2 HSCS has over 25 years experience of offering Lift Truck, operator and instructor training with associated services. Our staff have been instrumental in developing recognised, and adopted, training programmes, safe systems of work, Risk Assessments, manuals for managers, supervisors, operators and trainers. Our lift truck instructors and trainers are at the forefront of creating and developing National Qualifications and training courses. We are a fully Accredited Training Provider (no 3:10005) for both operators and instructors, all HSCS staff delivering plant training and associated services are fully qualified Tutors, Trainers and Instructors to the recognised standards across all HSE accreditation providers. In addition to delivering cost effective quality training and services, HSCS specialists staff work closely with the HSE, and accrediting bodies, to design and develop Health & Safety standards and courses, by being part of standards committees, lead bodies and advising HSE inspectors and EHO s. Our National Coverage, is exactly that, from the South of England to the North of Scotland and from the East Coast to the West of Wales. With instructors, tutors and trainers based around the UK we offer a Local Service based on full time permanent staff. We do not sub contract or use casual staff of any kind, we can therefore ensure clients receive the best possible quality service with quick response times. The approach of a consistent quality service also gives us the flexibility needed to react to our clients differing requirements. Our clients range from Multinationals to single users and each client is viewed and treated as a unique entity. We believe that each client should receive individual attention and that the services we offer should be aimed at both the legal requirements expected of the client, and the clients need for services that are pertinent and advantageous to their operation. Furthermore that these services should be flexible and available at a time to suit the clients operations and requirements, and above all be cost effective. Clients have individual needs, for example requiring services out of normal hours, HSCS Training Services offer a level of Individual Care that means if our clients require services to encompass shift work, nights or weekends, we provide it! We also offer bespoke training to a clients particular operating environment, this not only ensures compliance with statutory requirements but also contributes to an overall cost effect service. 4 HSCS are able to deliver all accredited and approved training courses for forklift Instructor training and certification. The range of courses covers New Entrant, Re-Registration and Direct Entry at national or in company (Internal Instructor) level. Post course services include a telephone / / fax update and support service where we keep all instructors up to date with any H&S legislation and offer a help line to assist instructors throughout the five year duration of the qualification. National Level courses These courses are normally attended by prospective, or established instructors who are employed by accredited training providers, those who wish to become accredited providers, or those who work for larger companies whose policy dictates this level of instructor. Successful candidates from this course can instruct, examine and issue certification either within dedicated training centres, or at differing client sites (providing they meet and administer all accreditation criteria). National instructors can be self employed, work for training organisations, or across companies. The certification remains with the candidate. Certification is issued for 5 years and instructors must then attend an accredited and recognised reregistration course to continue training. These courses are normally undertaken within a training centre environment, HSCS are also accredited to carry out these courses on clients sites, providing they can meet the accreditation criteria. In Company Courses These courses are normally attended by prospective, or established in company instructors that will only be instructing for their sponsor company Successful candidates from this course can instruct, examine and issue certification within their sponsor company sites only. The instructor certification remains with the sponsor company and once the instructor ceases employment he / she cannot continue as an instructor. Any certification issued by the in company instructor, to employees, remains with the sponsor company and is not transferable if employees leave the sponsor company s employ. Certification is issued for 5 years and instructors must then attend a recognised re-registration course to continue training. These courses would normally be undertaken at the company s site encompassing the company s equipment, operating environment, systems and policies. HSCS are also able to offer these courses at a training centre if required. Entry Requirements With both national and in house courses the entry requirements are the same. The candidate instructors must hold recognised accredited forklift operator certification that was issued within 12 months prior to the course commencement. Instructor Qualities A good Instructor will need to adopt an enthusiastic approach to every lesson, will thoroughly research the subject matter, simplify the difficult areas to be taught and set a good example by a confident attitude and a fair, firm, but friendly approach to the trainee operators and will always endeavour to see each problem through the eyes of the individual members of the course. 5 National Course Content The following brief course content description covers the 10 day new entrant course. The direct entry course and the re-registration courses, re affirm these areas of skill, ability and knowledge. 