2 THE NORTH-ADRIATIC MULTIPORT February 6 th Letter of Intent April 17 th 2009 Memorandum of Understanding March 1 st 2010 the Presidents of the ports of Koper, Ravenna, Trieste and Venice signed the Articles of Association of NAPA (North Adriatic Ports Association), that remains open to the inclusion of Port of Rjieka. The North-Adriatic ports therefore formally agreed to cooperate and create synergies to continue side by side in the path of territorial promotion for the development of maritime activity along the north-south routes through the Northern Adriatic.

3 Reasons of NAPA Geographic position of North Adriatic (especially for Far East markets via Suez Canal). Congestion of North European ports. Saturation of inland infrastructures. Unbalanced regional development (North South). Negative environmental impact. Global market conditions (reallocation of existing flows of goods, new businesses). Increasing competition of Black Seaports. NAPA S key principle: Coopetition Cooperate internationally compete internally

5 Total Budget: TEN-T financing (50%): Duration: Goal: the creation of a Northern Adriatic Single Window through the development of a common ICT platform enabling an efficient information exchange between the NAPA ports, and all the actors involved in the intermodal transport processes

7 To improve the existing North Adriatic port community systems and ICT infrastructures. To enhance efficiency and productivity of NAPA ports activities. To foster a better inter-modal competitiveness and balanced modal distribution achievement. To provide an up-to-date and complete port operation application. To reduce administrative costs of document handling and communication. To reduce the time required by the cargo to cross a port node. To integrate in one network all ports enabling the entire NAPA community to exchange information and documents. To provide a complete information interoperability in a large region crossed by Corridors I and V and extended to the Adriatic-Baltic corridor.

8 1) Project management; 2) Preliminary studies: - development of an accurate and up-to-date port organisation, port infrastructure and processes analysis among the NAPA ports; - development of a joint marketing and prospective study on the potential cargo capacity of NAPA ports system and its related market; - Identification of the requirements of a common e-plaform and definition of standards for data sharing among port community members, either through standard electronic messages as UN/EDIFACT and standardized XML file definitions. 3) Improvement of the existing port community systems. 4) Setting up an EDI application for integration and data sharing. 5) Prototype implementation and test bed. 6) Assessment for the interconnection of the port of Rijeka with the NAPA IT system. 7) Dissemination.

10 Analysis activities Development of an accurate analysis about organisation and processes of NAPA ports. Assessment of the existing ICT systems at the NAPA ports. Cost-benefit analysis about the possible developments of the ICT systems of the NAPA ports. Identification of the requirements of a common e-platform. Definition of the standards to be used for data exchange and sharing. Assessment for the interconnection of the port of Rijeka with the NAPA IT system.

11 Improvement of the existing Port Community Systems (PCS) at the NAPA ports (ICT infrastructural interventions and harmonization of IT systems). Setting up an Electronic Data Interchange (EDI) application for integration and data sharing. Implementation of a prototype consisting in a web-portal of the NAPA ports, integrated with the enhanced NAPA ports PCS and the EDI application.
