Ian noted that the interaction of invited guests was to be through their host delegates. Previous Minutes: No matters arising. Access & Use (A&U) Restructure Dennis Crequer, Acting Manager Design, A&U, addressed the meeting and gave an update on the current restructure of Access and Use. Dennis noted that A&U has been divided into three groups: Direction advises on direction and priorities for A&U group Design designs and creates tools to enable change- provides technical advice Delivery manages day-to-day interaction with customers and delivers A&U products and services Dennis also noted that if you have been dealing with someone in the past, then they are still the point of contact during the transition period. Discussion Dougal Morrison inquired as to whether interaction with the Ministry of Transport was part of the plan? advised that,separate to the restructure, work has started on the prioritisation of projects and A&U will work with the MoT to proceed. David Vinsen asked whether the industry interviews that Dennis had undertaken played a part in the restructure design? Dennis advised that he was not part of setting up the restructure, but the interviews did play a part and were taken seriously. They did not cause the restructure, but definitely influenced it, with a recognition that things could improve. 2

3 Light Vehicles session Workshop 1 Improving the safety profile of the light vehicle fleet Ian Baggott introduced some facts and figures related to the light vehicle fleet prior to the workshop to develop ideas to influence five strategic goals namely; Reducing the average age of the fleet, Improving regulatory compliance levels, Increase the % of 5 star vehicles in the fleet, Increase the % of vehicles in the fleet with ESP and Increase the % of vehicles in the fleet with SCA. Euan Philpott raised a concern that the ideas raised would not be followed up and would like to know what will happen with these ideas? advised that the ideas developed at the workshop will form the basis of discussion in the establishment of the work programme once they have been fully considered in relation to a benefit cost analysis.. Workshop 2 -In-Service Repair (Presentation) Bill Hyslop Bill summarised the progress on the project through the consultation carried out with stakeholders. Bill asked that if any members had examples of poor in-service repairs, then please send to Bill, with photos. John Lucas raised a concern over the description of the wrecks register and suggested it would be better to use the term damaged vehicle register It is important to the insurance industry that those vehicles which are insurance repaired under the protocols be removed from the register to prevent vehicles being tagged as perceived lesser value. Also, some thought needs to go in to being able to better identify and locate damage with written off vehicles as it is sometimes hard to tell where the damage is. The Insurance Council in the interim could provide with identification of de-registered written off vehicles. Next Steps: 1. Ian Baggott discussed a draft work program with the group and called for input from the group to assist with some aspects of the work. The first action item was the establishment of an industry protocol relating to collision repair best practice; Who to be involved: Repair Certifier Association MTA CRA MIA I-Car Thatcham 2. It was mentioned that there is a greater need for access to repair information Ian advised that the MIA have a comprehensive list of manufacturers on their web site along with what repair information is available and how it is accessed. Perry Kerr agreed to follow up with his membership to clarify any issues relating to access of repair information. 3

4 Perry Kerr advised the following in an to dated 21 September 2011; Following the meeting I have made contact with the three companies concerned and have now received written confirmation from them that as far as they are aware repair information is being provided with any collision repair parts that have been sold through their dealer networks. All three companies however point out that they do have preferred collision repair shops which they support by way of training, direct access to repair information etc. In European Motor Distributors case this extends to all their brands Audi, Volkswagen, Skoda and Porsche. The point was made in the replies from my members that the parts in question may have been second hand or parallel imports. If this is the case then it would be correct that the repairer would not receive any support from the dealer network. Finally I am in the process of updating our master list of the summary of where collision repair information can be sourced. Having completed this, a copy will be loaded onto our website. Wayne Houghton raised a concern that there is no legislation that stops anyone repairing anything to any standard. advised that the Land Transport Rule-Vehicle Repair places responsibilities on repairers to repair vehicles to within manufacturer s tolerance but there is no formal appointment of or monitoring of the repairers by. Dean McMillan raised the issue of potential conflict of interest with the audit process and asked if there could be an independent third party to oversee? The has the ability to investigate repairers under the Land Transport Rule-Vehicle Repair. The audit / investigation process will be considered as part of the package of work will undertake. Light Vehicle Session Summing Up Frank Willett asked the MoT staff in attendance, who was leading the next phase of the WoF Review. MoT officials advised that work on the WoF/CoF review was scheduled to be undertaken as part of the Safer Journeys Action plan with the aim of providing a paper to the Minister in the second financial quarter. However due to wider implications of the review it has been moved out of the Safer Journeys programme and currently sits in Leo Mortimer s safety team portfolio. Work on the review has not commenced yet.. 4

5 Heavy Vehicles session Dennis Crequer repeated the A&U restructure update presentation given during the morning session. Workshop 3 CoF B Review Reflections workshop Steve Bullôt gave some background information on the CoF B report as well as summarised some of the findings. Bruce Currie introduced some facts and figures around the CoF process prior to the workshop session to discuss ideas to influence the achievement of 6 strategic goals namely; Providing benefits to operators and in-service inspection providers, Reducing the cost of compliance, Improving safety, Improving network efficiency, Compatibility with the ORS and Improving compliance levels Mike Walsh raised a concern over where the CoF B review was going and when is all this going to end so the vehicle inspection industry can invest and get on with business? agreed that there needed to be clarity on the purpose of the review and that a detailed cost analysis needed to be done to put any of the ideas developed as part of this workshop into (value) context Mike Walsh indicated that the uncertainty was having an impact? responded that they recognise that the current infrastructure is working at an optimum level and we need to balance the impacts in relation to economic benefits of providing a good customer focus, optimum compliance costs as well as ensuring the delivery of a safe inspection outcome. Frank Willett asked what would be done with the ideas list from the workshop? advised that the ideas developed at the workshop will form the basis of discussion in the establishment of the work programme once they have been fully considered in relation to a benefit cost analysis. As part of this process will have contact with Transport Service Delivery Agents (TSDA), and another workshop at VSAG to further build on ideas if necessary. Vehicle Dimension & Mass (VDAM) update Steve Bullôt () gave a brief update on the permit system. Dougal Morrison asked if are looking at upgrading bridge restrictions on key routes? advised that the Highways & Network Operations (HNO) are reviewing all bridges and putting a map out will all bridges on it. They are trying to create route limits for worst bridge on that route. Heavy Vehicles Projects update Bruce Currie Bruce noted that the heavy vehicle team will be doing a stocktake of projects and reprioritise them within the wider work programme being developed as result of the recent restructure.. 5

6 Heavy Vehicle Summing Up Ian Baggott noted that the feedback is taken seriously and that the VSAG meeting is as much for the benefit of members as it was for.