1 Initial practical training and testing to instructor standard, Operators Ability: Undertake and pass an operators test, Carry out pre-use checks, & pass a theoretical test. 2 Safety and accident prevention 3 Health and Safety at Work: Health & Safety at Work Act 1974, Sections 2, 7 & 8, Work Equipment Regulations Regulation 9, Training, Management Health & Safety at Work Regulations Employees duties, Specific Legislation and Regulations, Approved Codes of Practice, Enforcement of Health & Safety 4 Principles of fork lift trucks 5 Truck familiarisation 6 Recommendations of Training: Selection of operators: Age, medical condition and level of intelligence, previous experience, Training of operators: Types of courses, Basic Training, Specific Training, Familiarisation Training, Conversion Training, Refresher Courses. 7 Instructor s role, Principles of Instruction & Instructional Techniques, Learning (Incentives and Methods), Simple job analysis, Preparation of lesson plans, Hints on speaking. 8 Training exercises 9 Classroom Lesson: Preparation, Instruction in logical sequence, Introduction/Link, Revision, Aim/Objective, Reason why, Incentive, Stages, Use of aids (white boards, models, Overhead projectors etc), The use of questions and answers, Confirmation, Summery, Look forward. 10 Practical Demonstration: by each Delegate related to practical lift truck operation with constructive comments. 11 Practical Lesson: A practical lesson by each Delegate on a subject related to lift truck operations. 12 Operator competence testing & Practical assessments; Delegates construct a test area and conduct & mark a basic skills test to ITSSAR standards, complete relevant paperwork. 13 Examination assessment and registration fee; Report, Certification and Training Records:, Report Content, Certificate of basic training, Employers Authorisation, Company training records, Further Training needs. The course assessments are applied as the delegate progresses through the 10 day course, unlike some accreditations where the whole 10 days rests on a single performance at course end. On successful completion of the course, the instructor will be qualified to train fork lift truck operators (using; as a standard, the appropriate ITSSAR course) organise and administer operator competence tests and issue certificates ON TRUCKS FOR WHICH HE/SHE HOLDS THE RELEVANT OPERATOR S CERTIFICATE. 6 10 Day New Instructor (New Entrant) WEEK 1 WEEK 2 5 Day Direct Entry This course is designed for established Lift truck instructors who wish to transfer from one of the other 5 accreditation units. 7 NATIONAL INSTRUCTOR COURSE PROGRAMMES (cont) 5 Year Re-Registration At 5 year intervals from basic training, the instructor must attend a re registration course to re affirm skills levels and update on legislation etc. This is normally of 4 days duration, however where it can be demonstrated that an instructor has trained on a regular basis for a monitored provider, this can be reduced to 3 days. All Instructor training courses (National and In House) are designed to train instructors in the delivery of the skill requirements and associated job safety knowledge of basic Lift Truck operation, This is to the nationally recognised levels of skill, ability & safety as laid down by accrediting bodies and as in the Approved Code of Practice (L116) relating to section 2 of the Health & Safety at Work Act 1974, courses will also encompass the following legislation as appropriate: The Health & Safety at Work Act The Management of Health & Safety at Work Regulations The Provision & Use of Work Equipment Regulations The Lifting Operations & Lifting Equipment Regulations The Workplace (Health, Safety & Welfare) Regulations The Construction (Health, Safety & Welfare) Regulations The Personal Protective Equipment Regulations The Control of Substances Hazardous to Health Regulations (COSHH). Once qualified, an instructor can train and examine on any Lift Truck that they hold recognised and accredited certification for at operator level. 8 IN COMPANY INSTRUCTOR TRAINING COURSES In Company Course Content The following brief course content description covers the 7 day new entrant course. The re-registration courses will re affirm these areas of skill, ability and knowledge. By their very nature, In Company instructor new entrant courses must be conducted on Client Sites. On successful completion of training, instructors will be able to prepare, plan and present practical and theoretical instruction to a recognised standard on their site. Assessment on all the above elements is carried out throughout the 7 day course. Failure to achieve an acceptable standard on any of these elements will necessitate further training. Registration cannot be applied for until all nine elements have been passed. Registration is for a 5 year period. On successful completion of the course, the in house instructor will be qualified to train fork lift truck operators and issue certification, organise and administer operator competence tests, and issue employers permits to operate ON TRUCKS FOR WHICH HE/SHE HOLDS THE RELEVANT OPERATOR S CERTIFICATE. 9 IN COMPANY INSTRUCTOR COURSE PROGRAMMES 7 Day New Entrant 4 Day In House Re Registration As Previously Stated All Instructor training courses (National and In House) are designed to train instructors in the delivery of the skill requirements and associated job safety knowledge of basic Lift Truck operation, This is to the nationally recognised levels of skill, ability & safety as laid down by accrediting bodies and as in the Approved Code of Practice (L116) relating to section 2 of the Health & Safety at Work Act 1974, courses will also encompass the following legislation as appropriate: The Health & Safety at Work Act The Management of Health & Safety at Work Regulations The Provision & Use of Work Equipment Regulations The Lifting Operations & Lifting Equipment Regulations The Workplace (Health, Safety & Welfare) Regulations The Construction (Health, Safety & Welfare) Regulations The Personal Protective Equipment Regulations The Control of Substances Hazardous to Health Regulations (COSHH). 