3 Ekurhuleni Metropolitan Municipality Energy Department The Energy Department delivers electricity to more than 2.7 million people and industry through the development, operation and maintenance of electricity distribution assets Total Installed Capacity (KVA) - 7 Million Number of Substations Total Number of Transformers 2923 Length of Overhead Lines (Km) 7970 Length of underground cables (Km) 16872

4 Energy Department - History The current department where formed with the amalgamation of the 9 previous municipalities each having their own identity and manner of working Simultaneously, the National Energy Regulator of South Africa (NERSA) initiated an Independent Technical Audit

5 NERSA Findings There are signs that an acceptable level of service will not be possible in future, if the level of maintenance and refurbishment are not improved and the personnel skill level is not enhanced The technical asset management and operation was considered to be lagging similar to other metropolitan licensees Investment in the maintenance and refurbishment of the networks needs to be enhanced. This is particularly evident in some of the older sections of the medium and low voltage networks

6 NERSA Findings...continued Within the areas visited, there were an absence of technical support systems and a lack of common operational and maintenance procedures Modern methods of network asset control and maintenance management were lacking Skills shortages were repeatedly described as exacerbated by unrealistic HR policies

7 Centralized Asset Care Centre The Centralized Asset Care Centre (ACC) manages Assets in terms of a Maintenance Plan, Policy, Strategy and Maintenance Tactics in compliance with various national and international standards. Compliance to these are monitored on a regular basis Manage the Computerised Maintenance Management System (CMMS) Manage a multi year Refurbishment plan Identify as and when required Maintenance and Refurbishment Bids

8 Centralized Asset Care Centre continued Update asset register and financial values. Monitor and report on Maintenance Functions and Network Interruption Statistics. Asset Register: Grap 17 compliant Assets loaded, comprising of HV and MV assets. Total replacement value is R26 billion with a depreciated value of R13 billion. Received an unqualified audit in July 2010

9 Standardized Maintenance Management Time based: Inspections on Primary Substations, Secondary Substations, Miniature Substations, Kiosks and Batteries Inspections on HV and MV Overhead Lines Substation Intrusive Maintenance Infra Red Scanning Transformer Oil Sampling Cable Sheath Testing Usage Based Transformer Tap Changer Refurbishment On operations Condition Based Transformer Oil Sampling results are captured and follow-up work triggered if pre-set values are exceeded

10 Standardized Maintenance Management Work Orders: Approximately work orders are created and printed monthly. History of all work done are captured in the system. Faulty Bulk Metering Units: Monitor On-Line Metering System and create follow-up work orders for faulty meters in order to enhance revenue management. Power Quality Instrumentation: Monitor On-Line Power Quality System and create follow-up work orders for faulty instruments. Vehicle management 502 Energy Department vehicles are loaded in the CMMS Issue Certificate of Fitness and License Renewal work orders

11 Standardized Asset Refurbishment Due to the aging of Municipal assets, refurbishment is essential. A 3% maintenance ring fencing tariff is allocated to refurbishment. A multi year plan is developed and updated annually. Forced Interruption statistics, local knowledge and inspection results are used to identify refurbishment projects. Since the 2005/2006 Financial Year more than R900 mil was utilised on asset refurbishment.

Overhead line and under ground cable maintenance and refurbishment. Load all MV cables on the CMMS Load all protection panels with relays and setting values

13 Achievements Quarterly Steering Committee Meetings, monitoring progress against an SLA and Masterplan Monthly Technical Committee Meeting, chaired by the Director, where all aspects of asset management are discussed ex. Schedule attainment, availability, MTBF, MTTR etc. Maintenance Tactics standardised across the entire Ekurhuleni. Bids in place to cover all requirements Work Planning and Control standardised and adherence by all. Backlog in Follow-up Work identified and dramatically reduced.

Revenue enhancement through minimizing repair time on faulty meters Infrastructure Refurbishment targets real value adding issues. % Down Time Losses(KWh not supplied) = 0.2% or Availability of 99.8% Reduction in average hours to restore faults Improvement in forced supply loss interruption index Total Schedule attainment for 2011 to date is 89%
