Daily average users (transactions): 4 million; Annual revenues from toll collection: 5700 million; Road operators (n of companies): 24; Annual Traffic: >80 billion vehic-km; Institutional arrangement for the tolled part: concession schemes, national (already in operation) and regional (in construction). NEW DEVELOPMENTS More than 1000 km of new tolled motorways, either national or regional; New toll motorways are seriously considering, or have chosen, Multilane Free Flow solutions (open to available technologies))

4 CURRENT SERVICES CHARACTERISTICS Tolling (EFC) nation-wide by means of a DSRC based system, compatible with EETS (European Electronic Tolling Service); Information on traffic, weather and road conditions; Travel times; Monitoring of the network by means of remote controlling (videocameras, sensors, etc.) and patrolling (i.e. vehicles fleets); Operation, maintenance, by means of dedicated personnel and vehicles fleets (e.g. signposting, winter operations etc) All those services could enjoy satellite based location as an additional feature or facilitator

6 WHAT ACTORS Toll roads operators could offer additional services taking advantage of the local equipments and infrastructures, complemented by Satellite Navigation systems, e.g. EGNOS / GALILEO. Toll road operators do have by law specific prerogatives and duties in the operation of their networks, that they are obliged to fulfil (e.g. Emergency rescue services), and that could take advantage of satellite navigation enhancement (e.g. e-call), in compliance with their internal procedures. Toll roads operators could be the missing link in the EGNOS/GALILEOprovider-user chain.

7 WHAT OPPORTUNITIES NOW Motorways specific characteristics (e.g. Traffic flows physical separation, access control etc.) require in order to effectively provide services such as emergency rescue a very accurate localization and also the information about the specific traffic direction; EGNOS (and GALILEO in the future) can provide for the needed enhancement and a more effective delivery of such services. The opportunity is therefore available for the delivery of enhanced or additional services along the European motorways

8 WHAT CONSTRAINTS The current configuration of the network and of the services on it are the result of the mutual optimization of the technological and legal constraints; Services, technology and legal framework were developed together, and the legal framework was tailored on the technology capabilities (e.g. the Telepass EFC system or the speed control system) In many EU Countries the current legal framework does not cover yet properly the needs of free-flow based road applications (SatNav based and ground based either) such as for instance tolling (e.g. enforcement) and will need to be updated. The industry should work in close contact with the operators and with the Institutions to check what parts of the legal framework might need to be updated

9 CONCLUSION There is clearly a potential market for satellite based application, on a primary network of some foreseeable >8.000 km of high quality dual carriageway roads in the medium long term; Also rural roads could enjoy an enhanced service through SatNav based applications; Users are already accustomed to advanced services and likely eager to embrace new and better ones; One critical issue could be, rather than technology availability or users' acceptance, the necessity to update the legal framework and put it in line with the provision of such services; Interaction with toll roads operators is a fundamental factor for success.
