5 Why Move Toward Board Approval? Protect regional treatment of rail service delivery Promote transparent, data-driven process to evaluate service Reinforce role of Board as a policy-making entity Fulfill new bylaws: Adopt and review key performance and service standards to provide policy guidance regarding the quantity and quality of service (Article II.C.4) Create consistency across WMATA transportation modes Page 65 of 87

8 Successful Examples of Formal Service Criteria Applications NY MTA: Added one morning rush hour trip on the J Line because passengers/car was above the threshold for a half-hour period CTA: Reallocated 8 cars from Pink Line to the Brown Line to balance passengers/car LA Metro: Due to crowding at Union Station, adding cars to east bound AM peak trains WMATA: Regional Mobility Panel (1999) developed bus service guidelines to save regional Metrobus service Page 68 of 87
