4 1 Introduction Port of Melbourne Corporation (PoMC) has committed to preparing project reports for the Port Capacity Project (Project) on a quarterly basis. This report is the thirteenth Project report. In accordance with the Project for Construction (), the quarterly Project report provides a summary of key Project construction and dredging activities. This report describes performance against the requirements for the period 1 April to the 30 June This report is a requirement of the with relevant findings for the period divided into the following sections: Project Activities Activity Update o o o o o o Communications and Consultation Summary Audits Inductions and Training Reporting and Notifications to Government Agencies Environmental Incidents Environmental Monitoring Buffer Management Plan Activity Update. The current (Revision 7 published 2 March 2016) is available on Port of Melbourne Corporation s website ( 2 Project Activities The Project incorporates the following components: the development of additional container capacity for Victoria by the development of Webb Dock East as a new international container terminal the development of Webb Dock West to accommodate Victoria s roll-on, roll-off import and export automotive trade alongside the creation of ondock pre-delivery inspection facilities infrastructure upgrades at Swanson Dock to facilitate the increase of the capacity of existing container terminals (this is subject to investment by incumbent stevedores). 5 In addition, the Project includes the development of significant backbone infrastructure including road connections, buffer walls and barriers, wharves and associated facilities. The Webb Dock works are expected to be completed in Project works are undertaken by PoMC and Contractors (engaged by PoMC) and are managed in accordance with contractor construction management plans and procedures. Project works to deliver equipment, systems and other superstructures are being undertaken by Contractors engaged by Operators (appointed by PoMC) and are managed in accordance with development agreements. Figure 1 provides an overview of Project construction activities throughout the quarter which are further described below. Page 5 of 17

7 2.1 Civil works Roads and Services contractor BMD Group (BMD), continued work throughout the PCP precinct during the quarter and completed main construction activities. BMD s activities included: Completion of pipe protection and road construction works across APA/VIVA pipeline Completion of Kooringa Way construction and commissioning of Kooringa Way road connection from Webb Dock Drive Installation and commissioning of new services along Kooringa Way Completion of works associated with the intersection of Todd Road and Williamstown Road, including services and pavement works Completion of over dimensional gate across Williamstown Road Completion of pavement works on Webb Dock Drive Completion of a landscape mound in the Westgate Park interface area and landscaping works along Kooringa Way and Webb Dock Drive. Completion Works contractor McConnell Dowell, continued work throughout the PCP precinct during the quarter. McConnell Dowell s activities included: Construction of Short Road Track hard stand area Completion of landscaping works east of Todd Road Commencement of road works, including pavement and services works for the reconfiguration of Empress Road Commencement of earthworks, landscaping and installation of fencing and lights along the Yarra Riverbank and Williamstown interface area Commencement of earthworks associated with additional car parking spaces at Maritime Cove Commencement of earthworks and service works on Webb Dock Drive. During the reporting period, PoMC awarded the Playscape Work Package to contractor Baron Forge. The work package will deliver on the design and construction of play equipment and landscaping in a section of Maritime Cove. During the reporting period, Baron Forge commenced preparation of contractor management plans. Works are scheduled to commence next quarter. Page 7 of 17

8 2.2 Maritime works Maritime Works contractor McConnell Dowell, continued work throughout Webb Dock East and Webb Dock West during the quarter. McConnell Dowell s activities included: Dredging by the Machiavelli within Webb Dock and disposal of material at the Port of Melbourne Dredged Material Ground Continuation of Webb Dock East under wharf rehabilitation and strengthening activities at Berth 4 Completion of Webb Dock East above deck wharf rehabilitation and strengthening activities at Berth 4 Continuation of deconstruction works at Webb Dock West Berth 3 pontoon Continuation of earthworks and installation of services at Webb Dock West for the construction of the wharf at Berth 3 Completion of concrete deck pouring and southern revetment wall installation at Webb Dock West Berth 3 Completion of navigational aid structures and submarine cabling. 2.3 PoMC Works PoMC engaged consultants to undertake the following works within the reporting period: BlueSphere undertook the drilling, installation and subsequent testing of groundwater wells for the Baseline Environmental Site Assessment at the Empty Container Park to be leased to VICT Senversa undertook soil sampling for the Baseline Environmental Site Assessment at the Webb Dock East Terminal area to be leased to VICT. 2.4 Operator Works International Container Terminal and Empty Container Park (VICT) During the reporting period, VICT and its builder BMD, continued construction activities in the Terminal Area (On-Dock Area), Gate Control Area (Off-Dock Area) and Empty Container Park. Activities included ground improvement, drainage works, services installation, installation of crane rails, landscaping and completion of building construction and fit out. During the reporting period some areas transitioned from construction phase to commissioning operational phase. Page 8 of 17

