1 The White County Commissioners have made the decision in the best interest for the citizens of White County to seek proposals for new NG9-1-1 capable equipment and network support services for the White County 911 Communications Center. White County has been informed by Century Link that the current 911 system will no longer be supported by them or the manufacturer of the equipment Positron. The White County Commissioners have requested that interested parties submit a response to this RFP on or before 8:30 a.m., January 7, Please mail two copies of your response to: White County Commissioners 110 North Main St Monticello, IN Attached with this cover letter is an RFP concerning the technical specifications required for a new NG9-1-1 ANI/ALI Controller with answering position equipment. White County 911 is currently using an onsite Positron maintained currently by Century Link with Century Link providing network services. We appreciate your support for this project. Sections 1-3 can be answered with a C, X, or D. A response value of X or D will require an explanation in your response as to why the proposed system does not fully comply with the requirements. C = Comply (does not require further comments) X = Comply with Exception (requires comment or explanation) D = Does not Comply (requires comment or explanation) Section 4 requires narrative responses to the requirements. Please provide any additional information not specifically requested in section 1-3 in this section. Section 5 is the pricing response. Specification for 911 answering position equipment. Technical requirements for the use ANI/ALI information within the NG9-1-1 system 1.1 System must support multiple CAD output formats comments 2

3 1.2 System must support industry common CAD and Mapping interfaces for integration to the WTH MAP system and J2Solutions CAD. 1.3 System must support the ability to transfer ALI information between 911 operators within the PSAP 1.4 System must have the ability to transfer ALI information using the Indiana Statewide 911 Boards methods and procedures between PSAP agencies outside White County. 1.5 System should provide ALI preview information on 911 incoming calls 1.6 System should provide dispatcher the ability to print ALI records 1.7 System should provide customized timers for automatic and/or manual rebids 1.8 System should provide the ability for the dispatcher to print ALI records from the workstation 2 Dispatcher Usability features 2.1 The psap prefers a 911 answering position that utilizes a customizable computer telephone interface CTI 2.2 The CTI must provide call taker status within the CTI example (busy, idle, etc) 2.3 The CTI must provide trunk status within the CTI example (busy, idle, etc) 2.4 The CTI must be able to support at least 2150 speed dial or transfer codes comments 3

4 2.5 The PSAP prefers to purchase a 911 system compatible with NG911 developing standards 2.6 The system must support IP trunking from the 911 service provider and VOIP protocols to the 911 answering position. 2.7 The system must support automatic call distribution ACD (ring all, priority, longest idle). 2.8 The system must not require all the Operators to log out at the same time 2.9 The system must provide distinguishable notification between admin and 911 calls. The system must provide the Dispatcher the ability to call back callers using the CBN number in the ALI record on a 911 call 2.10 The system must provide the ability for the Dispatcher to perform call backs on non emergency calls 2.11 The dispatcher must be able to answer emergency and nonemergency calls from the CTI 2.12 The PSAP prefers a system that allows for single headset integration for 911, radio, and administrative call handling The system must provide customizable ring tones depending on call type 2.14 The system must provide detailed call history list for at least the last 50 calls. The details of the call need to be printable The system must support Baudot and 4

5 ASCII TDD/TTY formats 2.16 The system must automatically recognize a TDD/TTY calls and notify the Dispatcher of the call type. 3. Recording interfaces 3.1 System must support industry common call recording methods for workstations and trunks 3.2 The system must support instant recall record IRR over the last 30 calls comments 4. System management (this section requires narrative answers) 4.1 Please describe how dispatchers can report ALI record inconsistency to the PSAP Administrative staff 4.2 Please describe how dispatchers and Administrative staff are notified of equipment outages, and if this notification is automatic. 4.3 Please describe your companies support levels during business hours and your after hours support policy. Please identify levels of response and escalation procedures. 4.4 White county requires a response to a critical outage within 60 minutes. Please describe how your company will fulfill this request. 4.5 Please describe how calls will be routed in the event of a catastrophic failure of the proposed system. 4.6 Please describe any disaster recovery system your proposal provides. 4.7 Please describe any features of your system that White County has not specifically requested that would be beneficial to the community 5
