Director of Planning and Zoning Middletown Township 3 Municipal Way Langhorne, PA RE: Stone Farm Preliminary/Final Land Development Plan Review TPD# MTTO Dear Mr. Duffy, In our role as Township Traffic Engineer, Traffic Planning and Design, Inc. (TPD) has reviewed the following items for the above referenced project: Preliminary/Final Land Development Plans prepared by Gilmore and Associated, dated November 5, 2018; Highway Occupancy Permit plan set prepared by Bogia Engineering, dated November 5, Tollgate and Fulling Mill Road Improvement plan set prepared by Bogia Engineering, dated October 30, 2018; Transportation Impact Study prepared by Bogia Engineering, dated November 2018; Signal Design Report prepared by Bogia Engineering, dated November 2018; DOT Stormwater Report prepared by Bogia Engineering, dated November Based on our review, we offer the following comments. Please note a large portion of these comments were included in past reviews. General Comments 1. Per the Memorandum dated June 5, 2018, the following traffic related comments remain: a. SALDO A.(1) & (2), and B requires the design of streets in residential subdivisions to promote the safety and convenience of vehicular traffic and to promote the safety of the residents. The applicant shall demonstrate that there is adequate maneuverability for passenger and larger vehicles, sight distance at intersections and around street curves, and pedestrians have adequate access throughout the development.

2 Page 2 of 9 2. Per the Township ordinances, the following streets are categorized as residential access streets and should provide a 26 wide cart way and 50 foot right of way. Note, this has been provided in the current plan set. a. Road D b. Road E c. Road F 3. Per the Township ordinances, the following streets are categorized as residential subcollector streets and should provide a 36 wide cart way and 50 foot right of way. Note, this has not been provided within the current plan set. a. Road B b. Road C 4. Newtown-Langhorne Road and Fulling Mill Road are State Routes. A PennDOT Highway Occupancy Permit (HOP) will need to be obtained for any work performed in the state s rightof-way. Please continue to submit plans and correspondence to the Township for review and approval. 5. Based on our review of the study, it is our opinion the proposed land development will exacerbate the already poor conditions on S.R. 413, as would any development along this corridor. 6. Stormwater facilities along a state highway will need to be in the name of the Township. Although plans were supplied for our review, this should not be perused until the plan set is closer to approval. 7. Correspondence regarding the ability for the applicant to obtain right-of-way/easements to construct the Summit Trace connection should be provided. In addition to this, it should be determined who will maintain the connection and if right-of-way will need to be dedicated to the Township for this connection. 8. Property owners with left turn lanes being installed in front of their property must be notified and sign off on this proposed condition. 9. Property owners that have additional stormwater conveyed to their property must be notified and sign off on the proposed condition. 10. Due to revisions needed between the plan sets, reports and additional information still required for a complete review, we reserve the right to make additional comments upon subsequent submissions. 11. Cross sections were not reviewed based upon the number of revisions needed to the plans.

3 Page 3 of 9 Traffic Impact Study Comments 12. As previously stated, the proposed driveway only meets warrants for a signal if: a. Summit Trace Road is brought through the site and out to the proposed driveway location. The study indicates the driveway will operate at a LOS F without the installation of a traffic signal. 13. As previously stated, the study incorrectly breaks out the Bypass system. The system currently runs as one and not two separate systems. 14. As previously stated, detection shown in the analysis should match the plans. 15. Radar detection at S.R. 413 and St. Marys should be shown as standard loop detection so volume density operation can be calculated correctly. 16. Provide calculations that show platooning between the signalized intersections on S.R. 413 on either side of Tollgate Road will reduce the delay at this intersection. Signal Plan and Report Comments 17. As previously stated, final coordinated timings should be provided within the traffic signal report as these will fine tune the study timings. Synchro analysis for each coordinated plan must be provided for review. 18. See Roadway Comments for additional items shown on the signal plans. 19. As previously stated, a fiber connection should be provided from the Newtown Bypass to St. Marys to allow for coordination on S.R. 413 and for future installation of the adaptive system. 20. Note, the following comments refer to the permit plans (unless otherwise stated), but should also be checked/revised on the traffic signal construction plan. 21. The intervals on the MST and emergency pre-emption charts need to be revised to accommodate the additional left turn phase on S.R The MST should be updated to show signal head 1 flashing yellow. 23. The MST should be updated to show signal head 10 and 11 on the same line. 24. Operation note number 3 is not necessary and should be removed from the plans. 25. The eight operation notes related to the signal indications should be reviewed and revised for the updated MST diagram as there are several that are not appropriate for this design. 26. Revise the clearance time calculation sheet to provide the correct timings for yellow and red indications. Note, if the calculation sheet calls for a 3.1 second yellow, this will need to be rounded to 4 seconds. Update the plans based on the revised calculations.