9 2.4.2 Automotive Terminal (MIRRAT) During the reporting period, MIRRAT and its builder CPB Contractors, completed minor defect works and MIRRAT commenced operations. Construction works are now complete and administrative close out is in progress. With the completion of construction activities, MIRRAT will not be included in future quarterly reports Pre-Delivery Inspection Facility (Patrick Autocare) During the reporting period, Patrick Autocare continued to operate. Remaining minor landscaping works were completed during the quarter. With the completion of construction activities, Patrick Autocare will not be included in future quarterly reports Pre-Delivery Inspection Facility (PrixCar) During the reporting period, PrixCar continued to operate. Construction works are complete and administrative close out is in progress. With the completion of construction activities, Prixcar will not be included in future quarterly reports. 3 Activity Update 3.1 Communications and Consultation Summary Communications for the Project were managed in accordance with the. During this reporting period, Project communications included: Stakeholder Engagement engagement activities focused on construction activities including the opening of the port s new internal road Kooringa Way and a weekend closure of Todd Road in June. PoMC and its contractors continue to hold meetings with a number of associations, organisations, peak bodies and industries representing community, transport users and residents to inform stakeholders. Newspaper and radio communications PoMC undertook a two week advertising campaign in relation to the Todd Road closure in the Herald Sun and Port Phillip Leader newspapers. Publications Two flyers about the Todd Road closure and the opening of Kooringa Way were produced and distributed to the Port s stakeholders. The Project s weekly works advisory notices continue to be published online providing a look ahead for construction activities. Page 9 of 17

10 Media Releases (Advisory Notices) No media releases were issued during this reporting period. A total of 12 weekly works advisory notices were distributed to local stakeholders and representatives via , letterbox drop and made available online. Project enews Two enews about the Todd Road closure and Kooringa Way opening were issued during this reporting period. The Project also issued its second quarter enews to the Trade Relocation Group and Project Liaison Group. Online activities Regular website updates including the addition of the Project s Quarterly Project Report and works advisory notices continue to be available via the PoMC corporate website. Public Enquiries The Project responded to 7 enquiries to capacity@portofmelbourne.com and 40 calls on the Project s toll free number. All enquiries were responded to in accordance with the Project s enquiries and complaints procedure. These enquires are in addition to a number of other stakeholder contacts with individuals and groups. Public Complaints This reporting period, the Project received two related complaints regarding noise and dust. The complaints were acknowledged, investigated and managed in accordance with the requirements of the Project s Environmental Management Plan (refer to Section 3.6). Project Liaison Group (PLG) No PLG meetings were held during the reporting period. All previous PLG meeting summary notes are available on the PoMC corporate website. Notice to Mariners and Shipping Protocols Nine Notices to Mariners were issued during this reporting period relating to front lead light works, beacon works, dive works, under wharf works, dredging at Webb Dock & bund trimming at the Northern Dredged Material Ground. 3.2 Audits Ten internal audits were conducted by PoMC during the reporting period focusing on the Contractors and Operators implementation of the Project Delivery Standards. A number of improvement opportunities and recommended actions were identified. From the information reviewed there was no evidence of a non-conformance with the EMP. Page 10 of 17

11 In May 2016, one external independent interim audit was undertaken: The external independent audit was conducted over one day, focusing on PoMC s implementation of Project Delivery Standard 14 Contaminated Material of the PCP EMP: o The external audit included a site close out audit of BMD construction activities. The audit did not find any evidence of non-conformance with the EMP. The external auditor did not identify any actions or improvement opportunities during this audit. In June 2016, one external independent interim audit was undertaken: The external independent audit was conducted over one day, focusing on PoMC s implementation of the EMP and all relevant Project Delivery Standards with the exception of Project Delivery Standard 14 Contaminated Material: o The external audit included a site close out audit of BMD construction activities. The audit did not find any evidence of non-conformance with the EMP. The external auditor did not identify any actions or improvement opportunities during this audit. The external auditor noted one non-conformance against Project Delivery Standard 6 Waste Management as previously identified and notified by PoMC. Refer to section 3.5 for more information. 3.3 Inductions and Training Comprehensive training on the requirements of Project approval conditions including the is provided to personnel working on the Project. This is communicated via Project inductions and task specific training, and will continue to be provided to new personnel as required. During the reporting period 468 project inductions were completed. In addition, two contractors and three PCP personnel completed the Environmental Management Plan training and four contractors completed the Cultural Heritage Management Plan training. Page 11 of 17

