8 Tender and result 2016 Procurement by NDW Procurement Question (on behalf of Province of Zuid-Holland): Can we use travel times calculated by using Floating Car Data to show travel times on Variable Message Signs and to detect unexpected congestion? Tender won by Be-Mobile Sources: Flitsmeister app, fleet management systems and other apps National coverage: all highways, provincial roads and major city roads Every 60 seconds the average speed for the last minute is delivered on segments of a maximum length of 50 metres

13 Eligibility criteria for participation in the framework agreement: Creating, managing and maintaining systems for the time-critical processing of data for traffic management processes and/or traffic information processes. Real-time, continuous acquisition, validation and supply of road traffic data on behalf of third parties. This means that one or more external clients determine the nature and extent of the road traffic data being supplied. Companies within the framework require to comply to a set of documents: SSS (systems and subsystems specification) SOW (statement of work) IRS (interface requirements specification) Chain-SSS (specification of systems within the whole NDW chain) IB (interface specification for DATEX II) Working Practice within the Framework Agreement Framework agreement can be periodically opened (every 1-2 years) to let new companies in

14 1. Request for proposals within framework (all 14 suppliers) 2. Containing: General info: who, what, where, when incl. options Minimum criteria for applications and procurement criteria Annexes: extra specifications maps, location lists, inspection results, workable hours etc. 3. Proposals must contain: Tab 1 standard form A must be signed to agree to all specifications Tab 2 standard form B contains the proposed sum Tab 3 explanation of the proposal (usually around 3000 words) Tab 4 implementation plan Tab 5 maintenance plan 4.Commission judges tabs 3 to 5 (does not see 2), evaluation leads to virtual discounts on the proposed sum. The lowest proposed sum receives an intention to award. 5. Possibility for formal complaints (10 days) 6.Definitive awarding of contract

15 What was NDW facing in 2013? Task to reduce the cost of data procurement by 15%; Pressure from road authorities to reduce the amount of physical infrastructure along the road networks; High investments expected to replace measurement infrastructure in the coming years; Political interest in using ITS-related technologies.

17 Main lot 1 continuation of existing equipment Current NDW network for the supply of traffic data was continued Goal of this lot is was facilitate a transition phase for the gradual deployment of main lots 2 and 3. Main lot 1 is divided into three geographical sublots: Geolot 1: Southern Netherlands Geolot 2: Randstad (Central Netherlands) Geolot 3: North- and Eastern Netherlands A supplier could be awarded a maximum of two lots. The duration of the contract for main lot 1 is until 30 September 2015, with the possibility of extending the contract for six quarters until Q

18 Main lot 2 Basic network of traffic volumes Basic network for the supply of traffic volumes to comply to regulations related to air- and sound pollution. NDW expects that this lot will be deployed in the coming years and reach completion after a maximum of three years. The tender process for this lot has started in The deployment of this lot will gradually replace the supply of traffic volumes from the current network of main lot 1.

26 The trial with vehicle data End of 2016 Trial started as a part of the Smart Mobility Programme of the national road authority Rijkswaterstaat Goal: Testing the data chain and experimenting with the possibilities of the data Trial: 20 service vehicles deployed with a CANBUS-reader 10 from Rijkswaterstaat, 10 from provinces of Groningen, Noord-Holland and Overijssel Delivery: Real-time data delivery from March 2017 to March 2018, collected and stored in the NDW big data cloud environment

28 Trial continuation Second phase of trial to continue experimentation with the goal to: Deepen insights: investigate further possibilities for data value and use-cases with different data labs and start trial real-time implementation in traffic management centres Broaden collection: start procurement of data sets through data suppliers and/or expand own fleet of service vehicles Connect developments: ensure latest European developments are included in the trial through Data Task Force

29 Continuation of FCD experiments New innovation programme named Innovating with Floating Car Data, as umbrella for all projects and initiatives with mobile data In collaboration with NDW, Innovation Lab, Rijkswaterstaat and various road authorities 3 to 4 times a year a FCD Forum is organized to share results and experiences from different projects
