4 Why is TOTS needed? A number of oil companies have in place their officer matrix requirement based on two elements: time in rank and time with company. Growing expectations for an officer s experience in rank and familiarity with his/her company operating and ISM systems, arising from the current rising trend in tanker accidents. As a result, tanker owners are increasingly finding themselves subject to time in rank and time with company requirements which are competing and contradictory, and which can be difficult to comply with.

7 Continuous Improvement TMSA 2 To be effective, a management system needs to be much more than just procedures. The Company Leadership/Management should define the company s values and aspirations and detail how the company intends to achieve the objectives of their stated policies. Management must also provide adequate resources to ensure that the vessels are properly managed, crewed, operated and maintained by welltrained, competent personnel.

8 Human Element MSC 81/8/1 Inter-Industry Working Group identified 35 occurrences that involved fires and explosions in cargo areas of chemical and product tankers from a database of incidents over the past 25 years: The IIG concluded in its study that: the failure to follow procedures was the primary cause of the incidents in question.

9 Human Element INTERTANKO looked at the aviation industry in assessing how this could be addressed. If you design out the Human Element other problems become designed in how do you get people to do what they are trained to do?

21 E-TOTS Licensing In response to many of Seagulls customers and INTERTANKO members requesting an alternative to paper versions of TOTS: Seagull and INTERTANKO have negotiated a non exclusive agreement to TOTS in E-Format In the Seagull Training Administrator E-TOTS provides a simple tool to administer and monitor Officer progress remotely and allow more companies to adopt the initiative with minimal extra workload. E-TOTS Launched April 2009

22 TOTS Implementation INTERTANKO Has issued Authorisations to all IACS Members: American Bureau of Shipping (ABS) Bureau Veritas (BV) China Classification Society CSS) Det Norske Veritas (DNV) Korean Register (KR) Gemanischer Lloyd (GL) Lloyds Register (LR) Nippon Kaiji Kyokai (Class NK) Registro Italiano Navale (RINA) Russian Maritime Register of Shipping (RS)

23 TOTS Implementation IF the owners wishes IACS members can undertake TOTS audits: Tanker Companies 1. Against the TOTS standard, to verify that a tanker owners or managers own company "tanker officer competence training system" either: complies fully with the various elements of the TOTS standard elements; or to undertake a gap analysis of that companies "tanker officer competency training system" against the various elements the TOTS standard elements; Training Centres 2. To undertake external audits, with a view to verifying that any Maritime Training Centres, Academies or Universities who furnish TOTS simulator courses meet the TOTS simulator model course standards for TOTS. (The permission granted by INTERTANKO is "not" exclusive and these permissions are a minimum, to allow third parties to undertake this work if they wish).

24 TOTS Acceptability Q: How many have implemented TOTS? A: Our current estimate is that 40% of our members have either implemented TOTS or equivalent OR are in the process of implementing TOTS or an equivalent Q: Will the oil companies accept TOTS? A "If robustly implemented and on a case by case basis we are aware that some of our members have had positive results"
