRE as a source to the EU reporting obligations => Create coherence between INSPIRE and the reporting obligations of thematic directives: It s here the real benefits can be harvested in regards to INSPIRE. A clearer connection should be established! a clear recommendation and wish to EU
