Discuss the project s merits/benefits and intended affect upon the regional transportation network. (20 points) Fund projects that demonstrate the most need and provide the greatest benefit for the cost of the project. This goal considers the current and future transportation network and how it is enhanced and maintained. It insures that key elements of the existing transportation system are maintained and new elements strengthen the network. Key elements of the transportation system are those that are necessary from a regional perspective which improve access to markets, jobs, goods and services. An example of a beneficial improvement would be a project that impacts a high volume of traffic thereby benefiting a large amount of the general public. 2. Describe how the project will improve the mobility of people and goods. (20 points) To provide a greater level of mobility for all people and goods between points within the region and to major centers beyond the region. Examples that accomplish this goal include projects that: Improve flow and reduce travel time. Increase service capacity and reliability. Reduce single occupant vehicles. Promote transit operations. Relieve or prevent a worsening of congestion. Enhance the movement of industrial/agricultural sector freight, tourism and recreational travel. Improve access to the existing and developing major activity centers of the region. 3. Describe how the project eliminates structural, geometric and functional deficiencies. (20 points) Discuss the existing roadway including pavement and bridge condition, geometric deficiencies and drainage problems. 4. A goal of the SAFETEA-LU legislation is to promote safety. How does your project enhance or improve safety? Explain (15 points) Describe the impact your project will have on helping Minnesotans travel safer. Examples which accomplish this goal include: Comparison of accident rates and severity rates to statewide data. Is this a high safety priority for the city or county? Implementation of access controls which eliminates undesirable entrances or reduces the number of entrances. Improvement of site distance at an intersection or other problem areas. The addition of turn lanes, guardrails or other features which enhance safety.

8 ATP-6 STIP APPLICATION FORM FOR FISCAL YEAR 2016 Page 8 City and County Project Selection Criteria (continued) 5. Explain how the project contributes to the areas long-range transportation plan. (10 points) To insure that projects being proposed are providing solutions to problems identified in the longrange plan or other area plans. SAFETEA-LU legislation requires that federally funded transportation projects originate from planning efforts. The goal is to get away from wish list project planning and move toward addressing the needs of communities through comprehensive planning efforts. 6. How does your project promote more than one mode of travel? Explain. (10 points) Create a seamless intermodal transportation system for the movement of people and goods that provides a connection between different elements of the transportation network. ISTEA created a focus for transportation that emphasizes intermodal projects. SAFETEA-LU continues to provide local governments with the flexibility to provide more multimodal solutions to their transportation problems. The concept is to promote the most efficient mode in which to move people and goods. Intermodal access, new system linkages which reduce vehicle miles of travel, and which provide improved service, are considered under this goal. 7. Describe what public participation has taken place with this project. (5 points) Provide for more creative and effective transportation decisions through public input. Projects that have been through a public review and participation process or have identified steps to be undertaken to get the public and/or interested parties involved will receive consideration under this item.

9 ATP-6 STIP APPLICATION FORM FOR FISCAL YEAR 2016 Page 9 Each project submitted will be placed in one of three categories: expansion, reconstruction or preservation. The ATP will use the following criteria to merge the sub-committee project lists. Projects will be recommended for funding in order of rank. The criteria selected for ranking are given below: EXPANSION PROJECTS CRITERIA (expansion adds roadway capacity) Criterion Weight safety considerations - high hazard elimination 5 congestion or other capacity problems 4 absence of reasonable alternatives - strategic link - important road in 3 community or region industrial - agricultural sector freight link for part of region 2 greater than 20% match 1 RECONSTRUCTION - REPLACEMENT CRITERIA (roadway capacity does not increase but existing facility is replaced) Criterion Weight safety considerations 3 condition of the pavement - structure 3 industrial - agricultural sector freight link for part of region 2 absence of reasonable alternatives - strategic rural to urban link - 1 important road in community PRESERVATION CRITERIA (only preserves existing facility, for example an overlay) Criterion Weight condition of the pavement - structure 3 absence of reasonable alternatives - strategic rural to urban link - 2 important road in community industrial - agricultural sector freight link for part of region 1
