Identify potential barriers to delivery success Develop plans to reduce, eliminate or manage risks and barriers 6. 10 7. Ensure TT&T requirements are determined, a TT&T Plan is developed, and implementation commenced. 8. Develop the first cut Startup Plan. 9.
