2 Energy Readiness Program Program Managed through the Quality/Technical Support Office (DQ) Funded through DLA Logistics Research & Development Office (J-348) o $1-2M Annually through 2020 Objectives Provide Technical Management and Oversight to Projects Designed to: o Improve Class IIIB Supply Chain to Ensure Warfighter Requirements are Met o Broaden Supplier Base o o Enhance DoD Capabilities to Convert to Commercial Grade and Alternative (Non-Fossil) Fuels Enhance Interoperability DLA/DLA Energy Must Benefit from Project Outcomes

3 DLA Logistics Research & Development Office J-348 o Director: Kelly Morris Provides Two-Year R&D Appropriation Funding Annually to PLFAs to 2 Primary Program Elements: o Industrial Preparedness Manufacturing Technology ( MANTECH ) o Generic Logistics Research & Development Technology ( Log R&D )

4 WARFIGHTER FOCUSED, GLOBALLY Deliver RESPONSIVE the right solution SUPPLY CHAIN on time, LEADERSHIP every time ERP Projects Submission Process Twice-Yearly Data Call to DLA Energy Business Units/Field Offices, Military Services and other Gov t Customers Submissions Are Recommended to Align with at least One of the Following DLA/OSD Priorities: Improve Resiliency Increase Operating Range of Combat Systems/Increase Lethality Reduce Vulnerabilities Eliminate Single Points of Failure Increase Global Options Each Project Proposal Must Outline a Measurable ROI within Five Years of Completion 4

7 Energy Readiness Program Recent Changes: DQ Governance of DLA Energy R&D Program Established o Quality/Technical Support Office Shall Have Oversight over All R&D Initiatives within DLA Energy, Regardless of Funding Source (e.g., DWCF, ERP President s Budget, OSD, etc.) o ERP Program Manager Responsible for Coordinating Progress and Expenditure Data for Reporting to Leadership All Projects for Funding Consideration Reviewed and Approved by Expanded Advisory Board Panel o Panel Comprised of Voting Members from Quality/Technical, Strategic Policy & Programs, Business Process Support, Customer Operations, Supply Operations and Logistics Operations BUs

8 Projects of Interest Storage Stability Fuel Stability Assessment of the Impact of Copper Contamination on Diesel Fuel Storage Stability Systematic study of coppers impact on diesel storage stability Due to instances of contamination such as downgrades of JP-5 to F-76 Methods to Comprehensively Characterize Organo-Nitrogen Compounds in Fuel Looking at the varieties of nitrogen containing compounds and their impact on marginal or unstable fuels Increasing the knowledge base of bad actors within fuel Comparison of Storage Stability Methods Through Analysis of Liquid-Phase Chemistry Baseline development of a replacement or alternative to ASTM D5304 Goal is the development of a method which more accurately represents fuels which are in ambient or long term storage Project came due to a realization that ASTM D5304 was not always providing accurate storage stability results 8
