3 nvwa? To protect human and animal health: The nvwa monitors food, feed and consumer products to safeguard public health and animal health and welfare. From farm to fork (food, feed) : The nvwa controls the whole production chain, from raw materials and processing aids to end products and consumption. 3

4 nvwa The three main tasks: supervision risk assessment risk communication Other important activities: incident and crisis management policy advice for the Ministry liaising with other ministries maintaining international contacts 4

5 nvwa - ministries The nvwa is a delivery agency for the Ministry of Health, Welfare and Sport. And an agency in the Ministry of Economic Affairs, Agriculture and Innovation. 5

7 Risk vs. responsibility Food/ feed Consumer products: General principle that products should be safe. Additional specific legislation for a few risky products. Veterinary products: legislation prescribes (into detail), aims to prevent introduction of diseases 7

8 Notification prior to arrival (vet. & 15.5) Business operator shall give prior notification of the consignment at the designated point of entry Using the common entry document (CED/CVED) At least 1 working day prior to the physical arrival (sea) Business operator is responsible 8

D, I and P check Documentary check Examination of documents that must accompany the consignment based on EU legislation (15.5 & vet) Identity check Visual inspection, ensure that accompanying certificates/ other documents tally with the labelling & content of the consignment Physical check Check on the physical product, including sampling and laboratory analysis/ testing 9

10 When: Moment of entry Article 15.1/ product safety Based on annual national control plan control: Controls shall be carried out at all points of the chain Article 15.5 Based on list of procedure of article 62.3: D control on the moment of arrival at DPE I and P control on the formal moment of import Veterinary All checks shall be carried on the moment of arrival at the DPE 10

13 Official controls Art. 8 Without undue delay 100% D checks, within 2 days (Nl few minutes) I and P checks at random, percentage in conformity with annex I Results of physical checks must be available as soon as technically possible (Nl 3 days) After completion of the checks: Complete Part II of the CED Stamp and sign the original of the CED Onward transport pending the results of the physical checks (consignment remains under the continuous control) 13 13

15 Port of Rotterdam One of the main ports of Europe One of the most important junctions of good flows Annual throughput: about 10 million TEU/ 400 million metric tons From (sea)vessel to road/rail/barge/pipe About sea going vessels annually To be extended by 20% (Maasvlakte 2) Need for good organization, fast logistics TEU = Twenty-feet equivalent units 15

Art. 15.1: National control plan: no legal need for a DPE or to stop the goods 16

17 Common (Veterinary) Entry Document 15.5 and vet Prior notification of consignments: Use of the electronic equivalent VGC (veterinary border control system) Also prevents keeping up the logistics/ the physical stream of goods Prod.safety: some specific products require a technical file at the moment of import - stating their safety

18 DPE/BIP in Netherlands DPE: Designated point of Entry BIP: Border Inspection Post - vet Bulky feed flexible within the DPE 18

19 Check points Check points at least need the following facilities available: HACCP emplaced Storage capacity Equipment for unloading Covered space and facilities Office and internet facilities Sanitary facilities for staff Agreement to pay the fees. Checked by the nvwa Conform: written permission check point

20 Release for free circulation- Art. 10 Duly completed CED/CVED (or electronic equivalent) (all controls have been carried out and favorable results are known Presented by the business operator at customs during the procedure of release for free circulation Therefore all custom clearance points in the Netherlands have the VGC system available. 20
