General Information The Sihanoukville Autonomous Port (PAS), which is the sole deep sea port of the Kingdom of Cambodia, is located in the Bay of Kompong Som of the Gulf of Thailand. PAS Management The Sihanoukville Autonomous Port, which is the sole deep sea port of the Kingdom of Cambodia, is a state-owned public enterprise subject to Technical Control of the Ministry of Public Works and Transport and Financial Management of the Ministry of Economy and Finance. 2 Sihanoukville Autonomous Port PAS

3 This port covers 12 departments and led by the Board of Directors which consists of Representatives from relevant Ministries and Governmental Institutions. The day-to-day management and operation is performed by H.E Chairman & CEO together with three Deputy Director Generals as assistants. This port is strategically located in Preah Sihanouk province in the southwest of the country with Latitude: 10 º 36, 0N 103 º 28, 5E, Longitude: 10 º 39, 5N 103 º 29, 0E, and the anchorage area for tanker vessels: 10 º 39, 5N 103 º 25, 7E. III. Sustainable Port Development 3.1 Achievements - PAS has defined and completed its Gap Analysis Report for Safety, Health and Environmental Management - Distributed SHE Policy to port workers, customers and stakeholders - Completed the Policy Manual on Port Safety, Health and Environmental Management System in alignment to the PSHEMS Code - Completed PSHEMS s Work Procedures and Work Instructions - Completed the Emergency Preparedness and Response Plan - Provided training on General Awareness of PSHEMS s related concepts, including national and international laws required for PSHEMS together with work procedures and work instructions, handling, transportation and storage of DG, and proper use of PPEs-etc - Completed the first round of PSHEMS s related internal audits on all departments concerned - Translated SPD1 & SPD6 into local language. 3.2 Challenges - Attract more understanding and cooperation on PSHEMS from all port workers, customers and stakeholders - Pending for Management Review on PSHEMS s Policy Manual, Work Procedures and Work Instructions which was scheduled for November this year - Pending for the second round of PSHEMS s related internal audits on all departments concerned which was scheduled for November this year - Pending for external audit on PSHEMS which was scheduled for December this year. 3.3 Changing Situations - Port workers and employees are fully aware of SHE Policy and strictly comply with PSHEMS s requirements - Accident rates and environmental impact decreased - Traffic congestion within the port area decreased - Review all PSHEMS s related documents for external audit in this November New Findings - Update PSHEMS, conduct internal training in every 6 month and perform internal audit as planned. 3 Sihanoukville Autonomous Port PAS

Business Operation and Service Activities 4.1 Activities of Privatization and Commercialization The Sihanoukville Autonomous Port has cooperated with a number of private companies to promote service quality for port users such as Freight Forwarders, Private Stevedore, Logistics Supply and other private companies contributing in the establishment of Free Trade Zone, Duty Free Shop/Ship Chandler etc. and improve globalization in the region. The private sector plays a vital role and contributed their own capitals in the investment and construction of an Oil Terminal which is being operated for cargo handling performance with the total cost of US$ 10 million (Domestic and Foreign Investors). All commercial activities are being performed by private sectors, while the government side such as customs and other authorities concerned only contribute their roles and obligations. Meanwhile, in the name as the coordinator for the two sectors (public and private), PAS has also provided an active role to the parties concerned aiming at increasing and gaining confidence from private sectors in alignment with the policy of the Royal Government. 4.2 Simplification of Port Documentation and Procedures The PAS s major policy is to try all its concerted efforts so that the customers can have specific confidence on its reasonable service charges together with quality and timely operation. The Royal Government has taken strict attention to the transport policy, especially in transporting import and export cargoes through the gateway of the Sihanoukville Autonomous Port for which investors have frequently highlighted their difficulties in transporting their import and export cargoes, that s why the Royal Government of Cambodia appoints H.E Delegate of the Royal Government of Cambodia in Charge as Chairman & CEO of Sihanoukville Autonomous Port as an official monitor to help facilitate and smoothly tackle all difficulties. 4.3 Goals for Port Development and Human Resources Port Development Project Multipurpose Terminal Development Project The Multipurpose Terminal Development Project of Sihanoukville Autonomous Port is a prioritized project and a momentum to help stimulate and support particular fields of agriculture, agroindustry, industry, trade, tourism, and especially in terms of export of Cambodian agricultural products such as dry tapioca and woodchip and to respond to the Royal Government s market expansion strategy for 1 million tons milled rice export in 2015 and to provide logistic service for the offshore oil exploration in the territory of Cambodian sea as well as for the economic growth of Cambodia. 4 Sihanoukville Autonomous Port PAS

5 Main Scope of Works a. Construction of Multipurpose Terminal - Length: 330 m - Alongside depth: m - Dry bulk cargo storage yard: 27,900 m2 b. Terminal for Oil Exploration Logistic Base - Length: 200m - Alongside depth: -7.50m c. Dredging Works - Water depth 12m, Length 3,900m, Wide, 150m and total volume: 1,800,000m 3. d. Construction of Woodchip Storage Yard - Size: 28,000m3 - Coal Storage Yard: 13,000m2 - General Cargo Storage Yard: 14,000m 2, and other main port facilities. The construction process was commenced in early January 2015 and expected to be completed in May Sihanoukville Port Special Economic Zone The Sihanoukville Autonomous Port has established a Special Economic Zone on 70h land area adjacent to the Container Terminal which yields great advantages to investors and saves both transport cost and time consuming in their business operation. This area is a state-owned Special Economic Zone which is fully supported by the Royal Government SEZ Investment Incentives - Permission for long-term lease up to 50 years - Exemption of import duty such as production materials & equipment, construction materials, and production input - Exemption of export duty - VAT shall be charged with zero percent (0%) for each import - Exemption of tax on profit up to 9 years - Permanent visa for families and investors Human Resource Development - Conduct a training on the Container Terminal Operators - Technology in operating modern facilities - The system of EDI and IT - Safety protective system of navigational operation and services - Conduct a training on port management - Build up capacity and understanding on foreign languages.
