1 Questions and Answers: RFP/2015/670 Request for Proposal for the Provision of Worldwide Courier and Shipping Services for the UNHCR GSC Budapest Questions Answers 1. For the all inclusive price requirement, does this include the Fuel and Security Surcharges? 2. We will be quoting the prices in. As all billing will be done in Hungary and based on local currency, can we lock the exchange rate based on the published UN rate of exchange on the day the contract is signed? (Only if our company is successful and selected as the supplier) 3. Courier Service Delivery within 12hrs (or less). Could UNHCR be more specific as to which particular destinations require this 12hrs delivery time as transnational shipments will/may take longer than 12hrs? 4. Diplomatic Pouch: Please advise how these pouches look like and is it true that these pouches are exempted from any delivery restrictions. 5. Express Delivery Worldwide Regarding 2 pick up location BSC1 and BSC2 Please clarify the pick up locations. It is mentioned that BSC 1 is located at GSC Ipoly Street office. We checked and would like to confirm if the postal code is 1133 Budapest. Please advise pick up location address BSC 2. Please indicate the Fright Charges separately. Kindly also indicate the charges and describe the calculation method of the Fuel Surcharge and Security Surcharge as well. Purchase Orders will be raised in the currency of the offer, and invoices shall be issued accordingly in the currency that the offer is made. In rare occasions it might be a requirement to send a parcel within 12 hours, to destinations in Europe. Kindly specify the destinations where this service is available. The Diplomatic Pouch is exempted from delivery restrictions, containing mainly diplomatic documents. The parcels are sealed and the freight company or customs offices are not allowed to open. Routing: For a more accurate provision of routing information and quotation, would UNHCR be able to provide the Postal Codes for both the collection and delivery locations based on the list provided? Collection postal codes: H 1133, H 1138 For delivery locations no specific postal codes can be provided. 7. Collection Frequency: i) For collection after 1600hrs, please confirm if we can collect between hrs or do advice final collection time before the GSC is closed. i) Confirmed collection is possible between 1600 and GSC buildings have 24 hours reception/guard service as well. ii) For next day service. If packages are collected on Friday, is there an expectation for a delivery on Sunday or Monday is acceptable as our deliveries are based on next business day concept? Please advice. ii) Yes, next business day is acceptable 8. Invoicing: Ability to handle different partner codes is essential. Could you please explain this statement further? 9. Courier Services to Khartoum, Sudan For internal administrative processes, two different partner codes could be used for shipments. UNHCR will decide on a case by case basis which to be used at the time when the shipment is ordered. It means that UNHCR will receive two separate invoices each month. One with one specific partner code, one with the other code. Same conditions should be applied for both partner codes. i) It is acceptable i) There is an embargo on our services to Sudan. Is it acceptable if we are unable to quote or provide the transit time for this location? ii) We were informed during the EU Procurement Seminar organized by the UN that UN organizations are able to provide us with a waiver letter which allows us to deliver packages in embargoed countries. Is UNHCR able to provide our company with such a letter? If yes, we will endeavour to provide a price and transit time for deliveries this location. ii) UNHCR will further investigate and will come up a solution if feasible. 10. Kindly clarify where the 12 hours delivery lead time is to be applied. We can offer next day delivery, I hope that will be suitable for you and meet your requirements. 3 11. Kindly let us know whether the 450 annual deliveries are meant to be shipments, containing several packages, or single parcels. 12. We deal with small parcel logistics that is transported on public traffic, so we are unable to provide express service for export parcels, because it travels via road and it isn t possible to quicken the travel time up. Is that an excluding factor? As this way we won t be able to sign up for the tender. Single parcels. Yes, it is an excluding factor. Express service is our core needs.