10 COURSE DOCUMENTATION All Instructor courses offered and undertaken by HSCS include any and all course manuals, training aids, documentation and course registration documents. Differing courses carry differing levels of documentation and materials. Copies of the candidate & course reports, assessment papers and registration documents are sent to our clients as a matter of course. These will carry all the information required by HSE, EHO s insurance companies etc. Instructional Techniques Manual (New Entrant & Direct Entry Courses) Used throughout the courses, and the main resource document, this covers all the information and explanations as to completing the course and the achievement of the assessments. It includes sections on - qualities of the instructor, The role of the instructor, learning incentives and methods, principles of instruction, question techniques, lesson planning and creation, delivering classroom based lessons, delivering practical based lessons, use of training aids, setting and applying examinations, planning training programmes and syllabuses, safety of candidates, application of standards, monitoring course design etc etc For Courses held on client sites, either national or in house, this manual can incorporate the client companies own logos, policies, safe systems of work, risk assessments, example company documentation etc. L117 Approved Code Of Practice, (New Entrant & Direct Entry Courses) This code is the measure that HSE use to determine whether or not the legal requirements have been met. This guidance is not compulsory but inspectors will refer to this document as illustrating good practice. The ACOP also contains guidance on general aspects of training, and linked with the HSG6 forms the basis of operator training requirements, and therefore the requirements of the instructor. The ACOP includes sections on legislation, Obligation to provide training, training areas and facilities, training structure and content, testing, records, basic specific and familiarisation training, authorisation, monitoring of training courses, accrediting bodies, training records etc etc. HSG6 Safety In Working With Lift Trucks (New Entrant & Direct Entry Courses) This guidance is issued by the Health & Safety Executive. Following this guidance is not compulsory but Inspectors will use this to secure compliance with the law. This is therefore another crucial document for instructors. The HSG6 includes sections on, types of truck, lift truck operators, training, authorisation, the working area, protecting pedestrians and operators, operation of lift trucks, trailers and loading platforms, maintenance, accrediting bodies and medical standards. Instructor Assessment Record Sheets, (All Courses) Of the 9 assessments that candidates undertake the first is the demonstration of skills to instructor standard, the next 3 are theory based and the final 5 are related to the application of lessons and report writing. All courses are of continual assessment and these assessment record sheets detail the 42 criteria to be met and the candidates progress through the course for the following assessments. 11 Final Course Assessment Record Sheet (All Courses) This document records the final assessments of candidates and is forwarded with the end of course documentation. This record is a major end of course document detailing the candidates achievement levels and is evidence of the training and achievement. This document and the candidates practical skills examination paper is proof of the successful candidates ability to perform as an instructor. CERTIFICATION Instructor Certificate, (A4) this gives the required details of the Instructor training dates, name and registered number, the training provider (HSCS) / accrediting body their address and contact details. The expiry date will be 5 years from course completion This certificate would normally be held in the individuals personnel file or if self employed in accreditation file, so that when visited by HSE or EHO inspectors this can be produced as evidence of appropriate and recognised training and certification. Positive ID Card, this is issued in addition to the certificate. Where certification will be held in an office, or training record files, the ID card is credit card sized and must be worn whilst undertaking any training. The reverse of the card details the machines the instructor can train on, and the front carries relevant details of training, ID etc. Validity of the ID card is for five years. Temporary Pass Notification, due to the accreditation process, quality systems and the registration process of instructors, it can take up to two weeks for certification to be forwarded to clients, HSCS recognise that clients and instructors often need to train operators on the plant as soon as they have achieved certification, we have therefore introduced the temporary pass notification, this demonstrates achievement and also lists contact numbers for HSE or EHO s should they visit sites / premises between achievement and certification being in place. The temporary pass notification is duration limited to 14 days from issue. POST COURSE HSCS Training Services believe in offering a full and complete service, that does not stop once we have issued certification. We offer full telephone, fax and support that backs up the training courses and acts as an advisory service for clients with queries regarding any aspect of materials handling. Trainer / Instructor Course Materials. Trainer courses are fully certificated to national levels. In addition support materials are available for the delivery of training courses, this material typically includes DVD presentations, course manuals, course handouts, course documentation, power points, overheads etc, for national courses these are pre set and adopt the generic approach necessary for national training. Also for in house, or in company training packs, we can incorporate company logos, associated company systems and policies and include company operational procedures.