12 3.4 Reporting and Notifications to Government Agencies Reporting and notification requirements to government agencies are identified in Table 2 and Table 4 of the, EMP approval requirements and Notification and Reporting Requirements, respectively. The following reports and notifications were made during the reporting period: One notification relating to the provision of the Environmental Management Plan Quarterly Project Report No. 12 to Department of Environment, Land, Water & Planning (DELWP), Environment Protection Authority (EPA Victoria) and the Commonwealth Department of the Environment. DELWP acknowledged the provision of the Quarterly Project Report No. 12. This notification was procedural and did not indicate or relate to any nonconformance with the provisions. Five notifications relating to the identification of potential heritage items were made to Heritage Victoria and DELWP this reporting period. The items encountered included one timber pile, one steel flywheel, one steel plate and glass bottles. Management of the items was undertaken in accordance with the PCP (EMP) and included consultation with the Project Archaeologist and Heritage Victoria. These notifications were procedural and did not indicate or relate to any non-conformance with the provisions. One notification to the relevant agencies relating to one non-conformance with the, Project Delivery Standard 6 Waste Management. The notification related to an environmental incident involving the reuse of waste water on McConnell Dowell s (Maritime) site. Refer to section 3.5 for more information. 3.5 Environmental Incidents A culture of reporting all incidents and near misses, no matter how minor, is supported by PoMC. Several minor incidents occurred during the reporting period relating to waste management, hydraulic oil spills caused by hydraulic hose bursts and minor hydrocarbon and product spills to land. One non-conformance with the PCP Project Delivery Standard 6 Waste Management occurred. Project Delivery Standard 6 requires contractor waste management arrangements to include waste minimisation, containment, segregation and appropriate reuse, recycling, Page 12 of 17

13 treatment and disposal. Furthermore, all waste to be managed in accordance with legislation including the Environment Protection Act 1970 (Vic). On 13 May 2016, potable water that had been stored in the ballast tanks of the barge AMS Gladstone was reused on McConnell Dowell s (Maritime) site. The water was assessed as suitable for reuse as dust suppression with the implementation of specific controls but was unsuitable to be discharged to Webb Dock. On this day, the reuse of the water as dust suppressant commenced. Part of one watercart load was applied to Webb Dock East without the necessary controls to prevent water from entering the stormwater system and water was observed to be entering stormwater drains which connect to Webb Dock. The activity ceased immediately and did not resume. A full investigation has been undertaken and the incident report is being finalised prior to submission to relevant agencies. 3.6 Environmental Monitoring The includes two environmental monitoring programs (airborne noise and dust). Dust was monitored via visual assessment. Dust monitoring informed site dust management activities in accordance with the Contractors and Operators Dust Management Plans. Where dust emissions were confirmed to be attributable to the Project activities, appropriate management actions were taken to reduce dust levels to an acceptable level as reasonably practical. Progression of works and the sealing of exposed surfaces have reduced the dust risk associated with site activities. During the reporting period one dust complaint was received. A dust complaint was received on 2 May 2016 relating to dust conditions noted on two prior occasions by a resident/s. The date of the observations was not known however an area of concern was identified and the observations were concluded to be attributable to the VICT Terminal site. The complaint was investigated and managed in accordance with the Project s EMP Noise monitoring, where applicable, will be activated in response to complaints. During the reporting period one noise complaint was received. On 28 May 2016, one noise complaint was received related to a traffic control vehicle radio. Noise and associated works were confirmed to be within normal working hours and noise monitoring was not required. Contractors were reminded to plan and consider works in proximity to residents. The complaint was investigated and managed in accordance with the Project s EMP. Page 13 of 17

14 4 Buffer Management Plan Activity Update 4.1 Buffer Management Plan Development and Approval PoMC developed a Buffer Management Plan to fulfil the Port Capacity Project Coastal Management Act 1999 (Vic) Consent and Port Capacity Project Incorporated Document Port Capacity Project, Webb Dock Precinct, October 2012, requirements. The Buffer Management Plan has been approved by DELWP (then DEPI) and the Minister for Planning. Development of the Buffer Management Plan involved public consultation including specific community workshops, specialist local government forums as well as presentations to local government, key government agencies and interested community members. The Project Liaison Group, comprising representatives from community, council, peak bodies and industry representatives, and active on-line communication channels have provided feedback in the formulation of the Buffer Management Plan. 4.2 Buffer Planning, Design and Construction Activities The buffer areas documented in the Buffer Management Plan continue to undergo a detailed design process to give effect to the outcomes sought in the endorsed Buffer Management Plan. A summary of the construction status of each Interface Area and features of the detailed design process is provided in Appendix B. Page 14 of 17
