3 Competition Committee The Competition Committee will keep members apprised of competitive parcel shipping opportunities, new entrants in the shipping market space, and developments concerning existing players. Membership is limited to parcels shippers (Active Members). Term: February 15, Establish strong ties between the Parcel Shippers Association and carriers. 2. Foster competition in the parcel delivery market space. 3. Ensure that PSA member are kept apprised of market developments. Planned Activities: 1. Committee visits to carrier facilities. 2. Committee meetings with carrier representatives. 3. Monitor carrier activities that affect the competitive landscape. 4. 4 Competitive Products Committee Meet quarterly with USPS HQ personnel to discuss any planned parcel qualification and preparation changes that affect eligibility for discounts and pricing in general, or affect service. Coordinate effort with PostCom (The Association of Postal Commerce), DMA (Direct Marketing Association) and CSA (Continuity Shippers Association) to address small package issues. Term: February 15, Work with Postal Service to insure new preparations are operationally feasible. 2. Insure that industry is provided enough lead time to prepare for new rules / pricing. 3. Continue dialogue on specific product / eligibility changes already under consideration for 2012: a. Potential change in eligibility for BPM (Bound Printed Matter) based on dimensional and/or density parameters, or, transitioning BPM to Competitive, or moving away from BPM all together and transitioning BPM items to Standard Mail flats or Parcel Select. b. Any further pricing implications for Lightweight Parcel Select to cover costs? c. Permanent avoidance of $3 Forwarding & Return-to-Sender fee for Lightweight Parcel Select and BPM. d. Permanent avoidance of Delivery Area Surcharges. e. Goal of free delivery confirmation for all commercial parcels (including BPM which is currently excluded from the plan). 4. Provide input on service concerns related to the USPS proposal of 5x/week delivery. 5 Green Committee Charter Work with the shippers, mail owners, and the Postal Service to promote the understanding and implementation of greener practices. Term: November 18, ) Keep members informed on what the USPS is doing on environmental and sustainability objectives and what direction they are going in. 2) Keep members informed about current and emerging requirements and regulations on a federal and state level. 3) Share Best Practices on carbon reduction and other sustainability measures. 4) Explore commissioning studies which encourage networks, services and workshare partners that promote sustainability. This would include both gaining an understanding of the current and emerging expectations of the customers of PSA members and end consumers with regard to environmental sustainability and carbon reduction. 5) Build knowledge to educate the end consumer on the carbon footprints of various delivery methods, so that they can make educated decisions. 6 International Committee Monitor trends, practices, legislation, Customs, UPU issues and new developments with respect to international parcel shipping. Inform and engage the association membership in international parcel issues and opportunities. Term: February 15, 2014 Assemble a committee comprising members with expertise and/or high levels of interest in cross-border parcel shipping from shippers, carriers and third party service providers. Create channels of communication for members who have international parcel shipping interests. Inform members of opportunities and challenges with respect to shipping across borders. Liaise with USPS Global Business management and advise members on strategy and operations. Inform members on issues concerning international parcel delivery that arise from time to time at: o U.S. Dept of State Advisory Committee for International and Postal Delivery (FACA) o Universal Postal Union (UPU) Consultative Committee o International Mail Advisory Group (IMAG) o Global Address Data Association (GADA) Advise members on regulatory issues concerning international parcel delivery that arise from time to time at : o U. S. Customs o Dept. of Commerce o Department of Homeland Security (DHS) and Transport Security Administration (TSA) Promote PSA membership to international and domestic parcel shippers considering shipping with USPS. 8 Network, Transportation and Delivery Committee Committee is to collaborate with USPS on network, service and tracking visibility. Our goal is to provide a cost effective, high-value, Ground Parcel service/product that meets the needs of the PSA members Term: February 15, 2014 Need to have a developed process to communicate network, transportation and delivery changes to key partners o Proactive communication from USPS on DDU and plant closings Easy access to the USPS from an entry stand point o Accurate posting of critical entry times, dock height, etc. o Timely updates when consolidating facilities Continuous improvement on the first delivery attempt o Improve notice left process barcode scan with proof of delivery Improving the timeliness and reliability of delivery data through the development of an open data pipe and upgrading field scanning equipment o Determine what process is used for IT system releases and beta testing for new products o Better documentation and information about releases Scan rate consistency of 99.1% goal o Provide feedback mechanism for poor performance Improve Day 0 delivery percentage (when critical entry is met) and re-enforce for all packages Quarterly meeting the Vice Presicent for Product Visibility and Operational Performance, o Discussion of scanning by category (Acceptance Scan, Container Scans, Arrival at unit scans and Delivery scans o Enforcement of policy to provide an electronic notice left event code 02 so the clock is stopped for service commitment o Measurement of the new scans associated with the Small Parcel and Bundle Sorters and the manual operations (use of ring scanners) o Container Barcode direction Collaborate with USPS leadership on NDC network redesign and enhancements to the last mile delivery Members: Steve Zwieg (FedEx) and Steve Wheeler ( Colony Brands) Co-Chairs; John Medeiros (DHL Global Mail); Carol Kliewer (Harland Clarke); Don Krippner (Bluestem); Tom Underkoffler (Medco Health Solutions)

9 Seminar Committee To provide a forum where members can acquire knowledge and network with experienced industry experts to solve operational and logistics problems and to enhance their company s bottom line. Term: February 15, Apprise members of latest changes in regulations and opportunities in the parcel delivery world. 2. Uncover opportunities that encourage cost savings, higher service levels and improve customer relations. 3. Enable contact with real life, successful, industry professionals to develop the tools necessary to manage a world class fulfillment operation. 4. Review in depth current issues affecting the mailing industry 5. Update members on congressional and administrative developments affecting the industry. 10 Charter for the Small and Medium Business Committee The Small Medium and Business Committee will work with the Postal Service and other carriers to encourage competitive parcel shipping opportunities that promote growth for small and medium size businesses. Term: February 15, Promote ease of shipping for small and medium size business. 2. Encourage cost effective package preparation, shipping payment, and entry for small and medium size businesses. 3. Ensure that PSA member are kept apprised of small and medium business market developments. Planned Activities: 1. Committee meetings with carrier representatives. 2. Monitor carrier activities that affect the small and medium business growth. 3. Arrange for appropriate presentations at PSA meetings and participation in PSA events. 11 Visibility and e-vs Committee To work with the United States Postal Service on Electronic Verification System (e-vs) and the Product Tracking System (PTS) to ensure PSA has input to the on-going functionality and enhancements to these systems. The committee will also represent the PSA to identify with Postal visibility enhancements that will allow for the total tracking, tracing and service measurement of all packages. Term: February 15, Assure that parcel shippers have a voice and input to the on-going functionality and enhancements to the e-vs manifesting and the PTS, including reporting. 2. Develop e-vs and PTS enhancements directly with the USPS. 3. Provide e-vs and PTS improvements that will benefit the parcel industry and protect against unrealistic postal requirements and implementation timelines 4. Work with MTAC and other organizations to assure that service measurement targets are being developed, measured and that proper diagnostics tools are being made available to the package mailing industry for specific service performance analysis. 5. Work with the USPS to ensure that visibility of packages is in the forefront and priority for the organization. 6.
