DESCRIPTION OF THE PROBLEM ADDRESSED BY THE PROJECT 1.1 Nature of the Site The Austrian motorway network is relatively small in comparison to other European countries (2.183 km). Nevertheless due to the geographical situation a high percentage of the network is located in sensitive areas (length of motorway in tunnels: 369 km; number of bridges along the Austrian TEN-T network: 5.204) Figure 1 Location of the site 1.2 Issues Addressed With the publication of the ITS Directive 2010/40/EU building a framework for the deployment of Intelligent Transport Systems in the field of road transport, motorway operators shall provide road safety-related minimum universal traffic information services. While throughout Europe such services have been established and matured in the last couple of years, a found basis of real-time data with the specification is still to be erected. According to the specification road safety-related minimum universal traffic information services shall consist of at least one of the following categories:

2 Temporary slippery road; Animal, people, obstacles, debris on the road; Unprotected accident area; Short-term road works; Reduced visibility; Wrong-way driver; Unmanaged blockage of a road; Exceptional weather conditions. With the ASFINAG event management tool such a found data basis has been created to serve two major goals of ASFINAG: Complete documentation process of events Information gathered to be basis for traffic information service in accordance to above mentioned legal framework. 2. DESCRIPTION OF THE ITS PROJECT 2.1 Project Objectives, incl. specificities / contextual useful information To support its vision reliable mobility service provider, ASFINAG is investing considerable effort to increase the safety and the availability of the Austrian motorway network. Beside the extension and upgrade of the motorway, different activities have been initiated in order to improve the handling of occurring events (accidents and incidents), the traffic information to be provided and also traffic management related measures. As an example a team of traffic managers have been introduced to improve the handling of events directly on the motorways in urban areas in close cooperation with the traffic management centre. With the introduction of the traffic managers not only the reaction time has been significantly reduced also an improvement of the available traffic information was been registered. A dedicated tool has been developed (ASFINAG internally) to support the staff at the traffic management centres in cooperation with the traffic managers: The ASFINAG event management database (see Figure 2). The tool supports the communication and event documentation along the complete information chain: officer-in-charge traffic manager blue-light organisation ASFINAG operator Traffic Information Service provider.

3 Figure 2 Event record as basis for traffic information message The event management tool consists of 3 levels: Austrian overview (Figure 3): the ASFINAG operators do get a quick overview of actual events; also the Level of Service can be gathered from this view. On a more detailed level the Schematic view (Figure 4) is providing details on all the different info from different tools and systems (e.g. from the construction site management tool). This view is also used to do plausibility checks on traffic information messages, as also messages from the other important Austrian traffic information service providers is integrated. And finally, the editing mask (Figure 2) is used by the operators in order to record and document a new event at the Austrian motorway network.

4 Figure 3 LoS overview of the ASFINAG event management Figure 4 Schematic view of the ASFINAG event management 2.2 Systems and Technologies Applied Based on existing systems (maps.asfinag.at) the complete event management is internally implemented based to 100% on Javascript. The webbased tool can be accessed by standard browsers

5 and are used currently by over 100 regional operators and four operators dedicated to the conversion of event records to traffic messages. 2.3 Project Costs The initially estimated costs (EUR ,00) will be fully utilized by the end of CROCODILE 1 reporting period (12/2015). Internally cost have been estimated for around EUR , Status of the Project (e.g. planned, implemented, operational) In December 2014 the initial release of the ASFINAG event management have been set operative in live environment. The evaluation report in hand is based on this initial release. A major improvement (v2.0) will be published in 2 nd quarter FOR PROJECTS TO BE IMPLEMENTED - EVALUATION PLAN 3.1 Objectives for the Evaluation (i.e. impacts to be evaluated) At ASFINAG level no evaluation on traffic related impacts of this implementation is planned at this stage. On the one hand the ASFINAG event management does have already major positive impact on the internal processes. On the other hand ASFINAG will be legally bounded to provide road safety relevant messages, where the system in place will be the tool serving as operative basis. 3.2 Timing and Type of Evaluation, including data needed and associated issues, methods, definitions/terminologies) A post evaluation can be foreseen highlighting the development of the accidents and incidents as from 01/2015 the safety relevant messages are distributed to the drivers. Anyhow a clear reference of any development of accidents / incidents figures will be hard as ASFINAG is constantly implementing a variety of safety improvement measures. 4. It can be seen that after 6 months of operation the number of published (and also recorded) events have been raising. ASFINAGs interpretation is the easier workflow compared to the SharePoint-based solution used before the introduction of the ASFINAG event management in December Figure 6 published traffic information messages with ASFINAG event management

Two main advantages have been identified over the alternative of buying a standard tool: Flexibility the tool was 100% tailored to meet the needs of ASFINAG and the established processes in handling events. Also the future extensibility was a major argument for the inhouse development Cost efficiency the implementation was considerably cheaper than existing products (including the necessary adaptions). After the introduction within ASFINAG in December 2014 a major positive impact has been registered; both in terms of event handling and also in terms of traffic information quality and reduction of time delay. 5. EUROPEAN DIMENSION: LIKELY TRANSFERABILITY OF THE RESULTS

8 Like similar European motorway operators, also ASFINAG is operating different systems to manage different aspects of the responsible transportation network (e.g. roadworks,). With the ASFINAG event management, and in more details with the schematic view it is the first time that the ASFINAG operators are able to see the complete picture on the real time situation. This was perceived as an immediate improvement of the overview quality and the possibility to handle events. Operators with currently separated tools might experience the same improvement. Traffic Information will not diminish individual s responsibility. However traffic information is an indispensable component of mobile society. Therefore it is essential that traffic information will be harmonised via all available channels to the users of the transportation network throughout Europe. Here the event management does also play an important role, as ASFINAG is able to have a direct overview on the information provided by different TISP like automobile club, broadcaster, police This is leading to a more harmonised information towards the motorway drivers due to the close cooperation of ASFINAG and all relevant stakeholders in Austria.