4 Page 4 of The southbound approach of S.R. 413 only needs two signal heads, a 5-section and a 3- section head. 28. The overhead street name signs were corrected to use clearview font. Calculations on sign sizing should be provided. In our preliminary calculations, the signs shown on the plan will cannot be made to meet current PennDOT standards and will need to be redesigned. 29. The overhead street name signs do not have to be back to back. One sign for each approach is appropriate. 30. As previously requested, remove the arrows at the beginning of the turn lanes (Farm Drive). This is not a District 6 standard. 31. As previously requested, the revision block should be corrected to match District 6-0 standards. 32. The equipment labels and plan line work overlap making most of the plan unreadable and should be cleaned up on subsequent submissions. Note, on permit plans it is not necessary to use symbols to label mast arms, push buttons, video detection, etc. 33. Luminaires should be shown on the plan as they are called out in the HOP and construction permit plan. 34. A video detection area should be shown for the southbound left turn phase/lane. 35. As previously requested, remove the Stop sign and No Left Turn sign from the sign tabulation. Only signs maintained by the Township for the signal operation should be included in the sign tabulation. 36. All plan labeling text on the permit plan should be slanted. 37. The emergency pre-emption chart signal indications should match the MST diagram. 38. The emergency pre-emption chart needs to be reviewed and corrected for the proposed conditions. 39. As previously requested, remove the Type F pedestrian push button pole detail. This is not required in District As previously requested, revise the emergency pre-emption note to state the correct interval for phase Right-of-way will need to be determined for the Summit Trace Road extension. Note, if an easement is the final course of action, this will need to encompass all signs and pavement markings associated with the signal plan. 42. The volume chart should be updated to the 2019 volumes. Also, the asterisks and note indicating these are projected volumes (*=projected volumes) can be removed. 43. The wiring diagram on the traffic signal construction plan should be revised to show a fiber connection to the existing system on S.R. 413 and to the Newtown Bypass.

5 Page 5 of Conduit calculations for our review and approval were provided. Note, per PennDOT standard, several conduits will need to be increased to 3-inches. The plan should be updated to match these calculations inch conduit should be used for all road crossings. 46. The construction permit plan shows junctions boxes within the roadway and must be moved outside of the roadway. 47. The proposed luminaires should be a LED equivalent to PennDOT s standard 250 HPS luminaire. 48. APS push buttons have been provided. The street name should be called out during its respective walk phase. 49. Signal permit plans were provided for the Newtown Bypass and Pennswood Village, but there are no revisions at these signals. These are not necessary at this time. Please note, the plan provided for the Newtown Bypass is an outdated plan. 50. The system plan should be updated with the timings once they are finalized. 51. The system plan should be updated to show the proposed southbound left turn phase at Farm Drive. 52. The St Marys offset should be held at zero for both coordinated timing plans. 53. The system plan program chart should be updated to show program 2 for the PM Peak hours. 54. The system plan should be updated to have the offset reference the start of yellow. Please revised the analysis accordingly. Pedestrian Documents 55. TE-672 forms were provided with this submission, but should be revised due to the missed information or incorrect selections found throughout the study. Highway Occupancy Permit Plans 56. As previously requested, driveway designations on the Title sheet should be corrected to correspond to the ADT of each Driveway. 57. As previously requested, the current design creates an hour glass condition north of Summit Trace Road. We will defer to PennDOT on the need to remove this condition. Correspondence regarding this item from the Department must be provided. 58. As previously requested, a full width of Mill and Overlay should be performed for the limits of work on S.R There is proposed sidewalk on an adjacent property. An agreement must be submitted to confirm the property owner is in agreement with this addition.

