3 Purpose: Action 1: Prioritize Intersection Improvement to Increase Traffic Flow on Key Corridors To review the capital plan for intersection improvements and identify opportunities where advancing can benefit goods movement Status: Internal draft report being finalized Re-ranking intersections based on latest information Intersections are being ranked based on priority to GM. Report to TF will be complete April 2014

4 Action 2: Goods Movement Ground Access to Toronto Pearson Airport Feasibility Study Purpose: to assess potential road improvements that would enhance the efficiency of ground freight movement to / from the Toronto Pearson International Airport. Key Deliverable: Discussion Paper draft complete Peer Review this Spring

5 Action 2 - Project Status Review of ongoing efforts Road improvements on Dixie Rd, Derry Rd, and Airport Rd Highway 401/Creekbank EA a review of a new ramp at Highway 401 near Dixie Road Highway 410/Courtneypark Drive a review of expanding to a full interchange at Courtney Park Dr Strategic Goods Movement Network Study

6 Action 3: Improving Access to CN Brampton and CP Vaughan Intermodal Terminals Purpose: to improve access to CN Brampton, CP Vaughan Intermodal Terminal to facilitate better truck flows to/from these facilities. Key Deliverable: Discussion Paper draft complete Peer Review in Spring City of Brampton Intermodal Drive EA Cost Benefit

7 Action 3 - Project Status Review of ongoing efforts Road improvements near CN Brampton Intermodal Terminal: Intermodal Dr, Airport Rd, Queen St, Steeles Ave, etc. Benefit Cost Analysis Road improvements near CP Vaughan Intermodal Terminal: Hwy 427 Extension, GTA West, Bolton Arterial Route, Hwy 50, Coleraine Dr, Castlemore Rd / Rutherford Rd, etc Secondary Plan 47 Strategic Goods Movement Network Study

8 Action 4: Improvements to At-Grade Rail Crossings: Prioritizing Crossings for Grade Separation Overview: Prioritize improvements to at-grade railway crossings, and where appropriate, recommending grade level separation. Status: Report complete, Peer Review Recommending 2 crossings for grade separation in Caledon Will be circulated to TF in Aprill June Council report to endorse feasibility study of recommended separations

10 Action 13: Enhance Traffic Signals to Increase Traffic Flow Along Goods Movement Corridors Purpose: to enhance signal timing plans, in goods movement priority corridors, to reduce truck delays to further enhance off-peak signal timing plans to encourage travel during off-peak periods Status: Using itrec software: Traffic staff have completed signal progression studies on GM priority corridors Modified signal timing to improve progression along GM corridors Report being completed to summarize results based on postimplementation testing to be circulated to task force

13 Action 15: Peel Truckers Map Purpose: Develop and distribute a Trucker s Map to the industry for proper usage of Regional Roads Status: A consultant has been hired to undertake the first consultation phase. Mapping products being considered: GPS System files, Smart Phone Application, Tablet Application, Web-based layering map, raw open-data, others. Phase 1 completion May 2014

14 Action 16: Intelligent Transportation System Strategic Plan for Goods Movement Purpose: To Develop a Regional Intelligent Transportation Systems (ITS) Strategic Plan to improve the efficiency of goods movement Key Deliverable: Discussion Paper

16 Action 16: Next Steps Peel will integrate technology into ongoing GM projects, such as: Action 1 Intersection Improvements Action 6 Border Crossings Improvements Action 12 Data Sharing program Action 13 Enhance traffic signals along GM corridors Action 14 Develop a backhaul freight matching program Action 18 Improve incident management Peel will prepare progress reports on all technologyrelated improvements to goods movement

17 Purpose: Action 17: Develop an Enforcement Mechanism for Road Construction Projects to minimize traffic and goods movement delays by mitigating unnecessary lane closures due to road works and construction adjacent to Regional Roads Status: Revised procurement process to address project work hours and lane closures Strengthened road occupancy permits Traffic Operations staff traffic impact statements Draft discussion paper is being revised complete by April

18 Action 18: Improve Incident Management Purpose: To improve incident management turnaround time Working collaboratively with Peel Regional Police and the Ontario Provincial Police (OPP) Status: Final reviews by area municipal staff ITS Strategic Plan has been integrated to the draft report Development of an Emergency Detour Route (EDR) Action Plan for the Region has been recommended

