2 ANNEXURE-II Sub: Pre-qualification of vendors for repair / reblading of Rotors The details of rotors covered & MOC & Other requirements etc. are given as under: Coverage : All types of Rotor repairs are covered under this category. Re-blading is to be got done for Stators and Rotors for Axial Compressors and Steam Turbines pressure from 40 Kg/cm2 to 110 Kg/cm2 and temperature from 385 C to 520 C. Various jobs expected to be covered under Pre-Qualification against instant case are mentioned below: 1. Centrifugal compressors: a) Replacement of labyrinth seals b) Replacement of Bushes, Thrust Collars etc. c) Re-blading of axial flow compressor rotors and guide blade carriers d) Operating Speed Dynamic Balancing of Rotors e) Repair of worn out rotor journals by latest techniques including Burnishing of Journals etc. 2. Steam Turbines: a) Replacement of labyrinth seals on rotor as well as casing internals / GBC/Steam Glands/Balance Piston Glands etc. b) Re-blading of Rotors and Guide Blade Carriers c) Repair of worn out journals by latest process techniques including burnishing of journals. d) Operating speed dynamic balancing of rotors e) Manufacture and supply of various spares for steam control valves, emergency stop valve, non-return valves including valve spindles, valve cones, bushes etc. with MOC equivalent to the ones already installed on various machines f) Supply of spares and reconditioning hydraulic control system of steam turbines as existing installations. Estimated annual procurement value of material covered under this category:- The estimated annual procurement cost under the category is Rs. 300 Lakhs (approx.)

3 MOC for blades / Fins etc to be replaced:- The materials of construction (MOC) for above jobs will be High Chromium Vanadium Steel conforming to ASTM/JIS/DIN specifications e.g., : JIS SCS2, DIN X12Cr13, JIS SUS403, DIN X10CrNiMOV 1222, JIS SUS321, DIN X20Cr13, X22CrMoV121, X2CrNiMo225 (1.4462), X2Cr NiMo225 (1.4462), 17/12 WTi-VA, X20CrMoV 121, X22CrMoV121, ASTM A320 GR L43, 21CrMoV57, 21cr MoV511, ASTM A705TP630 (17-4 PH), ASTM A 240 Gr. 410, AISI 4340, 28Cr.MoNiV59, X20 Cr Mo13, 17CrMoV55; MOC of Shaft : AISI 4140; MOC of Turbine Wheel 30CrNiMo8 3 rd party inspection Third party inspection is required from reputed third party agencies like LRA (earlier LRIS), Bureau Varitas or TUV. Other relevant detail:- The list of vendors pre-qualified on the basis of Press Advt. shall remain valid for a period of three years with provision of further extension of one year and shall be applicable for all the four units of NFL, i.e., for NFL, Vijaipur, Nangal, Bathinda and Panipat.

4 ANNEXURE-III ELIGIBILITY CRITERION FOR PRE-QUALIFICATION OF VENDORS FOR REPAIR / REBLADING OF ROTORS 1. Tenderer shall have facility to manufacture blades by reverse engineering method(either own or through outsource), labyrinth seals, repair of damaged journals / shafts etc., of rotors of Turbines, Compressors etc., in various Materials of Construction conforming to relevant Specifications and Standards mentioned in the Tender Documents. Details of outsource shall be submitted along with tender document. 2. Tenderer shall have the necessary Machines, capable of performing all the Machining Operations, as well as Other Infrastructure & Facilities required for making Precision Machined Components of Rotors of Turbines, Compressors and arrangement for Repair of Rotor Journal etc., using latest techniques at their own works in order to maintain strict quality control as well as to ensure its availability for inspection at all times. 3. Tenderer shall have adequate facilities required for Inspection & Measurement of various dimensions of the Components of Rotors. 4. Tenderer shall have necessary facilities (either own or through outsource) for carrying out dynamic balancing of Rotors at Low and High / Operating speed. Details of outsource shall be submitted along with tender document. 5. Tenderer shall have capability to procure special steels conforming to relevant international specifications used in manufacture of blades / components for rotors of compressors and turbines. 6. Tenderer shall have necessary facilities, either on their own or to arrange from outside, for carrying out Non-Destruction Testing like Dye Penetrant Test, Magnetic Particle Inspection, Ultrasonic Test, Radiographic Examination, Material Testing for Chemical Composition & Mechanical Properties, which shall have to be carried out by a qualified person. 7. Tenderer shall have the capability to arrange stage-wise & final Inspection and Testing under reputed Third Party Inspection Agency, i.e., from M/s. LRA (earlier LRIS), Bureau Varitas, or TUV. 8. Tenderer shall have sufficient experience of Repair / Re-blading of Rotors of Turbines (Minimum 4 MW Rating), Compressors in Fertilizer / Petrochemical / Thermal Power Sector in the last Eight Years ending on 30- June The net worth of the bidder should be positive as per last audited financial statement as on

Tenderer shall furnish complete details of method to be used for repair of damaged Journals of Rotor Shaft etc., and facilities available for the same. 2. Tenderer shall furnish details of facilities / capabilities against all the 9 (nine) paragraphs of Eligibility Criteria (Annexure III) along with documentary evidence, like photocopies of successfully executed Purchase Orders (minimum three) of reputed Fertilizer / Petrochemical / Thermal Power Sector during the last Eight Years with at least one purchase order executed during the last three years, ending on 30-June-2016, in support of the same. Successfully executed Purchase Orders means copy of Purchase Orders along with completion certificate from end user/ Performance certificate from end user/ Security Deposit-cum-Performance Bank Guarantee release certificate from End User/Security Deposit release certificate from the end user. 3.
