1 Automation Tool for Effective and Efficient Ration Products Distribution Using Smart Technologies Anoop Swamy, Chandana L, Chandana S, T N Nagabhushan, S P Shiva Prakash and Anand Raj S Ulle Department of Information Science and Engineering Sri Jayachamarajendra College of Engineering, Mysuru, India Abstract The Public Distribution System (PDS) plays an important role in the provision of food security. PDS in the country facilitates the supply of food grains to the poor at a subsidized price. It also helps to modulate open market prices for commodities that are distributed through the system. It is one of the widely controversial issues that involves corruption and illegal smuggling of goods. So in this automated system we replace the conventional ration card by smart card (RFID Based) with a unique number which is used for user authentication to buy their ration. SMS will be send to the card holders about the time slot allocated them and to detect the motion of intruders during odd times in the warehouse, motion detection sensor and camera are used which will take the snapshot of the intruders and uploads the same into the cloud. An alarm is also used to alert and notify the respective authorities. Keywords PDS, RFID card, GSM, Thermal printer, Raspberry pi, Motion detection sensor, camera I. INTRODUCTION In recent scenario, all the public and private sectors go for automation in their process. Civil Supplies Corporation is the major public sector which manages and distributes the essential commodities to all the citizens. In that system various products like Rice, Wheat, sugar and kerosene are distributed using conventional ration shop system.public Distribution System is a system of distribution of selected essential goods through the fair price shops (ration shops or co-operatives owned by the government) which are operated by private dealers under the government s control and direction. Rice, wheat and sugar are main food grains throughout the period. The other important items are kerosene, edible oil which are distributed to disadvantaged group of society.the purpose of Public Distribution System is to offer basic minimum quantity of essential commodities at lowest prices especially to poorer sections of society and also to stabilise their open market prices or at least to stop an unwarranted rise in such prices under crisis period.the prices charged are usually lower than open market prices and also lower than the procurement and other costs incurred by the government. So many people may keep fake ration cards with them due to which they receive extra ration and they sales it into the open market at a higher rate. So we are facing problem of corruption in public distribution system and there also many disadvantages to the people. II. RELATED WORKS In this section we present the works carried out by various authors for the improvisation of Ration Distribution System. Dhanashri Pingale, Sonali Patil [1] have proposed in this 1 system that grains will be stored in the storage chamber, and when the ration is inserted into the society/shop, that quantity is updated in web server. That website can be used by the collector whenever the BPL card holder requires the ration.here, the information about the each person in the family will be filled and updated in the database. The card holder has to enter the product which he/she wants and quantity using a keypad and LCD display to the computer which has the details of every person Then user gets the accurate quantity of food which he/she requires. Available quantity of goods in ration shop will be again updated in server. S. Kumar, K.Gopinathan, S.Kalpanadevi [2] have proposed in this system overall functioning of module and proposed system that incorporates PLC based automated ration shop. Here using AADHAR number and the other details provided by the user government will send a message to the card holders, which contain information such as quantity of products which will be allotted to their respective society. The smart card identification and also biometric authentication is inculcated. If unique Id or the password and finger print matches then only, he can access using touch screen technology, he/she can select the product needed for customer and this process is done because to check the account of customer there by checking the amount for the given inputs. PIC microcontroller is programmed in such a way that human involvement is avoided to the maximum extent and these processes will be done automatically. Solar based power supply is used. Vikram Singh et. al. [3] has told that The Public Distribution System (PDS) in our country provides facility for the supply of food to the poor at a lower price. But, doubts have been raised about the efficiency and about cost effectiveness of the PDS, especially in the light of the growing food, which is provided by the government to the society and food stocks. The PDS needs to be re-framed and there is a need to explore the new ways of introducing innovative ideas such as smart cards, food credit/debit cards and food stamps to abolish hunger and make proper availability of food to the poor in a cost-effective manner. Jinali Goradia,Sarthak Doshi [4] have proposed that the quantity of weight required by the customer can be asked by the employee to enter into the application running on the computer at the outlet by the customer itself. Once the quantity is entered, the employee can place a container on the weighing machine. Now instead of him manually taking the grains weight, the customer /employee can hit the start button

2 that would be provided on the user interface of the application. Once the start button is clicked, a small door-like opening in a container placed at a height, above the place where the container is put for collecting the required amount of grains, 2

