This is accomplished by developing and implementing the City s overall financial policies, setting goals and objectives for the department, and reviewing and approving employee actions for the various operating divisions in the department including; Finance/Accounting/Payroll, Purchasing, Municipal Court, and Utility Collections. This is accomplished by maintaining financial records, overseeing financial transactions, reviewing and approving payable documents, maintaining cash liquidity, investing funds, evaluating technical activities, monitoring budget activities, reviewing debt service payments, assisting departments with budget activities, assisting with the annual audit, and reviewing and overseeing utility billing and collection and Municipal Court administrative areas. This position makes recommendations to management and City Council. Other duties include, but are not limited to, implementing strategic goals identified by City Council and assisting with special projects as assigned. At least seven years of progressive managerial experience in an executive level position in governmental finance, accounting or auditing sufficient to perform essential functions described above. The objective of the CDBG Concrete Training Crew is to provide training to unskilled workers providing them with marketable concrete construction/maintenance industry skills. The training program last no more than six months (1000 hours) during this time individuals are hired as temporary full-time City employees. This is accomplished by providing training on how concrete is made i.e. what materials go into the mix and how it s batched for delivery to a job site, how to form, place, and finish concrete, repair existing and construction of new sidewalk handicap ramps throughout the City. Individuals will also receive instruction on the care of forming tools, vehicles, forming materials, the importance of safety in all work and given the opportunity to receive training to apply for a Texas Commercial Driver s License.