20 Action 6: Advocate for Improvements to Border Crossings Purpose: Identify the current issues for Ontario border crossings Advocacy for Improvement to border crossings Reduce delays for international commercial shipments Improve for fluidity of traffic flows throughout the transportation network Niagara to GTA Corridor Status: Draft internal report completed Peer Review to be complete April 3, 2014 Circulate to task force in April Council Report May 2014

21 Action 10: Advocate for Streamlining and Expediting the Environmental Assessment Process Issues with Current EA process: Need to simplify - lengthy and cumbersome Significant gaps, procedural inconsistencies and administrative constraints Lack of coordination between the EA process and land use planning Lack of clarity and misuse of the Part II order requests Applications with the Municipal Class EA Lack of coordination with Federal and Provincial EA process Needs guidance materials on interpretation and implementation of the EA Process

24 Action 7: Advocate for Changes to Employment Density Targets that Support Freight Hubs Development of discussion paper and recommendations for advocate for changes to employment density targets in Places to Grow that support freight hubs and not preclude growth and increased employment in the logistics, transportation and warehousing sectors Researching and summarizing issues to prepare recommendations for changes to Places to Grow Anticipated completion Dec 2014

26 Action 9: Identify Additional Federal and Provincial Funding Sources for 400 Series Highways with 401 as a High Priority Corridor Advocate for infrastructure improvements to mitigate congestion GTA West, Highway 427 Extension Status: Provincial Transportation Initiatives report and WGHMN Charter report recommendations approved by Regional Council January 23, 2014 Multi-Modal Transportation Planning Workshop (with Transport Canada) May 9, 2014

27 Action 11: Identify Opportunities to Strengthen Connections between Government and Private-Sector Industry Freight TDM (Action 19) Recommendation for Establishment of Smart Freight Association Southern Ontario Gateway Council membership Presence at industry events: Annual Conference on Transportation Innovation and Cost Savings (every Fall) Road Today Truck Show - May 2014

28 Action 12: Develop a Data Sharing Program between Government and Industry Develop standard written agreement/template as a MOU in protecting sensitive freight data between public and private sectors Status: Initial discussions with Transport Canada, MTO and universities about data sharing among public sector Initial discussions with private sector for individual project In-depth discussion and comprehensive review to be started in 1 st quarter 2015

30 Action 19: Freight Transportation Demand Management Study Freight TDM Study was completed in summer 2013 One of the key recommendations is to form a business case for the establishment of a Smart Freight Association (SFA) to collaborate and encourage the industry to practice Freight TDM An RFP is in the progress to hire a consultant to undertake a feasibility and a pilot launch of SFA

31 Action 20: Develop and Implement a Strategic Goods Movement Network (SGMN) Purpose: The creation of a network of strategic truck routes that connect major goods-generating activities to Provincial highways Study outcomes: The SGMNS report and SGMN map were endorsed by Regional Council on May 9, 2013 Next Steps: Requires updates every 5 years or as needed Undertaking Implementation of SGMN

32 Action 22: Quantify Economic Benefits of Freight to Peel s Economy Project Objective: Build a Strong Economic Case for Goods Movement and the vitality of the Economy Expected Deliverables: - Economic Report on Goods Movement and implementation of results - A tool and methodology to assess the impacts of goods movement to the Peel economy and the impacts to GM and the economy of making infrastructure investments Next Steps -RFP to be released April Study Completion expected end of 2014/early 2015

33 Freight Hubs Workshop November 29, 2014 Peel, MTO, Metrolinx and Transport Canada organized Key messages: Strong interest from business and government to learn more about the requirements for effective cluster development and operationalization. The discussion identified significant efficiencies and business advantages of creating freight hubs including: increased labour mobility, transportation infrastructure investment, coordinated site planning and efficient land use planning and job creation. An overall coordinated approach by government is needed to address some of the key issues with freight

34 Freight Hubs Workshop November 29, 2014 Public opposition and localized community concerns about goods movement must be addressed. Private sector leadership key driver for the development of any proposal All levels of government have an important role in facilitating and supporting the establishment of a freight hub through coordinating, advocating and expediting opportunities including: disseminating data, providing policy support, bringing players together and assisting with land use approvals through all stages of its development.