3 will be opened by a solenoid valve.the grains start getting collected in the container. The weight will keep increasing continuously. It can be displayed on the weighing apparatus itself and also on the application running on the computer. Just when the weight reaches the quantity that was entered by the customer, the solenoid valve which opened the doorlike opening in the container of grains; it will close that opening, as the required quantity has been reached. This detail can be entered into the database maintained at that shop through the application, by adding various details about the customer in the different fields provided. Thus the main fallacies involved in the fooling of customer where they receive fewer amounts than what they have asked for and end up paying more, false entries in the ration card like making false entries or double entries etc., are all dealt with in this implementation of the system. In the automated system proposed by Rajesh Pingle, P.B.Borole, Sagar Patkar [5] they replace the convectional ration card by smart card in which all the details about users are provided including their AADHAR number which is used for user authentication. This prompted them to inter-face smart card reader (RFID Based) to the microcontroller (AT89V51RD2) and PC via RS232.Government should have control over all transaction happen at ration shop, to involve government in the process we connected the system which is at ration shop to the government database via GSM module (SIM900D) and RS232.There will be a Smart card based ration card which will be used to identify the user by machine placed at ration shop. There are two main objective of this project one is to create the transparency in public distribution system and second is to inform the people about new scheme launch by government. Vikram et. al. [6] has proposed Smart Ration Card System. The smart card is modified as a smart ration card by coding Microprocessor chip present in it according to the requirement. The smart card contains unique barcode. When the consumer visits the ration shop, he has to show this card in front of barcode reader. Dealer verifies the smart card accordingly delivers ration. S.Valarmathy et. al. [7], Mohan et. al. [9] and Sukhumar et. al.[12] has proposed an automatic ration material distribution based on GSM (global system for mobile) and RFID (Radio Frequency Identification) technology instead of a ration card. This system is automatic and provides ration without interference of human. In this system various sensors are used to measure and dispense the commodities. Dhanashri et. al. [10] and Neha et. al. [4] has developed web enabled superior public distribution system. The system remotely monitors the outlets of various goods and vehicles, providing ration to ration shop. In this system, subscriber has to access the website every time they desire to get a ration. Sharma et. al. [12] has proposed new ration distribution system using biometrics, face recognition and voice recognition system. Today mobile phone is one of the most important devices for every one that is used in communication purpose and used in embedded system to control the devices. In [13], the RFID based Bill Generation and Payment 3 through Mobile system is implemented. In this paper, the bill generating in super market using RFID technology and payment through mobile phone. Mobile payments will become one of the most important mobile services. The most essen-tial consideration is the security of the mobile devices and the applications along with the complexity of imbursement process. Advantages of this system, i) Increased consumer confidence, leading to increased sales. ii) Benefit for both consumers and merchants. The RFID (Radio Frequency Iden-tification) emerges as one of the converging technologies and transportation plays a vital role in urbanization. RFID plays major role in auto ID applications like RFID contact less smart cards used by bus rid- ers, in Super market, Textiles and logistics chain management. Even though the above authors provide solution to some extent, there is a need for specific solution and also improvements to the system. So there is a need for the proposed system. A. COMPARISON OF PROPOSED PRODUCT A few limitations that we came across by the survey are mentioned as follows: Illegal Usage - The total stock is not completely given to the card holders and are sold outside at a higher rate. Over crowd - People rush to the ration store when the stock arrives every month creating chaos. Cannot able to get the material at any time. Processing speed is slow. Bogus cards - People may use duplicate cards to get the ration. Hijacking of ration cards. Robbery at the ration shop s warehouse. With the knowledge of identified limitations, we infer that there exists a need to propose a system which would provide a solution to the existing system problem. The amount of ration received from the government will be provided in the software so that misuse of ration will be avoided. Time slot will be provided to each ration card holders to get their ration. At times all the ration will not be used in that particular month. The software will provide detail about the amount of ration left in

4 each society. Looking at these information the government will redistribute the ration among the other societies. Software uses the features of IOT to track the motion of people entering and leaving the warehouse. This will keep log of people so that there is no robbery at the warehouse. 4

