2 LEGAL NOTICE Sealed bids will be received at the office of the Southwest Regional Water District, 3640 Old Oxford Road, Hamilton, Ohio, 45013, until 2:00 p.m. (Eastern Time) on Friday, December 7, 2018, for providing treatment plant chemicals and salt at the District s North and Metcalf Water Treatment Plants in St. Clair Township and Ross Township, Butler County, Ohio, during calendar year Base bid prices shall be on a delivered cost-per-cwt. or cost-per-ton basis, as specified. All bid prices shall be firm, including freight, through December 31, Alternate bids for supplying caustic soda for shorter time periods and for offering two-year contracts for selected items will be accepted. The anticipated first delivery date for all products is January Bids may be sent via to sackenheimp@swwater.org. Hard copy bids shall be clearly marked on the outside of each envelope: 2019 Water Treatment Plant Chemicals and Salt and shall be addressed to: Phil Sackenheim, Southwest Regional Water District, 3640 Old Oxford Road, Hamilton, OH, All bids shall be submitted on the Bid Form provided with the Specifications and Bidding Documents, which are available from the District upon request. All bids will be opened promptly at 2:00 p.m. (Eastern Time) on Friday, December 7, No bids will be accepted after that time. The contract(s) for purchase of chemicals and salt will be awarded to the lowest and best bidder(s). The lowest bid will be determined based upon either the lowest bid for each bid item specified or the lowest combined bid offered for any combination of bid items specified. The District reserves the right to reject any and all bids and to reject all bids for any one or more of the items specified and to rebid the contract for the item(s) for which bid(s) are rejected. 5 SPECIFICATIONS - NORTH WATER TREATMENT PLANT CHEMICALS Chlorine (Cl 2 ): 10,000 pounds delivered in one ton cylinders, meeting AWWA specification B301, and empty cylinders removed. Bidder/supplier must provide 24/7 technical support and emergency assistance service and must be able to provide the product within 72 hours (3 working days) of the date or order. Fluorosilicic Acid (H 2 SiF 6 ): 30,000 pounds delivered in 15,000 pound bulk shipments, meeting AWWA specification B703. The product shall contain 25% H 2 SiF 6 by weight and be delivered and transferred to the District s bulk storage tank. Bidder/supplier must provide 24/7 technical support and emergency assistance service and must be able to provide the product within 72 hours (3 working days) of the date of order. Carbon Dioxide (CO 2 ): 320,000 pounds delivered in 40,000 pound bulk shipments, meeting AWWA specification B510. The product shall be delivered and transferred to the District s bulk storage facility. Bidder/supplier must be able to provide 24/7 technical support and emergency assistance service and must be able to provide the product within 5 working days of the date of order. Sodium Hexametaphosphate (NaPO 3 ): 20,000 pounds delivered in 55 gallon plastic drums (no skids allowed), meeting AWWA specification B502, and empty drums removed. The product shall contain 35.5% (+/- 1%) NaPO 3 by weight. Bidder/supplier must be able to provide 24/7 technical support and emergency assistance service and must be able to provide the product within 5 working days of the date of order. Sodium Hydroxide (50% NaOH diaphragm grade): 1,536,000 pounds delivered in 48,000 pound bulk shipments. Product shall be certified to meet AWWA specification B501. The product shall contain 50% NaOH by weight and be delivered and transferred to the District s fiberglass bulk storage tanks. Supplier must be able to provide 24 hour technical support/emergency assistance and must be able to provide the product within 5 working days of the order date. Membrane grade may be substituted. SPECIFICATIONS - W. GUY METCALF WATER TREATMENT PLANT CHEMICALS AND SALT Chlorine (Cl 2 ): 10,000 pounds delivered in one hundred fifty (150) pound cylinders, meeting AWWA specification B301, and empty cylinders removed. Product shall be delivered in cylinders and transferred to the chlorine feed and storage room. Bidder/supplier must provide 24/7 technical support and emergency assistance service and must be able to provide the product within 48 hours (2 working days) of the date or order. Fluorosilicic Acid (H 2 SiF 6 ): 28,000 pounds delivered in 55 gallon plastic drums (no skids allowed), meeting AWWA specification B703, and empty drums removed. The product shall contain 25% H 2 SiF 6 by weight and be delivered in drums and transferred to the District s chemical feed and storage room. Bidder/supplier must provide 24/7 technical support and emergency assistance service and must be able to provide the product within 72 hours (3 working days) of the date of order. Rock Salt: 1000 tons delivered in 25-ton loads in dump-style trucks equipped with coal/grain chutes, meeting AWWA specification B200. Product is commonly referred to as coarse Southern rock salt. Sodium Thiosulfate: 1200 pounds delivered in 15 gallon drums, and empty drums removed. The product shall contain 30% (+/- 1%) by weight of Na2S2O3 and shall be delivered in drums and transferred to the District s main treatment building. Bidder/supplier must be able to provide 24/7 technical support and emergency assistance service and must be able to provide the product within 5 working days of the date of order. 4

6 NOTES 1. Product specification sheets shall be submitted along with SDS sheets for each item bid. All items must meet applicable AWWA specifications. 2. All delivery quantities (orders) are on an as-needed basis established by the District. 3. All chemicals must be delivered to the storage area for the respective chemical or transferred to the bulk storage tanks for the chemical or salt. 4. All quantities are approximate and may vary in accordance with production rates for All bids shall be delivered FOB the North and/or Metcalf Plant according to the bid items. 5. Unit prices will be paid for the weight of product delivered and may not be adjusted according to the plus-or-minus percentage of actual chemical content. 6. Terms of payment = Net 30 days after receipt of invoice. If you are unable to comply with any of these procedures, provide a statement of the security measures you are currently using relative to shipment of your products. This information will be used by the District to evaluate each bid. 1. Suppliers shall send the District photos and names of the drivers making the deliveries. 2. The District shall be notified of the name of the driver before the truck leaves the terminal. This will allow District staff to match the driver photo with his I.D. photo when he arrives. 3. Delivery trucks will be sealed with a security tag, and the serial number will be faxed to the utility after the truck has been loaded and is ready for shipping. 4. The tanker number will also be faxed to the District in order to match the numbers, assuring it is the same tanker that left the terminal. 5. The manifests will contain all of the same information along with the serial numbers and tanker numbers. 6. All chemical and salt deliveries must be prior coordinated and must occur Monday through Friday between the hours of 8 a.m. and 3 p.m. at the North Plant and between the hours of 9 a.m. and 2 p.m. at the Metcalf Plant, unless otherwise agreed to at the time the order is placed. Deliveries will only be accepted with prior proper notification. Drivers may not be admitted if they do not call ahead to coordinate the time of arrival Gallon drums will not be accepted on skids. 5
