Adjournment PUBLIC COMMENT PERIOD - At the conclusion of all other agenda items, the MPO Policy Board (PB) will allow for a public comment period, not to exceed fifteen minutes, to receive public comment on any other matter that is under the jurisdiction of the PB. No action will be taken. Each speaker will be allowed a maximum of three minutes. The use of a single spokesperson to represent a group of people is encouraged. Where there are large numbers of persons who wish to address the PB on a single matter, the Chairman may decrease the amount of time available to each person who wishes to address the PB. Speakers must be signed up prior to the beginning of the public comment period. All meetings of the Sherman-Denison Metropolitan Planning Organization (MPO) are open to the public. The MPO is committed to compliance with the Americans with Disabilities Act (ADA). Reasonable accommodations and equal opportunity for effective communications will be provided upon request. Please contact Julie Lollar at the County Judge s Office at at least 24 hours in advance if accommodation is needed. Call to Order Chairman Plyler called the meeting to order at 8:00 a.m. 1

3 II. Acknowledgment of Quorum by Chair Chairman Plyler declared a quorum of the Policy Board present. III. Review and Approval of the Minutes of the July 21, 2017 Policy Board meeting Motion to approve was made by Mayor Budra, seconded by Judge Magers. Motion carried. V. Texas Freight Mobility Plan Staff gave a presentation on the Texas Freight Mobility Plan. The presentation is attached hereto and incorporated herein. Judge Magers asked why the Critical Urban Freight Corridor status ends for US 75 at SH 91. C. Barnett replied that the designation actually continues north on SH 91 to Spur 503. This was included in the Freight Mobility Plan because of the intermodal facility in Denison and that although we would prefer that the designation continue north on US 75, we made the decision to defer the discussion to a later date. C. Barnett mentioned that we did receive SPR Funds in the amount of $95,000 to conduct a freight study for our region and that the study would include a comparison of US 75 to similar state facilities such as IH 35 and IH 30. Chairman Plyer congratulated C. Barnett on receiving the SPR Funds and stated that it would be a good thing for our area. C. Barnett further explained that the plan would include an investment strategy to make the freight industry more attractive to our region. As an example, C. Barnett stated that the intermodal facility in Denison is quite limited in its capacity, but that it was the only multimodal facility between Dallas and Oklahoma City. He continued by adding that one of the goals of the study is to determine if it could be upgraded and if so, what impact that would have on the freight industry for our region. Judge Magers asked what the timeline was for completing the Freight Plan. C. Barnett stated that it will be completed by September prior to the expiration of the SPR Funds. He stated that an RFP for the services would be posted next week and that we hope to have a consultant on board by the end of February. Judge Magers asked if there were TxDOT funds available for freight projects. C. Barnett stated that although there were no new funds specifically for freight, there is a portion of the existing funds that must be spent on freight corridors. He continued by adding that having US 75 designated as a fright corridor qualifies US 75 for more funds that if US 75 was not designated as a freight corridor. C. Barnett recognized that quite a bit of his time this year was spent attending the freight workshops and working with TxDOT to insure that US 75 was designated as a freight corridor, but felt that it was a worthwhile investment. Chairman Plyer asked what types of firms would respond to the RFP for the Freight Plan. C. Barnett stated that it would be more planning type firms. He stated that the RFP would be sent to 2

4 the folks that conducted the state plan and other firms such as Alliance Transportation Plan. Judge Magers mentioned that the University of North Texas has a logistics school under the College of Business and mentioned that we would reach out to them as well. IV. PUBLIC HEARING: Review and Approval of a Draft Amendment to the Unified Planning Work Program (UPWP) Chairman Plyer opened the Public Meeting at 8:10 a.m. C. Barnett stated that there were some funds shifted in Task 1 in order to provide additional funds for travel. He stated that the increase in travel was due to the UTP and freight. He stated that we reallocated some funds in Task 5 as well in order to complete the Thoroughfare Plan and added SPR Funds for the Freight Plan. Judge Magers asked about the status of the Thoroughfare Plan. C. Barnett stated that the demographics and travel demand model had been submitted and was currently in review. He stated that the next step was to begin work on the map itself. Judge Magers asked what the timing was on the map. Mr. John Ho, P.E. stated that the consultant team would begin right after the first of the year and hopes to be complete by the end of February/early March time frame. C. Barnett stated that we were on schedule and that the draft plan would be available in the spring and that the final draft would be completed in early summer. Judge Magers reiterated that it is critical that the thoroughfare plan be completed on schedule. The public hearing was closed at 8:14 a.m. On motion by Judge Magers, seconded by Mayor Budra, the board unanimously approved the amendment to the Unified Planning Work Program (UPWP). Motion carried. VII. Annual Reports C. Barnett stated that our two annual reports, the Annual Performance and Expenditure Report and the Annual Listing of Projects were included in the packet for reference. Judge Magers asked about the operating budget. C. Barnett stated that we have an operating budget of $180,000. Judge Magers pointed out that the MPO was getting a quality director at significantly less than the market because Grayson County was supplementing the salary. Mayor Plyer added that applying for and receiving the SPR Funds was very much appreciated. VII. Announcements C. Barnett announced that we are in the process of updating our website and that it is required to be updated to be HTML 5.0 compliant. He stated that our vendor is completing this for a sum of $500. He stated that he hopes to simplify the website and add social media, namely Facebook and Twitter, as part of the upgrade. C. Barnett announced that the next TAC meeting was scheduled for January 17, 2018 with one or 3

5 two additional meeting that month. He stated that there were four critical items that needed to be reviewed by the TAC, namely: 1) development of a Transportation Improvement Program (TIP), 2) updating the agreement with TAPS to incorporate the requirements contained in the FAST Act, 3) selection of a consultant for the Freight Plan, and 4) reviewing the preliminary design of US 75, which is the focus of the January 17 th meeting. C. Barnett stated that in order to give the TAC sufficient time to work through these issues, he would like to schedule the next MPO Policy Board meeting for February 21, VII. 13 Sherman-Denison Metropolitan Planning Organization (MPO) AGENDA ITEM IV ACTION ITEMS December 19, 2017 Discussion and Authorization to Promulgate Proposed Amendments to the Transportation Improvement Program (TIP) for Public Review and Comment BACKGROUND: The Policy Board updated the Transportation Improvement Program (TIP) on May 31, Staff will give a brief report on the revisions included in this TIP amendment. In January, we will begin work on the TIP. The last two (2) years ( ) of this TIP amendment will be utilized for the first two (2) of the new TIP. The last two (2) years of the new TIP will be pulled from the Metropolitan Transportation Plan (MTP). The proposed amendments will be promulgated in accordance with the SDMPO Public Participation Plan.
