17 Crisis Unit-National Coordination UCCN MiBACT Tasks 1. coordination with the institutions external to the MiBAC (including those assigned to emergency interventions: civil protection, VVF, law enforcement agencies, volunteers,...); 2. coordination between the central and peripheral structures of the Ministry; 3. cooperate with all the structures involved for the application of operational procedures by intervention teams in operations involving cultural heritage: 1. damage verification, filing, 2. security of movable property, 3. recovery and removal of rubble, 4. safeguards and works of safety, storage of rubble, 5. removal and relocation of movable property, restoration work in situ, etc.; 4. monitor the safety measures and subsequent static consolidation and restoration projects; 5. identify the IT and scheduling tools, which allow the management of the various activities from the monitoring of seismic verifications, to the management of the emergency up to the phase of restoration and reconstruction. 17

19 UCCR-MiBAC Regional Crisis-Coordination Unit Tasks 1. coordinate the activities on the territory of MiBAC staff; 2. ensure the connection with the territorial structures assigned to emergency interventions (prefectures, civil protection, VVF, law enforcement agencies, volunteers,...); 3. identify and manage the teams in charge of damage to the cultural heritage; 4. identify the places of shelter of the cultural heritage that requires a movement for its safety; 5. guarantee supervisory and support functions during all phases (including those of survey, safety and reconstruction for interventions on cultural heritage). 19

Procedure for survey of damages to cultural heritage, Team composition: Quick Survey: first phase technicians belonging to Ministry: MiBACT Comprehensive Survey: second phase 1) one technician from MiBACT; 2) one technician from Firemen Brigade; 3) one additional technician from MiBACT (restorer, art historian, archivist,.); and 4)for important Buildings (PALAZZI): a structural expert. or 4) For Churches (CHIESE): at least two structural expert, possibly included into the list of National Technical Center for the detection of damage and the assessment of viability in the post-seismic emergency, or of proved experience 24

Operational details: Guidelines for the interventions of securing the mobile cultural heritage and removal of the rubble 25

Procedure for activities related to the safety measures of real estate (buildings) and movable property Activities of the Operative Unit: technical coordination of safety measures on architectural, historical-artistic, archaeological, audio-visual, archival and book-keeping assets on the basis of the forms completed during the survey, the Units carries out the planning and management of the safety measures: for the structures: implementation of principals that provide an additional resource against failure mechanisms already activated or in the activation phase, for movable cultural heritage: securing on site with safeguards to protect them from harmful external agents and moving goods into temporary stores. These are obtained through: preparation of specific inspections for definition of interventions; definition of the interventions, already identified during the survey phase, through specific inspections (previous point); sending cards to the Operative Unit for the damage to the cultural heritage of the UCCR-MiBAC, to complete the compilation and archiving 26

Procedure for activities related to the safety measures of real estate (buildings) and movable property - Movable goods When safety measures require the removal of assets, these is done in presence of personnel of Carabinieri Command of the Cultural Heritage Protection Unit. The Ministry personnel will : compile the survey of damage to movable property, in sheet: C-BM, compile of the list of the goods removed with place of original location (property and location within it) and the places of hospitalization, in the following documents: "accompanying document of the property" "intervention document on movable property signed by 1) the responsible for the removal, 2)the responsible of the destination transmit the compiled documents: 1. to the Superintendence and Carabinieri Nucleo for Protection of Cultural Heritage territorially competent 2. to the Head of the unit "Temporary Deposits and Laboratories intervention on movable property ", even when the assets are placed in deposits not directly managed by MiBACT. For assets of ecclesiastical property, the activities refer to the MiBACT-CEI Implementation Protocol of 4 December

Procedure for activities related to the safety measures of real estate (buildings) and movable property In the case of dismantling of parts of buildings of cultural interest Ministry personnel will oversee operations At the end of the interventions: insertion of all the technical documentation on safety measures and consolidation and restoration interventions, in the Community Ministry application 28

29 CEI-MiBACT implementation protocol Moving into the deposits of movable property security measures - removal of movable property The regional appointee of the regional CEI transmits to the UCCR the pre-filled movable goods card with the data of the "container" and with the list of the movable assets, previously inventoried. UCCR will : 1. perfect the list with the indications of the goods actually present and of those actually moved 2. transmit the list back to the regional appointee of the CEI. The "Intervention document on movable property" (place of original location and places of hospitalization), will be transmitted, in copy, to the regional appointee of the Episcopal Conference. 29

Activities of the operational Unit: Temporary Deposits and Emergency Response Laboratories on Movable Property 1. inventory of assets; 2. verification of the filing carried out on the occasion of the withdrawal; 3. pairing with the Catalog card if not previously done; 4. verification of the state of conservation of the work and its registration on the "rapid response cards" form provided by the UCCN-MiBAC; 5. preparation of photographic documentation; 6. evaluation of the operations to be performed and their registration; safety interventions, their registration on the form "emergency response cards" with photographic documentation; 7. assignment of the urgency code; 8. suitable placement in the deposit; 9. insertion into an information system of the Ministry of emergency response cards; 10. updating of the intervention plans according to the intervention activities carried out in the lab; 31