6 Page 6 of As previously requested, the following should be called out on the construction plan: a. Curb end tapers b. Type of curbing c. Dimension radii d. Median type e. Curb ramp type 61. As previously requested, proposed median modifications should be correctly hatched on the construction plan. 62. TCBC locations along the proposed curb lines should be shown. The plan has several locations of TCBC labels within the cart way. 63. The proposed right in/out median should be enlarged to further discourage left in/out movements. 64. As previously requested, restricting the left turn movement into the existing Summit Trace Road should be considered if a full width left turn lane cannot be provided. We will defer to PennDOT on this item. Correspondence regarding this item from the Department must be provided. 65. The stop bars at Fulling Mill Road and Ellis Road are set back beyond an expected stop bar location. This should be re-evaluated based on truck turns and number of trucks using this intersection. We will defer to PennDOT on this item. Correspondence regarding this item from the Department must be provided. 66. ADA ramps should be a minimum five feet wide. Please note, the standard width for a type 4/4A curb ramp is five feet due to proposed sidewalk needing to be a minimum of five feet when passing areas are not available. 67. As previously requested, sidewalk grading approaching the ramps should be shown. 68. As previously requested, ramps one and eight at Farm Drive and S.R. 413 should be designed as a type 6 ramp due to the approach sidewalk slopes exceeding five percent. 69. As previously requested, detectable warning service slopes should be revised to ensure they are not warped. 70. All detectable warning surfaces should have at least one point adjacent to the back of the curbing. 71. Please update the sign tabulation to show all signal signs are the responsibility of the Township to maintain. 72. Due to the half width overlay on Fulling Mill Road, a 4-inch double yellow line should be proposed the length of the overlay. 73. Sidewalk widths should be labeled throughout the plan set.

7 Page 7 of Roadway typicals should be revised to show the full width overlay within the limits of work on S.R A standard PennDOT pavement section should be provided for the proposed driveways. 76. Roadway profiles should include grading call outs. 77. The Road A profile does not meet the S.R. 413 tie in elevation. 78. As previously requested, the spread at inlet ST-3 needs to be reduced. Currently the calculation is showing a spread that covers the length of the westbound Summit Trace Road approach at a seven inch depth. This is necessary due to the modifications to this access point. 79. The proposed medians at the right in/out driveway and at Summit Trace Road encroach on the gutter line. This will cause drainage issues and should be revised. 80. Stormwater spread calculations should be provided at all access points and intersections being altered under this development. 81. As previously requested, a WB-62 truck should be used as the design vehicle for the intersections of S.R. 413 and Farm Drive and Fulling Mill Road and Ellis Road since these will carry larger vehicles that are not associated with the site. 82. The Township s largest fire truck should be used for all turning templates in lieu of the fire truck used within the plan set. 83. Revised design plans for Summit Trace Road should be provided based on the alterations being done (removing curve, altering median, etc.). Provided plans and profiles had minimal information and need to be revised to reflect the amount of detail found throughout the rest of the plan sets. Note, additional paving will be required further into Summit Trace Road due to the water installation. Tollgate Road Plans 84. As previously stated, hatching shown for full depth pavement within the pipe and inlet area is not adequately shown. A standard trench is double the width of the proposed pipe and a minimum of two foot full depth replacement should be performed around new inlets. 85. Due to the drainage system installation, a half width mill and overlay should be provided. 86. As previously requested, the county should be contacted to determine if a sidewalk will extended to the proposed ADA ramp location on the park side of Tollgate Road. If there are conceptual plans, please show this outlined on the plans as a design by others level. Provide correspondence with the county. 87. Due to the projected number of users, type of road, and speed of the roadway, a flashing warning device should be provided.

8 Page 8 of As previously requested, provide sight distance profiles for the pedestrian crossing to ensure sight distance is adequate. 89. As previously requested, show additional slopes within the area of the crossing. From the field visit, slopes to the west of the crossing are more compliant then the current location. 90. Ramp types should be called out in appropriate areas on the plan set. 91. The emergency ramp/ada ramp should be revised to provide a workable combination of the two. The current design shows flares within the middle of the driveway apron which indicates full height curbing. The current design will not accommodate vehicles. 92. Thicker sidewalk should be provided within the area of the driveway apron on the emergency access. 93. Show proposed information for the ramp on the park side of Tollgate Road. 94. Trail signing should be provided to meet current PennDOT and MUTCD standards. Land Development Plans 95. As previously requested, lot one and two should be removed so vehicles are not backing onto the higher volume Summit Trace Road Connector. 96. As previously requested, crossings on uncontrolled approaches should be signed appropriately. 97. As previously requested, provide all ADA ramp details associated with the ramps shown on the plans. The Type 1 curb ramp detail provided in the plan set is not applicable to the ramps shown on the plans. 98. As previously requested, a profile for the trail should be provided. Note, slopes on the trail need to meet industry standards. 99. As previously requested, Roadway profiles should indicate the location of all crossings to ensure the crossing is built within current ADA standards. Note several locations look to be non-compliant As previously requested, a parking restriction plan should be developed for the site. This should take into account space for adequate sight distance at intersections and driveways, and truck turning movements.
