Role of the Academia in MakingSriLankaan Aviation Hub Key Note Address Diploma in Aviation Program Airport & Aviation Services (Sri Lanka) Ltd. Amal S. Kumarage SLFI Colombo 2 nd December 2011

The Changing Definition of a Hub! A location at which a large number of vessels brings goods or passengers for transfer to other vessels Hubs pull resources from outside into them and use their own expertise and special environment to distribute them to the world economy while adding extra value to them A commercial center, a place to which goods, skills, ideas, capital and information are brought together for distribution to other locations in the region and the world, via land, air, sea and ICT infrastructure. A Hub is a Simple Concept BUT a Complex Task to achieve

Certainly a huge advantage when shortest path was the most critical parameter. SUSTAIN General geography is important but not all locations will do what is required to emerge as a hub. Hubs will emerge when there is INNOVATION a spike in traffic which comes with rapid economic development. INFRASTRUCTURE GEOGRAPHY SKILLS TECHNOLOGY

But modern long range vessels can fly anywhere, airports, seaports can be constructed in seemingly impossible places. The right locations that provides the best functional infrastructure will take a lead. TECHNOLOGY INFRASTRUCTURE INNOVATION We can learn from the good examples and bad examples SKILLS SUSTAIN A hub will emerge when the right infrastructure is in the right place at the right time.

Infrastructure is dependent on the supporting roleof the technology usable Long Term Changes in Technology Trade Routes change with technology Pre 16 th Century-Land Based 16 th -20 th Century -Seaports 21 st Air or HSRailways? Short Term Technology Developments Widest application of current technology INNOVATION SKILLS TECHNOLOGY SUSTAIN A hub will emerge when the right infrastructure and technology are in the right place at the right time.

Technology unlike infrastructure has short product life cycles. Technology requires constant supply of skilled and re-skilled persons to use and manage the technology to its optimum. SUSTAIN Pilots AircraftMRO Aviation Management & Operations Airport Management Airline Management SKILLS TECHNOLOGY Hubs must have ability to recruit correct staff with right skills INNOVATION A hub will emerge when the right infrastructure and technology are in the right place at the right time in the hands of the right people

Innovation is what will keep a hub alive and competitive There must be right environment for skills to be used to innovate SUSTAIN Opportunities/Investment should be made for Check List Expenditure on R&D and Outputs & Outcomes New Processes and Products Looking better not poorer SKILLS INNOVATION TECHNOLOGY A hub will emerge when the right infrastructure and technology are in the right place at the right time with the right people and the right environment to innovate.

Airport design and passenger/cargo handling processes Quality Quantity Opportunities for Innovation Creation of value addition services Lean management in reducing total cost Improved efficiency of infrastructure and rolling stock Strategic Management (Financial, Operational, Marketing, HRD) Ease of doing business (Documentation) Green Management

A hub requires integration with other transport modes (inter-modalism, multi modal choice) A hub requires integration of different service types (international, regional, domestic/low cost, leisure, business) SUSTAIN A hub requires integrating to a modern and livable Urban Centre (accessible, clean, reliable, safe, active) Integrate with Economic Drivers (Financial, Commercial, Tourism, Education) A hub will emerge when the right infrastructure and technology are in the right place at th right time with the right people and the right environment to innovate and integrate.

A hub must have ability to growin (throughput, contribution to economy and other sectors) A hub willachieve this by planning for growth SUSTAIN Ahub will need to have efficient technical KPIs, financial KPIs to pass on to users as user fees. A hub will require enabling the entire supply chain (manufacturers, shippers, tour operators etc) A hub will develop when the right infrastructure and technology are in the right place at the right time with the right people and the right environment to innovate and integrate to enable growth.

A check list to determine sustainability Scale of Growth Hub or Rim International Rankings SUSTAIN INNOVATION SKILLS TECHNOLOGY INFRASTRUCTURE GEOGRAPHY

Conclusion Growth as a hub is a complex task An essential ingredient is the right people. People need to be enabled in developing right skills in each area. They should be provided the right environment to innovate and integrate to achieve growth and sustainability
