1 Idaho Power Transmission Business Practices Section 12 - Scheduling Energy on Transmission Reservations Effective Date: TBD The scheduling of a TSR is accomplished through the etag. An etag is a Request for Interchange submitted by a Transmission customer. Transmission customers submit etags for the energy profile being transmitted on Idaho Power s Transmission system. This energy profile within the etag is known as the schedule. ETags were developed by the industry to ensure reliability is preserved by ensuring that all parties to interchange energy transactions receive relevant reliability information. Each etag is an electronic documentation of the energy transaction describing the source, sink, path, transmission contracts to be used, capacity profiles and parties to the transaction. The etag system is used to communicate intent to schedule energy, approval or denial and modifications to schedules. In accordance with NERC Operating Standards INT-001 to INT-004 and WECC Business Practices, Idaho Power Company requires the use of etags to schedule energy in both Pre-schedule and Realtime for all interchange energy transactions, including internal paths, with the exception of Bi-Lateral Inadvertent Interchange Payback Schedules of 25 MW or less wherein the scheduled amounts are known by the Balancing Authority (Sending Control Area) and the Adjacent Balancing Authority (Receiving Control Area), have existing transmission capacity, and the Transmission Providers are aware of the amounts that are exempt from being tagged. ETags must contain appropriate source and sink information. Idaho Power Transmission creates schedules for energy moving within IPCO for Idaho Power s East load (back-scheduled against the Borah-West path) and McCall load (back-scheduled against the Brownlee east path). Only Idaho Power Transmission is able to see these schedules. ETags are submitted and adjusted for dynamically scheduled energy in accordance with NERC Standards INT-001 and INT-004, WECC Business Practice INT-BPS-008 and Section of this Business Practice. 2 12.10 Dynamic Schedules ETag Terms The following are etag terms that will be used throughout this section: Adjustments are initiated by Customers, and are requests to change a tag's profile higher or lower than originally requested. Extensions are initiated by Customers, and are requests to set the stop time of a tag to a later time than was originally requested. Extensions are accomplished by the Customer specifying the added times, energy levels, and necessary transmission for the transaction. Cancellations are initiated by Customers, and are requests to adjust a tag's profile to zero for all hours before the of that transaction. Terminations are initiated by Customers and are requests to set a tag's profile to zero, ing at any point after the time and continuing to the end of the transaction, after the transaction has begun flowing. Curtailments are initiated by a Balancing Authority and are requests to reduce the profile of a tagged transaction based on a reliability concern. Reloads are initiated by a Balancing Authority and are requests to increase the profile of a previously curtailed transaction based on the elimination of a reliability concern. Note that all curtailments that fall within the Start and Stop Time of the reload request will be removed Designating Transmission An important element of the etag is its specification of which transmission reservation the energy is to be scheduled on. The transmission reservations identified through the etag must satisfy the following conditions: Be CONFIRMED (and not deleted) in Idaho Power Company's Scheduling Application; In aggregate have sufficient MW capacity to accommodate the energy schedule; Must have the same POR/POD combination. Must have same transmission service priority as identified on the etag. If any of these conditions are not valid, the etag will be denied. The Customer can specify the transmission on its etag by using any one of the following approaches: Section 12 Scheduling Energy on 2 of 8 Rev TBD

3 a) OASIS ID Approach by entering either a single or multiple CONFIRMED (and not deleted) OASIS TSR or TSN number(s) on the etag; b) Stacked Transmission Approach by combining different transmission reservations to support the committed capacity referenced on the etag. Vertical Stacking - transmission customer combines multiple transmission reservations to achieve a certain net level of capacity; and Horizontal Stacking - transmission customer combines multiple transmission reservations to achieve certain coverage over time ETag Scheduling Timelines Idaho Power Company adheres to NERC Standard INT-001, NAESB, and WECC Business Practices for all tagging and scheduling guidelines unless otherwise stated in these Current Business Practices. Customer should note that all Firm schedules are required per Idaho Power s Tariff Section 13.8 to be submitted by 12:00 p.m. PPT in the pre-schedule day. Idaho Power will not accept Firm schedules submitted after 12:00 p.m. PPT unless a declared emergency condition exists. All Firm schedules not submitted by the 12:00 p.m. PPT deadline will need to be submitted in the real-time horizon (i.e. any new firm schedule submitted at 12:01 PPT will be DENIED). Idaho Power will accept an exact replacement of a submitted firm tag due to corrections not impacting ATC or scheduled interchange. These schedules MUST be labeled as a REPLACEMENT and reference the original tag number. Section 12 Scheduling Energy on 3 of 8 Rev TBD

