1 INDIAN INSTITUTE OF TECHNOLOGY KHARAGPUR , INDIA No. IITKGP/AERO/PLAN/Tender/ /CSM-02 Date: 16/09/2016 Sealed tenders are invited in Two-bid System in two separate sealed envelopes (one for Technical specifications and the other for Commercial offers) from eligible Indian manufacturers/suppliers or foreign manufacturers through their Direct Indian Agents for the supply of Automatic probe calibration traverse mechanism for the Department of Aerospace Engineering, IIT Kharagpur. If any Indian Agent quotes on behalf of Foreign Principal, in that case, as per GFR Rule, Vendor Registration Number from DGSD under Ministry of Commerce, Government of India, and copy of business agreement are to be submitted along with quotation (in the Envelope containing the Technical Bid) failing which the quotation would not be considered. Both the envelopes must be sealed and should clearly be marked on top of envelope about type of envelope (i.e., technical/price bid), tender reference no. and name of agency submitting the bid. The technical bid should not have any price indication. Bidders are required to submit their Details in the format given at Annexure 3 and signed Declaration in the format given at Annexure 4 along with their technical bids. These two envelopes, mentioned above, must be in a larger envelope with tender reference Number, Titled Supply of Automatic probe calibration traverse mechanism and name of the agency clearly written over it. Bids, those are not following two-bid system, will be cancelled. Please send offers, along with descriptive catalogue/brochure. The validity of the bid should be at least 120 days from the last date of submission. Please refer Annexture-1 for Technical specification and Annexture-2 for Techno-commercial terms and conditions. 2 Annexture-1 Technical Specifications for Automatic probe calibration traverse mechanism 1. The probe traverse mechanism consist of motion mechanism, control equipment, adjustable clamp. The motion mechanism includes two stepper motors to give motions named Yaw motion (β) and pitch motion (α). 2. For Yaw motion stepper motion need: The motor with gear ratio of 36:1 or 72:1. The load capacity up to 90 kg horizontally and 12 kg vertically. Revolution time at 600 rpm ranges from 2 to 8 seconds. 3. For Pitch motion stepper motion need: The motor with gear ratio of about 90:1 gear ratio. The load capacity up to 20 kg horizontally and 3 kg vertically. Revolution time at 600 rpm is 8 to 10 seconds with good precision control. 4. Motion control of motors need to be through host computer and directly used for controlling the drivers of both the motors. 5. The multi hole probe will be connected through Scanivalve (DSA3217 Pressure Scanner) for pressure data capture. The details are given in link:

3 6. The developed software of this system should have LabVIEW program platform. The functions of the software include furnishing the probe, checking the hardware, inputting from scanivalve, and motion control parameters. 7. Measurement & Automation Explorer (MAX) and NI Motion Assistant, need to be used to make the software programming process more flexible. 8. The GUI developed need to be user friendly and self-explanatory. 9. The supporting structure should be of good quality aluminum and should handle the load. 10. For probe holding the clutch mechanism as used in CNC machine can be used. This holder should hold maximum probe diameter of 12 mm and minimum of 2 mm. In the calibration process, the most basic movement of the stepper motor should be in such a way: once the motion command is issued, according to the given acceleration and speed, the motor starts to run, and then rotates across a given angle, finally, decelerates with a given deceleration until it stops. When the probe needs to rotate across a specific pitch-angle or a yaw angle, such a movement pattern can be repeated, here a sub VI need to be use. A sub VI can be a program written in the LabVIEW and can be embedded as a subroutine into a larger program with its inputs and outputs being defined for the given nodes through the connector panel. In the calibration process, this sub VI should be called whenever the rotation of the probe is needed. For different motors, the sub VI is available and also can be called. When the sub VI is running, the command signals are transmitted among the motion control components in the format of digital pulses. The motion controller receives the commands from the computer, then sends the pulse signals to the motor driver. The driver drives the motor to rotate. Finally, the actuator rotates the probe to the given position. The motion controller controls the angular displacement by the means of limiting the number of pulses, and controls the angular speed, acceleration, and deceleration via controlling the pulse frequency such that the uncertainty from the movement mechanism is small.

4 Annexture-2 Techno-commercial terms and conditions 1. Installation & commissioning: The instruments/goods to be tested and commissioned by representative of the supplier free of cost at our premises and to the satisfaction of the users. 2. Training: The supplier should provide the training on site free of cost. 3. Warranty: Warranty should be for a minimum period of 2 years. 4. The cost should include the items like cables, power supply, adaptors, connectors, switches etc fall in this category of items which help in interfacing the mechanism. 5. Wherever applicable, adequate cable length should be provided between different individual units. In the quotation the supplier needs to provide details related to price of actual cable length supplied and price of unit length of additional cable if required. 6. The purchaser has the right to purchase only traverse mechanism and use it with their existing data acquisition and signal processing hardware system. Therefore all information regarding the traverse mechanism required for interfacing with a general and capable data acquisition and signal processing hardware system must be made available. 7. Environmental requirements: Necessary environmental limitations i.e., temperature, humidity etc. during the operation of the instruments/goods should be specified clearly. 8. After sales service: After sales service should be available for 10 years. The system may need up gradation in future. The supplier should show readiness to upgrade the system as and when needed. The supplier can ask for the charge for system up gradation. 9. Please provide a list of such supplied systems in India and abroad, both in academics and industry. 10. In the technical bid, vendors have to give a technical compliance certificate along with technical literature. 11. Compliance certificate is to be submitted as per our technical specifications. Claim for compliance should be traceable to your brochure. Please mention page number etc. of your brochure for easy traceability. 12. The following documents are required from the Indian agents of Foreign Firms in line with the Rule 143 of GFR 2005 and CVC instruction and one circular dated of DG S & D, New Delhi: (i) Foreign Principal's Proforma Invoice/declaration on letter head indicating the commission payable to the Indian Agent, nature of after sales service to be rendered by the Indian Agent. (ii) Copy of the agency agreement with the foreign principal and the precise relationship between them and their mutual interest in the business. (iii) The enlistment certificate of the Indian Agent with the Director General of Supplies & Disposals (DGS&D) under the Compulsory Registration Scheme of Ministry of Finance. 13. Regarding this purchase, the decision of the Director would be final and binding.

5 14. Payment terms for foreign firms: Through irrecoverable Letter of Credit after receipt of store in good order and condition 15. Payment terms for Indian firms a) 100% payment through electronic transfer or A/C payee demand draft after receipt of store in good order and condition, successful installation and the after certification of the bill by the Head of the Department. b) Ensure providing i) Bank details and PAN number of the beneficiary. ii) Full name and address of the beneficiary on whom order has to be placed. 16. In case the due date for opening tender happens to be a holiday, the same will be opened on the next working day. The timings will however, remain unchanged.
