3 PAGE: 5 SPECIFICATIONS 1. SCOPE 1.1. The County of Rockland is seeking bids for pricing to furnish and deliver Type 3 glass spheres with Silane-type adherence coating for use with water based acrylic latex type pavement marking materials to the County of Rockland Highway Department. Orders will be placed on an as needed basis. 2. GENERAL REQUIREMENTS 2.1. This specification covers Type 3 glass spheres to be gravity dropped upon 15 mils of acrylic latex pavement markings to produce a wet-night-reflective pavement marking. These spheres shall be applied at a rate of 12 pounds per gallon of acrylic latex pavement marking material GLASS BEADS FOR PAVEMENT MARKINGS This specification covers the material requirements for retro-reflective beads applied on top of thermoplastic, epoxy or traffic paint for use as pavement markings. 3. MATERIAL REQUIREMENTS 3.1. Glass beads for pavement markings shall meet the requirements of AASHTO M247 and shall be: Composed of glass that is highly resistant to traffic wear and to the effects of weathering Colorless, clean, transparent, free from milkiness or excessive air bubbles, and essentially free from surface scarring or scratching Silica content (ASTM C169): 60% minimum Refractive index: 1.50 when tested by the liquid immersion method at 77 F Show no tendency to absorb moisture in storage and shall remain free of clusters and hard lumps Flow freely from the dispensing equipment at any time when surface and atmospheric conditions are satisfactory for painting A. Sphericity. (ASTM D1155 Procedure A) Spherical in shape - 70% minimum, true spheres Wet/Night Visibility Beads will be tested for roundness according to the procedural directives as defined by the NYSDOT Materials Bureau B. 5 PAGE: The beads shall be packaged in 50 lb. or 2000 lb. moisture resistant bags conforming to the packaging and marking requirements of AASHTO M Vendor shall supply only new, unused materials to the County. 5. BASIS OF APPROVAL 5.1. Approval shall be subject to acceptance by the New York State Department of Transportation Materials Bureau in accordance with this specification and certification that the product conforms to this specification by being placed and maintained on the current approved list of materials. 6. BASIS OF ACCEPTANCE 6.1. Glass Beads for Pavement Markings will be accepted on the basis of the product appearing on the current NYSDOT Approved List and a material certification that the product is the same as the one appearing on the current NYSDOT Approved List and that it conforms to this specification. Certification is to accompany the shipment of the product being supplied. 7. CERTIFICATE OF ANALYSIS 7.1. The vendor is required to submit with each delivery a Notarized and Certified Certificate of Analysis, which will indicate the refractive index, percent roundness and sieve gradation of the delivered spheres. 8. GUARANTIES/WARRANTEES 8.1. Bidder shall submit all guaranties and warrantees with the Bid Proposal. 9. PRICING 9.1. Bidder shall quote a delivered price per pound for a full truckload of 44,000 pounds or more, less than truckload quantity of 22,000 to 43,950 pounds and less than truckload quantity of 10,000 to 21,950 pounds The County of Rockland uses an average of 66,000 pounds per year If Vendor offers a lower price to any other municipality or contractor, such price shall be also extended to the County for the life of this bid or any contract as a result of this bid and prices will be adjusted accordingly. 10. PRICE ADJUSTMENT If the County exercises the option year of the award, Vendor may submit a request for adjustment on the yearly anniversary date of the contract. Any request for price adjustment(s) shall be submitted thirty (30) days in advance in writing to the Director of Purchasing. Any and all price adjustments will be limited to the percentage increase in the CPI Index All Urban Consumers for the preceding 12 months. The County reserves the right to reject any request for price increase deemed excessive CPI-Index - Consumer Price Index for All Urban Consumers as published by the Bureau of Labor Statistics of the United States Department of Labor or a successor or substitute index, appropriately adjusted.

6 PAGE: AWARD This bid shall be awarded in its entirety to the lowest responsive/responsible bidder meeting the stated requirements Evaluation will be made using the sum of the six packaged prices Bidder shall indicate manufacturer of Glass Spheres offered The County guarantees no minimum or maximum purchases or contracts as a result of award of this bid proposal.
