1 Data Request to Support the FRCC Stability Working Group Activities Associated with the following Regional Projects: Request Date: Regional Projects: PRC-006-FRCC-01 FRCC Automatic Underfrequency Load Shedding Program Assessment FRCC Regional Criteria: FRCC Generation Coordination Requirements (PRC Generator Performance During Frequency and Voltage Excursions) Project Request: In response to the FRCC SPCS and FRCC Standards Department request through the FRCC PC RE to the FRCC SWG, the chair of the SWG has indicated that additional data is necessary to complete the performance assessment in support of the identified projects (see above). The preliminary assessment (Attachment 1) has indicated that based on the FRCC generation coordination requirements, the Region could potentially have generating units and/or facilities that trip within the boundaries established by the Generator Underfrequency Trip Modeling curve in PRC-006-1and therefore are required to be included in the model utilized for the UFLS design assessment. The current generator applicability, associated with the generator coordination requirements, is identified in the Regional Criteria document titled FRCC Generator Coordination Requirements. The applicability requires that all Generation equipment owners and/or operators operating within the FRCC Region shall ensure that protection and control systems on all synchronous generators, with a nameplate rating greater than 20.0 MVA, will not result in tripping of the generator under the designated criteria. The NERC Board of Trustee approved NERC Reliability Standard PRC Automatic Underfrequency Load Shedding identifies the following generation applicability for modeling purposes associated with the required UFLS design assessment (PRC Requirement R ): Overfrequency and Underfrequency trip settings for the following generation configurations: Individual generating units greater than 20 MVA (gross nameplate rating) directly connected to the BES that trip above the Generator Underfrequency Trip Modeling curve in PRC

2 Generating plants/facilities greater than 75 MVA (gross aggregate nameplate rating) directly connected to the BES that trip above the generator Underfrequency Trip Modeling curve in PRC Any facility consisting of one or more units connected to the BES at a common bus with total generation above 75 MVA (gross nameplate rating) that trip above the Generator Underfrequency Trip Modeling curve in PRC To ensure the SWG has the necessary generation data (i.e. frequency setpoints, the associated time delays and generator Volts per Hz. (V/Hz.) setpoints for the designated time durations) that will support the performance assessment, the FRCC SPCS, FRCC SWG and the FRCC Standards Department are requesting that the FRCC Regional Entity Planning Committee direct the FRCC Generator Owners to comply with the following data request: Generator Owners provide any and all underfrequency and overfrequency trip function settings and volts per hertz (V/Hz.) settings for the following units: Individual generating units greater than 20 MVA (gross nameplate rating) directly connected to the BES. Generating plants/facilities greater than 75 MVA (gross aggregate nameplate rating) directly connected to the BES Any facility consisting of one or more units connected to the BES at a common bus with total generation above 75 MVA (gross nameplate rating) Additionally, to allow for an accurate assessment, the SWG is requesting additional data from the applicable Generator Owners (identified below) within the FRCC Region on a voluntary basis. This additional data will provide the SWG with a detailed Regional assessment, which will enable the SWG to determine the need for any potential revision to the Regional modeling and generator performance requirements necessary for ensuring the FRCC UFLS performance requirements are being met. Therefore the FRCC SPCS, FRCC SWG and the FRCC Standards Department are requesting that the FRCC Regional Entity Planning Committee request on a voluntary basis that the FRCC Generator Owners provide the identified data indicated below: Generator Owners voluntarily provide any and all underfrequency and overfrequency trip function settings and volts per hertz (V/Hz.) settings for the following units: Individual generating units greater than 20 MVA (gross nameplate rating) regardless of connection voltage Generating plants/facilities greater than 75 MVA (gross aggregate nameplate rating) regardless of connection voltage Individual generating units less than or equal to 20 MVA (gross nameplate rating) regardless of connection voltage