Real-time tags submitted after 20 minutes prior to the of the transaction will be assigned LATE composite status. * Start-time references are for of the transaction, not the of the ramp Scheduling Interruptible Energy Interruptible Energy (Non-Firm energy) is energy that the Purchasing Selling Entity (PSE) has specified that it may be interrupted. The source Balancing Authority may interrupt the service by giving notice to the sink Adjacent Balancing Authority of the transaction. In the case of an import Interruptible Energy schedule, the sink PSE Customer importing the energy must carry or arrange for another approved Generating Control Area to carry 100% plus 5% or 7% of the interruptible schedule in its reserves. These reserves are calculated in the Idaho Power Company Operating Reserve Obligation and will be called upon should the source Balancing Authority curtail the Interruptible export. Interruptible energy is scheduled on an etag by entering interruptible energy in the comment section of the etag. Section 12 Scheduling Energy on 4 of 8 Rev TBD

5 12.5 Scheduling Energy Wheelthroughs There are two approaches to schedule energy Wheelthroughs. The Customer can submit one Wheelthrough etag that references matching Wheelthrough transmission OR the Customer can submit one Wheelthrough etag that references import and export transmission reservations Correcting an etag During the Assessment Time of an etag, the Customer who submitted the tag may elect to submit a tag correction. Tag corrections are changes to an existing etag that do not affect the reliability impacts of the interchange transaction. Therefore, tag corrections may not require the complete re-assessment by all authorizing entities. Those entities that are impacted by the correction will have an opportunity to re-evaluate the request using the corrected data for ability to implement the transaction. As each correction is received, the Evaluation Time of the transaction will extend, based on the following rules for preschedule and real-time: Upon of a corrections submittal, the evaluation time is based on the NERC/NAESB Interchange Standard Timing Tables. At no time can the Evaluation Time be extended past the Start Time of the transaction; Each correction shall reset the approval status of those entities affected by the correction. If a correction is made to the Path (POD/POR) or the Miscellaneous Information Value field on the Load line of the etag, a new etag will be required. Section 12 Scheduling Energy on 5 of 8 Rev TBD

6 12.7 Modifying an etag If an original etag is adjusted or modified, the following timelines will apply. Idaho Power Company will consider all etags late at XX:40 which is consistent with NERC and WECC practices. These practices are based on regional reliability and as such would demonstrate Prudent Utility Practices, and more closely align with our OATT. Idaho Power will only accept new etags after XX:40 for emergency situations. An etag replacing one previously submitted may be approved if it is clearly communicated as such through a comment on the tag. If a new etag is not appropriately labeled an Emergency Tag Idaho Power will deny it per Sections 14.6 and 13.8 of our OATT. In addition in the Pre-Schedule horizon, Idaho Power will deny new etags that are defined as Late in accordance with the posted Timing Requirements in section12.3.this business practice does not apply to Pre-OATT contracts, those contracts will be addressed as stated in the contract Terminating an ETag If a Customer submits a terminate request that s in the next scheduling hour and it is received less than 20 minutes prior to the termination time (XX:40) of the current hour, that request will be DENIED. 7 12.9 Canceling an ETag In the event that a Customer elects to Cancel a transaction, the following timeline should be followed: Cancellations Submission and Evaluation Timing Submission Deadline* Evaluation Time 20 minutes prior to transaction If received by deadline, no evaluation required. Request is automatically approved. If not by deadline, request is not eligible for Special Exception for Cancellations, and must be processed normally. * Start time references are for of the transaction, not the of the ramp. If a Customer submits a cancel request that s in the next scheduling hour and it is received less than 20 minutes prior to the of the etag (XX:40 in the current hour), that request will be denied Dynamic Schedules All generating facilities (internal or external) impacting a constrained path shall be e-tagged as dynamic schedules. The dynamic schedules shall be created using the Dynamic tag type. The energy profile of the Dynamic Schedule tag must be updated with the final integrated energy amount (MWh) within 60 minutes after the completion of the operation hour. All dynamic adjustments must comply with the NERC Standards INT-001 and INT- 004 and WECC Business Practice INT-BPS Network Resource Schedules Network customers scheduling energy on a designated network resource purchase power contract not identified in a Network Integrated Transmission Service Agreement must indicate the contract number or name if applicable of the designated resource in the comment contract fieldsection of the e-tag. If the contract information is not included on the e-tag, Idaho Power will deny the tag. If the energy being scheduled is from a substitute contract due to book-outs, refer to Business Practice section for additional information.
