THE PROJECT The project Long Term National Transport Strategy for the Hashemite Kingdom of Jordan has been awarded to the consortium PTV-TRT and has started on 2 September 2012 The objective of the study is to assist the Ministry i of Transport of Jordan in the preparation of the National Transport Strategy for the next 20 years and in its subsequent implementation. Particular attention will be devoted to the training of the ministerial staff and to the effective knowledge transfer of methodologies. The project will be developed in two phases for a total duration of 18 (development) + 18 (support for implementation) months. Amman, 5 November 2012 I Page 3

OBJECTIVES OF THE PROJECT Follow National Agenda Support continuous economic growth Meet environmental and social goals For the first time, in Jordan, integrate all transport modes into one single planning process Take on board Transport Strategy Coordinate with TTF programme and other projects A national but also a regional dimension Transport System Land Use Population The Environment Economic Development Knowledge transfer to MoT and other institutions Create ownership of the long-term national strategy with MoT, other Ministries, Authorities and Stakeholders Implementation of the Strategy! OBJECTIVES OF THE PROJECT The importance of regional dimension On one hand, the regional development of transport demand (flows between neighbouring countries and Jordan and transit transport) has an important influence on Jordan transport system because contributes to transport flows, to congestions, to negative impacts, etc. On the other hand, the development of Jordan s transport system also influences the regional transport flows. If the networks are improved (higher capacity, better comfort, lower slopes, lower travel times, less time lost at borders and lower costs), the Jordan route : will attract more transport flows from other routes, and will generate additional flows for: increased economic activity in the region, increased exchange of goods in the region due to the improved infrastructure in Jordan. An improved infrastructure in Jordan can contribute to a positive economic development of the whole region. Amman, 5 November 2012 I Page 5

CONSULTATION PROCESS Stronger coordination and cooperation between Planning Institutions, Ministries, i i Authorities and other Stakeholders Benefit for planning institutions (MoT, MoPWH, GAM, ASEZA...) Better coordination between planning institutions Basis for definition of institutional framework with clear roles and competencies Each institution contributes to the National Transport Strategy Chance for the National Transport Strategy to really be accepted and adopted Basis for identification of new sources of funding of projects, e.g. PPP Benefit for other stakeholders Possibility to contribute to National Transport Strategy Improve the relations between regulatory bodies and operating institutions Inclusion of needs stakeholders in the national strategy and 5-year rolling action plan Amman, 5 November 2012 I Page 6

PROJECT COMPONENTS AND MAIN OUTPUTS 2) Providing the tools for the long term transport strategy Development of a multi-modal transport demand model The transport model is a valuable tool to support decision making by contributing to: assess and quantify different development scenarios, taking into account demand shift across transport modes and routes, in terms of: efficiency effectiveness sustainability impacts: social, economic and financial environmental (air quality and pollution, noise emissions etc.) energy consumption safety support with validated data projects phasing (what to do first) and optimisation Amman, 5 November 2012 I Page 11

Definition of policy principles: institutional, planning/investment, regulatory/ licensing, pricing, i taxation ti and subsidy policies i Definition of strategies and integrated measures: institutional reforms, optimising existing infrastructure, use of PPP, tariff setting, pricing Definition of the action plan: requirements, who does what?, KPI, efficiency Amman, 5 November 2012 I Page 13

THE RAILWAYS IN THE TRANSPORT STRATEGY Railways as a pillar of a multimodal and integrated transport network Integrated and consistent transport policies and strategies across the different transport modes, through an improved cooperation among stakeholders Intermodality as a mean to boost the railway role: Freight transport: functional and physical connections between the railways network, ports and dry ports Passenger transport: seamless transport for travellers using trains, public transport, taxis, private cars (parking interchanges) Amman, 5 November 2012 I Page 15