5 IV. NOVELTY AND TARGET DISCIPLINE OF THE PRODUCT There have been many efforts in automating the public distribution system in the past. But there are many limitations as explained in section III. Out projects tries to give solutions to those limitation in an effective and efficient way. use of RFID cards for easy and efficient use. Any member can bring that card and purchase their ration. Slot allocation facility which helps in time saving and also which prevents over crowd and chaos. SMS alerts to the card holders about the time slot allocated to them. A dashboard is maintained for the records of stocks of ration. Intruder detection technology which helps in securing the food. Alerting and notifying the authority about the intrusion to the warehouse in odd times. Use of new technologies like IOT(using raspberry pi2) V. DETAILED ARCHITECTURE OF THE PROPOSED PRODUCT The windows based application is developed in C# language for providing the facility. Without registration data cannot be saved in ration shop. Registration details are suc-cessfully stored in SQL server The Automatic Ration Materials Distribution Based on GSM and RFID Technology used to distribute or vend the liquid or solid material, which is used for Ration materials distribution in ration shops. There are 3 users for this application. They are Admin, Area Admin and the Rationcard holders. The admin can add schemes, products add product quantity. He can create rationshop area admins, can view the reports regarding stocks of ration. Admin allocates slots to the ration card holders. He can register the rationcard holders to the application. Area admins can also register the rationacard holders to the application. He can view information about the stocks with respect to that particular area only. Rationcard holders will be given a unique ID and password. This will be used to login to their account and avail the respec-tive ration assigned to them according to their scheme.the card holder will be able to view the amount of ration availed in that particular month, so that he can take the ration accordingly. Initially everyone will be provided an RFID or smart Card, instead of a ration card. If the customer needs to get any ration material, the user has to bring the RFID card,swipe it through the RFID card reader which will recognize the RFID number. Before starting the system, the unique RFID number of the ration user will be checked by comparing with the database. Once the user is identified, the application will check whether the user has already bought the ration item belongs to that month. If not then, ration items to be dispensed will be displayed on the transaction screen, the user has to feed the quantity of ration item which he is going to buy. If the user, select the ration item for purchasing purposes then the application will calculate the amount of that quantity and 5 displays it. Then, customer has to pay the money and take their ration. In the warehouse security system is setup by using Raspberry pi2, motion detection sensor, camera and an alarm. Camera takes the snapshots of the intruders when sensor detects the intruders during the odd times in the warehouse and uploads the same into the cloud which can be monitored by the admin. ALGORITHM Algorithm 1 Slot Allocation Input: username,password 1: if (user==username && pass==password) then 2: Get the opening time(i.e. starting time) and the closing time(i.e end time) of the fair price shops 3: for (Every ration card holder in village) do 4: if (First card holder) then 5: Add date and allocate 15min from the starting time 6: else 7: if (start time< end time) then 8: Add date and allocate 15min for rest of the card holders 9: else 10: take the next day, and allocate slots for remain-ing card holders 11: end if 12: end if 13: end for 14: else 15: Re-login using proper authentication details 16: end if

6 Algorithm 1 is used to allocate slots for the ration card holders. Number of people in each area is taken into account and based on that time slot of 15 minutes is allocated till the 6

7 end of working hours of rationshop. If more ration card holders are present, slot is allocated for the next day. Algorithm 2 Area Admin Amount is calculated for the selected ration and after confirming bill is generated with respect to that quantity. Input: username,password 1: if (user==username && pass==password) then 2:View the amount of stock left in ration shop; 3: Register the card holders of that area; 4: View the monthly report; 5: else 6: Invalid login; 7: Re-login using proper authentication details; 8: end if Algorithm 2 is used view the amount of stock left in the rationshop by the respective area admin. Registration of ration card holders of that area can be done. Area admin can also view the monthly report of that particular area VIII. VII. Valid users can select the amount of ration according to their scheme. The benefits derived from our application can be can be summarized as follows. It makes a lot of impact on the society by avoiding corruption in all possible ways. Using smart card, any member of the family can come into the rationshop and can buy their products so that there will be no bar that only head of the family should come and collect the ration. SMS alerts will be send to then rationcard holders which is an effective way to send the information to the cardholders so that its not necessary to come near the rationshop to check whether ration has come or not. Its an efficient way to make food reach the needy people. Figure 6 Illegal activities can be avoided. shows the transaction page for ration card holders to buy the ration at the ration shops. RFID card is swiped in the RFID card reader to authenticate to the application where transaction is carried out by selecting the amount of ration one wants to buy within the allocated boundaries. Bill is generated by the thermal printer after the purchase of ration. 7

8 Figure 7 shows the admin page of the application. In the admin home page,admin can view the overall view of the activities taking place. There will be a dashboard where he can see what kind of schemes are there, ration shop areas are there, ration card holders are there. He can add ration shops, different ration schemes and products. Admin will allocate time slots to all the ration card holders. He can also re-allocate the slots. Messages are sent to the ration card holders about the slot allocated to them through the GSM modem. Motion detection sensor and camera is placed at every warehouse of ration shops to monitor it. When the intruder enters the warehouse, photo is captured along with the alarm. Those photos are uploaded to the cloud and it can be viewed by the admin and take the required actions. greater scope in future. As the data is stored in database, it is easy for higher authority to cross check the data. Fig. 9. PHOTO OF THE INTRUDER More features or improvements can be done to the application like using regional languages in the application. A color code system can also be implemented which can help in door step delivery according to the different schemes provided to the ration card holders. Fig. 7. ADMIN PAGE Figure 8 shows the AreaAdmin page of the application. Area admin can also add the ration card holders. He can view the stock available in that particular area. AREA ADMIN PAGE Figure 9 shows the photo taken when the intruder is detected. Motion is detected by the motion detection sensor. When the motion is detected, camera clicks the photo of the intruder, gives the alarm and warning light. The photos are uploaded to the cloud which can be viewed by the main admin. IX. CONCLUSION AND FUTURE WORK Using this proposed modern system we can have better management of the ration distribution system. We can avoid the corruption in rationing system to a large extent.
