1 Edvard Thomsens Vej København S Phone Fax ufc@trafikstyrelsen.dk Tender on mapping of the corridor Stockholm-Palermo for the SWIFTLY Green project CPV code: Background The "SWIFTLY Green" project, which was selected for funding under the 2012 TEN-T Annual Call, consists of a study analyzing ways to improve the environmental performance of transport on the SCAN-MED Corridor and developing a toolbox for greening of transport in the context of TEN-T planning. It will consist of guidelines, tools and recommendations for greening of transport and will be based on best practices and results from a thorough mapping and analysis of previous and ongoing projects. The task of mapping the corridor from Stockholm to Palermo is a key task in the SWIFTLY Green project and is the subject of this tender. The task is named activity 2.1 in the SWIFTLY Green Project. See attached file on SWIFTLY Green. Project description Mapping the freight corridor from Stockholm to Palermo The main purpose of the project of mapping the corridor is defining the freight corridor's main characteristics focusing on the following themes: 1. Infrastructure network 2. Legislative and administrative frameworks 3. Traffic flows 4. Current and planned activities within TEN-T and/or national investments It is expected that the result of the mapping will be a report with the findings written in English including detailed maps of the different characteristics of the corridor. 2 Gathering information Regarding road and rail the tenderer will be responsible for gathering information. However, selected Swiftly Green Partners from each corridor country will assist the tenderer in making the relevant data and knowledge about their country available to complete the overview of the corridor. In a workshop in late January a discussion of how the partners can assist the tenderer will be carried out. Each partner will present which reports and data they can contribute with. Regarding sea/inland waterways the task is to integrate work on the transport mode from a partner in Swiftly Green (Hafen Hamburg Marketing) into the report. Therefore the workload of mapping sea/inland waterways will be lower than road and rail. The responsible partners are as follows: Sweden: Trafikverket Denmark: Trafikstyrelsen Germany: Hafen Hamburg Marketing; supported by City of Bremen Austria: Tiroler Landesregierung Italy: Interporto Bologna In the following each theme in the mapping is described in detail: 1. Infrastructure network a. Mapping the network A general description of the main networks for all transport modes in the corridor. Some areas along the corridor will have parallel rail lines and roads. b. Bottlenecks in the corridor The bottlenecks along the corridor regarding the different transport modes must be mapped. Existing and foreseen bottlenecks must be identified. The source for identification of bottlenecks is to be based on existing public report on bottlenecks in the different corridor countries. The Swiftly Green partners will assist in identifying the bottlenecks. (E.g. for railway it might be slots, for road a statistic on most congested roads based on annual traffic jams etc.) c. Hubs The main hubs in the corridor, primarily harbours and other intermodal terminals, must be mapped and described. The focus will be on Side 2 (6)

3 connectivity to the network, type of goods, volume of goods, terminal capacity and primary destinations etc. Mapping of the hubs must take into account previous analyses on European hubs. Swiftly Green partners will assist in identifying the relevant hubs. 2. Legislative and administrative frameworks The main description on Legislatives and administrative framework should be covered by the following themes: a. Fees and taxes The goal of this analysis is to present an overview of fees and taxes for all modes of transport in the corridor. The focus will be on fees for using infrastructure on roads, rail, bridges and tunnels, environmental fees and subsidies etc. b. SCAN-MED Corridor stakeholders A stakeholder analysis must describe the most significant players in the corridor, and the current level of competition including perspectives concerning estimated marked shares A special focus will be on identifying public infrastructure managers, private operators by mode of transport, freight forwarders and regional associations and organisations of transport actors. c. Framework for intermodal terminals The focus will be on description on organization, price structure, ownership and public subsidies for some of the largest and most important intermodal terminals in the corridor (1-2 intermodal terminals from each country). d. Harmonizing infrastructure/rules and regulations Legislative and administrative framework should include a short description on status concerning Harmonizing infrastructure/rules and regulations in the corridor, including information on where you can get more information on this issue. 3. Traffic flows Rail freight traffic should be covered by mapping the number of slots used/reserved for rail freight in the corridor. Road traffic should be covered by analysing traffic statistics for annual average day lorry traffic for roads along the corridor. Sea traffic must be covered from statistics concerning harbours etc. Sea traffic must include inner waterways and sea traffic between Germany and Scandinavia. Hamburg Hafen will cover this task and the tenderer must integrate the work in the report. (for more infor- Side 3 (6)

Identifying traffic flows should also include modal split statistics within the corridor (e.g. ports hinterland traffic by modes of transport ) to identify if there has been some greening of transport already by shifting goods from road to rail/inland waterways. 4. Current and planned activities within TEN-T and/or National investments A description of the decided improvements of the infrastructure in the corridor for all modes of transport. Success criteria The quality of work should meet the expectations mentioned above. The agreed upon time table should be met, and the budget should not be exceeded. Budget The budget should not exceed DKK (excl. VAT) including travel cost, meetings and workshops Criteria for the award of the task The assignment will be awarded to the economically most advantageous tender on the basis of an overall assessment of: 1) Price (40%) 2) Task understanding and process description (40%) 3) The tenderer's proposed staffing (20%) Price (40%) The price should be specified in an estimated number of hours of the staff working on the project as well as each staff member s price per hour. Task understanding and process description (40%) The tenderer should demonstrate his/her understanding of the task, including insight into this type of project concerning European freight transport of different modes. The analysis must include a description of how critical issues can be handled with the least possible risk of delay or consumption of additional resources. The description should be short and precise and include a schedule containing relevant overall milestones and output / input from other parties. Side 4 (6)

5 Trafikstyrelsen emphasizes that the task is carried out within the framework of an appropriate cost effective and efficient process. The tenderers proposed staffing (20 %) The tenderer must, as part of the bid submit proposals for staffing of task completion. The tenderer must explain how this proposal for staffing will insure the success criteria will be met. Experience from similar projects is an advantage. Tenderer must submit CVs for the proposed staff for the project including the number of hours each staff member is expected to use on the project. It is considered an advantage, if the tenderer have contacts or can use subcontractors from more than one of the corridor countries. Timetable The project is expected to start on 2 January 2014 and be completed ultimo May The tenderer must take part in 3 different workshops: Upstart workshop in Hamburg ultimo January The tenderer will present more detailed information of what the mapping will contain as well as which methodology they will use. Furthermore the gathering of information will be discussed. Midterm workshop in Stockholm in March The aim is to make sure the mapping is on track and consistency between sea/inland waterways and the other modes of transport. Final seminar in Copenhagen in June The final results will be presented. There will be additional meetings with Trafikstyrelsen regarding the status and progress of the mapping.
